Performance Work Statement

Information Technology Business Support

Services

U.S. Department of the Interior Indian Affairs

1. BACKGROUND

Indian Affairs (IA) provides services to 1.9 million American Indians and Alaska Natives, who are members of the 573 federal recognized American Indian tribes and Alaskan communities in the United States (US). The Assistant Secretary for Indian Affairs reports to the Secretary of the US Department of the Interior (DOI). IA offers a broad scope of programs, which covers a wide range of Federal, State, and local government services.

These programs and services are based on the unique legal and political relationships that the Federal, State, and local governments have with Indian tribes and Alaskan Native entities. The US Constitution, treaties, court decisions, and Federal statutes provide these.

Through these programs, improvements with tribal government infrastructure, community infrastructure, education, job training, and employment opportunities, as well as other services provided, work to improve the quality of life for their members.

IA is made up of the Assistant Secretary for Indian Affairs (AS-IA), the Bureau of Indian Affairs (BIA), and the Bureau of Indian Education (BIE). The Office of Information Management Technology (OIMT) provides information technology (IT) support and services for all of IA. The OIMT consists of federal and contractor staff who manage a complex and diverse IT infrastructure for the IA workforce of just under 10,000 employees.

IA staff and resources are located in urban and rural areas, as well as, BIE operated schools throughout the US.

The head of OIMT is the Associate Chief Information Officer (ACIO), who is the Senior IT Leader for IA. The ACIO is located at 12220 Sunrise Valley Drive, Reston, Virginia. The OIMT is divided into three functional areas: Division of Program Management and Business Services (DPMBS), Division of Information Security (DIS), and Division of Information Operations (DIO). The work performed under this contract will primarily support OIMT with fulfilling its obligations.

2. OBJECTIVES

In the areas of project management, IT Capital Planning and Investment Control (CPIC), configuration management (CM), strategic/business management, digital services, and governance, the DPMBS is responsible for orchestrating a Bureau-wide IT investment and information management process. This process is designed to support a cadre of IT Project Managers (PM) and other mission program representatives in the efficient and effective planning, development, implementation, operation and maintenance of IT investments, as well as, strategic planning and management of information. This is accomplished by developing procedures and practices in alignment with Office of Management and Budget (OMB) and DOI direction for information management. In addition, guides, templates, forms, and coordinated information collection/reviews are provided to support IT project, investment and portfolio management. These efforts are meant to ensure the IT Portfolio supports the IA mission programs and business needs while minimizing risks throughout the investment’s life cycle.

3. PERIOD OF PERFORMANCE

• The base year is 11 May 2021-10 May 2022. This overlaps the current contract by 30 days to allow for the phase-in period.

4. SCOPE

• Program and Project Management Support - Provide program and project management support services, including the development and tracking of project related documentation in alignment with DOI‘s IT governance framework and OMB requirements, including Capital Planning and Information Security, using a standard project management methodology.

• Strategic Business Planning Support - Provide IT strategic planning support to ensure the IT business mission needs of the Bureau drive IT planning efforts and align with Department-wide goals and initiatives.

• Business Analysis Support – Assist programs with mapping their existing business processes, analyzing workflows, identifying alternative approaches to improve efficiencies, and implementing changes when required.

• Life Cycle Management Support – Assist IA with the efficient and effective modernization of our overall Life Cycle Management approach.

• IT Investment Management Support – Provide CPIC services in the areas of IT portfolio management and OMB Exhibit developments, IT investment analysis and control, Earned Value Management, and IT investment management process improvement.

• Governance Support - Assist in the development, production, and execution management of a Bureau IT investment management governance framework, to include: Life cycle management manual, Capital Planning guidelines and directives, IT Security guidelines and directives, and Enterprise Architecture (EA) guidelines and directives. This includes necessary documentation, facilitation, and coordination of governance activities.

• Quality Management Support – Provide expertise with ensuring acquired or developed IT systems satisfy contractual requirements, meet or exceed quality standards, and align with life cycle management expectations, through quality assurance and test management. Provide support to achieve effective evaluation and improvement of products and services, including the development of quality management plans, processes, and procedures.

• Configuration Management Support – Provide CM expertise and services with the oversight of changes to IT assets and systems within IA, including the underlying infrastructure. Assist and ensure the stability, reliability, and security of current and planned IT systems, the effective accounting of IT systems and their components (e.g. licensing, asset management), and support for the standardization and management of IT assets.

• Technical Writing - Provide expertise and support to enhance the product and/or service that help everyone do their job more efficiently, reducing the time needed and improving quality of service.

