Specifications for Hot Mix Asphalt for Yellowstone National Park 2023 Quantities:
Base Line Items:
1. Mobilization and demobilization of mix plant to Norris Junction Pit Yellowstone National Park, WY 92190.
2. Mobile Asphalt Plant and materials to mix 8,170 tons of Superpave PG58-34 asphalt mix. (Asphalt concrete aggregate, Oil/Anti- Strip, Mixing).
Period of Performance:
The contractor shall be capable of commencing deliveries by August 7th completing all deliveries by October 27, 2023.
Mix Plant specifications:
The mobile asphalt mixing plant used in Yellowstone National Park must be equipped with a bag house pollution control system (wet scrubber is not acceptable).
The mobile asphalt mixing plant shall be capable of producing 120 tons per hour under any weather condition suitable for paving.
Due to weather conditions, paving may not occur every day. Days of production could require from a minimum of 100 tons to a maximum of 900 tons of mix per day.
· NPS personnel operate NPS trucks and equipment to transport and lay asphalt. Yellowstone National Park trucks will pick up the mix, Freight-on Board (FOB) from contractor’s plant site for distribution to job sites.
Mix Plant Mobilization: Mix plant will need to be hauled in through the West entrance of Yellowstone National Park to the Norris pit (approximately 29 miles northeast of west gate) Asphalt Specifications:
Asphalt mixing: Contractor will be responsible for Asphalt concrete aggregate, PG58-34 oil, anti-strip, labor, and equipment to produce the required tons of mix on site at the Norris Junction Pit approximately 22 miles south of Mammoth Hot Springs WY.
Asphalt oil and mix design specifications: Contractor shall provide contract mixing of PG58-34 asphalt with a 1 % Type 3 (lime) anti-strip additive with the aggregate meeting ½” gradation in tables 703-4, 703-5 and table 703.07 Asphalt Concrete Aggregate, to produce a mix with 4% air voids. The largest size rock in the mix would be all material passing the ¾” inch sieve.
Contractor shall submit mix design to Yellowstone National Park for approval prior to start of mixing.
Ordering and supplying: The contractor shall coordinate the exact dates and times of supply and pick-up with the Yellowstone National Park personnel. During the period of performance, Yellowstone National Park shall contact the contractor daily to place orders for specific amounts of mix needed for the next day. The contractor shall insure total for all amounts ordered and supplied does not exceed the amount noted in the contract line items.
Hauling and cleaning of Equipment: All vehicles and equipment to be used in Yellowstone National Park (Park) shall be thoroughly pressure washed prior to arrival. Equipment shall be inspected at the appropriate Park entrance station by a designated Park employee and only clean equipment shall be permitted into the Park. Particular attention must be shown to the undercarriage and any surface where soil and exotic weed seeds may exist. All loaded trucks and trailers hauling aggregate shall be covered (tarped) when loaded. These efforts are critical to prevent the introduction and establishment of non-native plant species into the Park. Equipment inspection shall be scheduled by the COR and take place at the Park entrance station. Equipment found operating in the Park that has not been inspected shall be dead lined and subject to a citation.
Vegetation Management: The control of noxious weeds shall be achieved through a weed management plan. All parties submitting offers for aggregate coming into Yellowstone National Park (Park) must have a current weed management plan that has been approved by the local county weed board and Yellowstone National Park. All plans require one annual inspection by Park staff during the growing season (June-August) prior to sale or hauling of material. Parties submitting offers must provide proof of the most recent weed inspection by Park staff.
The weed inspection will designate a pit in one of the three rating categories: acceptable, conditional acceptable, or unacceptable. Aggregate from a pit designated as unacceptable can be used if the material is heat treated to 300 degrees Fahrenheit and promptly transported from the quarry to the Park or a preapproved weed free storage area to prevent possible weed contamination.
· A copy of the latest pit report for the area has been provided.
Asphalt Concrete Aggregate specifications:
703.07 Asphalt Concrete Aggregate. Furnish hard, durable particles or fragments of crushed stone, crushed slag, or crushed gravel conforming to the following:

Method A

(1:5 ratio, plus ⅜-inch (9.5-mm) sieve, calculated Mass, weighted average
(f) Sand equivalent, AASHTO T 176, 45 min.
Alternative Method No. 2, Reference Method
(g) Gradation. Size, grade and combine the aggregate fractions in mix proportions that result in a composite blend conforming to the specified gradation. Nominal maximum size is one sieve size greater than the first sieve to retain more than 10 percent of the combined aggregate.
Test according to AASHTO T 27 and AASHTO T 11. Volumetric asphalt concrete aggregate gradation. See Table 703-4. For the surface course, do not use aggregates known to polish or carbonate aggregates containing less than 25 percent by mass of insoluble residue when tested according to ASTM D3042