• Communications – Provide expertise and support managing the overall communications strategy, branding, and messaging, in order to promote OIMT, and its programs, throughout IA.

The Contractor will work with DOI/IA staff and other IA contractors, which are engaged in providing program services across IA. The OIMT DPMBS Division Chief will work with the Federal Task Leads to provide technical oversight for the activities and tasking to be performed by the contractor, and with establishing work priorities as set forth in this PWS.

DOI/IA will work with the contractor’s on-site Lead to establish and clarify any questions and technical issues.

5. QUALIFICATIONS

The following labor categories are:

Project Manager, Senior Level: Provides program and project management leadership and services in support of the goal and objective of the PWS, as required by the COR. Oversees and manages compliance activities of program and project management teams, daily operations, client/customer relationships, has responsibility for the quality of deliverables, and develops, monitors, and reports on project objectives, budget, and schedule status and performance. The Project Manager is responsible for the technical, contractual, administrative, and financial aspects of the project(s) as assigned by the Federal Task Lead.

Responsible for identifying, proposing resolutions, and resolving project management issues in collaboration with applicable federal staff. Responsible for managing one or more projects, and successfully implements project(s) and associated services, in accordance with the task order, federal laws, regulations and procedures.

Experience/Qualifications:

• Must have at least ten years of experience in project management.

• Project Management Professional (PMP) certification required.

• In-depth knowledge of and experience with IT Project Management processes including, but not limited to, industry standard Project Management principles and practices such as those defined by the Project Management Institute (PMI) in the Project Management Body of Knowledge (PMBOK).

• Hands-on technical experience providing program management services and support to public sector organizations.

• Demonstrated knowledge and experience with Federal Enterprise Architecture (FEA), CPIC, SDLC, IT Security Management, and Risk Management.

• Knowledge of and experience with federal IT Investment laws, regulations and process including, but not limited to FITARA, the Clinger-Cohen Act of 1996, Title III of the E- Government Act of 2002, and FISMA. Familiarity with the federal laws, regulations and circulars listed in subsequent parts of this PWS.

• Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.

• Knowledge of OMB reporting requirements and adapting internal reporting to align with applicable external.

• Ability to apply consistent management approaches to IT Portfolio Management that increases the quality of data through best practices and documentation.

• Excellent verbal and written communication skills and leadership skills.

Project Manager, Intermediate Level: Provides project management leadership and services in support of the goal and objective of the PWS, as required by the COR. Oversees and manages compliance activities of project management teams, daily operations, client/customer relationships, has responsibility for the quality of deliverables, and develops, monitors, and reports on project objectives, budget, and schedule status and performance.

The Project Manager is responsible for the technical, contractual, administrative, and financial aspects of the project(s) as assigned by the Federal Task Lead. Responsible for identifying, proposing resolutions, and resolving project management issues in collaboration with applicable federal staff. Responsible for managing one or more projects, and successfully implements project(s) and associated services, in accordance with the task order, federal laws, regulations and procedures.

Experience/Qualifications:

• Must have at least five years of experience in project management.

• PMP certification required.

• In-depth knowledge of and experience with IT Project Management processes including, but not limited to, industry standard Project Management principles and practices such as those defined by the PMI in the PMBOK.

• Knowledge of and experience with FEA, CPIC, SDLC, IT Security Management, and Risk Management.

• Knowledge of and experience with federal IT Investment laws, regulations and process including, but not limited to, FITARA, the Clinger-Cohen Act of 1996, Title III of the E- Government Act of 2002, and FISMA. Familiarity with the federal laws, regulations and circulars listed in subsequent parts of this PWS.

• Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.

Business Analyst, Senior Level: Guides the management consulting activities alongside the project/program manager, technical staff, and federal clients for IT strategy and business support services. The Business Analyst is responsible for the technical, contractual, administrative, and financial aspects of the assigned task(s) as assigned by the Federal Task Lead. Duties may include high-level analysis and support related to statutory requirements and compliance, assignments to support the Bureau mission/strategic goals, business process reengineering, writing implementation plans, configuration management, change management, IT asset management, IT service request fulfillment and/or integration of IT portfolio processes to other procedures and disciplines.

Experience/Qualifications:

• At least seven years of experience providing internal/external analysis services to management and technical staff with supporting IT investments and solving complex IT project management issues in accordance with federal laws, regulations and procedures.

• Recognized standing as a practice leader in professional or technical disciplines.

• In-depth knowledge of and experience with supporting project management office operations regarding the management, planning, implementation, and all phases of the capital planning and strategic planning processes.

• Plans, conducts, and manages research and development work on projects of major complexity with the origination and application of new and best practices techniques.

• Knowledge of process improvement and reengineering methodologies and principles as applied to process modernization projects.

• In-depth knowledge and experience performing configuration management, the applicable principles, ITIL Framework, change management, IT asset management, and IT service request fulfillment.

• Proven experience in activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements.

• Knowledge of SDLC, FEA, Capital Planning and FISMA.

• Ability to provide group facilitation, interviewing, training, and other forms of knowledge transfer.

• Leads key technical areas and is responsible for meeting milestones and deliverables.

Business Analyst, Intermediate Level: Supports the management consulting activities alongside the project/program manager, technical staff, and federal clients for IT strategy and business support services. The Business Analyst is responsible for the technical, contractual, administrative, and financial aspects of the assigned task(s) as assigned by the Federal Task Lead. Duties may include high-level analysis and support related to statutory requirements and compliance, assignments to support the Bureau mission/strategic goals, business process reengineering, implementation plans, configuration management, change management, IT asset management, IT service request fulfillment and/or integration of IT investment processes to other procedures and disciplines.

Experience/Qualifications:

Business Analyst, Junior Level: Works alongside the project/program manager, technical staff, and federal clients for IT strategy and business support services. The Business Analyst is responsible for the technical, contractual, administrative, and financial aspects of the assigned task(s) as assigned by the Federal Task Lead. Work may include analysis and support related to statutory requirements and compliance, assignments to support the agency mission/strategic goals, business process reengineering, implementation plans, configuration management, change management, IT asset management, IT service request fulfillment and/or integration of IT investment processes to other procedures and disciplines.

Experience/Qualifications:

• At least three years of experience providing internal/external consulting services to management and technical staff in managing IT investments and solving complex IT project management issues in accordance with federal laws, regulations and procedures.

• Practical knowledge of and experience with supporting project management office operations regarding the management, planning, implementation, and all phases of the capital planning and strategic planning processes.

• Knowledge of process improvement and reengineering methodologies and principles as applied to process modernization.

• Knowledge of configuration management, ITIL Framework, change management, IT asset management, and IT service request fulfillment.

• Proven experience in activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements.

• Ability to provide group facilitation, interviewing, training, and other forms of knowledge transfer.

• Proven ability to meet cost, schedule, and performance requirements for federal IT investments.

• Knowledge of FITARA, SDLC, FEA, Capital Planning, and FISMA.

• Strong verbal and written communication skills; ability to communicate effectively to a diverse group of team members, stakeholders, and senior leadership.

Technical Writer: The Technical Writer is responsible for the technical, contractual, administrative, and financial aspects of the assigned task(s) as assigned by the Federal Task Lead. Ensures the quality of the deliverables associated with the tasks outlined to ensure all required performance standards are met.

Experience/Qualifications:

• At least four years of experience in developing IT and Program related documentation, reports and manuals.

• Technical writing experience including reviewing, editing, and writing deliverables to ensure they meet quality standards.

• Excellent written communication skills.

• Experience with Microsoft Office products, and capable of performing editing and other document correction activities.

• Must have the ability to inspect and evaluate the quality of products, and knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

• Basic familiarization of IT project management processes including, but not limited to;

SDLC required documents and templates, FEA, CPIC, Risk Management, IT Security management documents.

• Basic familiarization of federal IT management laws, regulations and process including, but not limited to the Clinger-Cohen Act of 1996, Title III of the E-Government Act of 2002, and the FISMA.

• Proven ability to meet schedule, and performance requirements for assigned tasks.

Communications Specialist: The Communications Specialist is responsible for the technical, contractual, administrative, and financial aspects of the assigned task(s) as assigned by the Federal Task Lead. The focus is on promoting and expanding the reach and impact of OIMT, improving external reputation with stakeholders and customers and improving engagement and accountability. Also manages the overall communications strategy, develops branding and messaging in order to promote the OIMT. This also includes planning, initiating and managing the communications, marketing activities for the

OIMT.

Experience/Qualifications:

• At least four years of experience in developing IT and Program related communication/marketing documentation, reports, and manuals.

• Excellent written and oral communication skills.

• Ability to create training videos and perform training activities.

• Proven experience with Microsoft Office products, and capable of performing editing and other document correction activities.

• Must have the ability to inspect and evaluate the quality of products, and knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

• Proven ability to meet schedule, and performance requirements for projects.

6. SPECIFIC TASKS

The requirements for services include performing OIMT specific tasks in the following areas:

• IT Program/Portfolio/Project Management

• Configuration Management

• Technical Writing

• Communications

Within the sub-sections, which follow, requirements that are more specific have been identified for the successful execution of these services.

IT PROGRAM/PORTFOLIO/PROJECT MANAGEMENT

The Contractor shall provide IT Program/Portfolio Management support including, but not limited to, reviewing and assessing current IT investments from an IA business mission and technology perspective as well as DOI IT perspective. This includes meeting with IA program representatives to review and discuss their budget planning activities and future budget planning and acquisition activities. The objective is to assist, support, and/or provide IT portfolio guidance to programs to improve and/or enhance the efficiency and effectiveness of our IT portfolio in meeting business mission needs as well as DOI IT goals and objectives. This task also includes assisting the OIMT with planning and implementing a program to ensure a strategic view and approach regarding the alignment of business areas across the Bureau. This is done by formulating the overall scope and direction, conducting business process mapping, determining the desired end state, developing a plan of action to transition, and assessing the need for implementing and managing an automated tool and/or repository.

Deliverables/work activities include:

• The Contractor shall provide experience and support with the development of the IA IT

Portfolio, in alignment with DOI’s new governance framework. In addition, support IA efforts to remain in compliance with DOI IT strategic direction.

• Assist OIMT (and the IA bureaus and programs) with identifying existing business processes, workflows, capabilities, etc., to identify potential alternative approaches.

Efforts will support OIMT with implementing necessary changes to improve efficiencies and align core services with the IA business functions.

• Assist IA with updating and implementing a consolidated life cycle management process, which takes into consideration project, capital planning, security, privacy, and operational requirements. The process has to comply with OMB and DOI policy, directives, and requirements.

• The contractor shall provide status reports on at least a weekly basis dependent on assigned activities. The format will be commensurate and appropriate for the audience/recipient of the report by using the current accepted templates.

IT Project Management:

The contractor shall provide IT project management expertise and support to deliver specific IT and other projects for IA programs and initiatives. Project Management provides assistance with the integration of business and requirements management into project management frameworks and tools. In addition, project management resources are used in facilitating the successful delivery of other complex activities as well. Project management is an essential component to successfully fulfilling IA/OIMT goals and objectives, while ensuring compliance with laws governing federal IT management and standards. IA utilizes the standard project methodology based on PMI as outlined in the PMBOK.

OIMT assist programs with mapping their existing business processes, analyzing workflows, identifying alternative approaches to improve efficiencies, and implementing changes as necessary. The Contractor shall also provide support and input to address the impact on the Business and IT activities to ensure IA can enable and support the target business process.

The IT activities/efforts will proceed in concert with the overall strategy of leveraging new technologies and service delivery capabilities and models to establish a more integrated and collaborative IA environment, e.g., developing a shared services approach/utilization. The Contractor will be required to provide support in any of these areas to implement changes as necessary.

Deliverables /work activities include:

• Developing and managing from project schedules using standard project methodology.

• Identifying resources and managing a team of staff needed to achieve the desired outcome as documented in a work demand or project charter.

• Eliciting, identifying and documenting the requirements of the business so that IT can analyze the technical alternatives to meet the requirements, goals and objectives of the project. This service shall include supporting the PMO and the Project Manager assigned, as well as, maintaining the required documentation, communicating, collaborating and reporting statuses, and conducting updates/reviews in alignment with DOI/IA Governance policies/procedures.

• Assisting the IA bureaus and programs as necessary with mapping their existing business processes, analyzing workflows, identifying alternative approaches to improve efficiencies, and implementing changes as necessary as part of the alignment with the core business functions and DOI IT strategic direction and target business process.

• The contractor shall provide status reports on at least a weekly basis dependent on

CONFIGURATION MANAGEMENT

OIMT uses Configuration Management (CM) to ensure IT systems within Indian Affairs satisfy contractual requirements, and comply with the approved federal, bureau and agency IT standards. CM in OIMT provides controls and processes for the IT infrastructure managed and/or maintained by Indian Affairs. By implementing configuration management against the assets and systems under its control, OIMT can provide the basis for an infrastructure that supports: (a) the stability, reliability, and security of current and planned IT systems; (b) ensure the effective accounting of IT systems and their components (e.g.

licensing); and (c) support the standardization and management of IT assets.

Configuration Management activities and tasks include configuration planning, configuration identification, configuration change control, configuration status accounting, configuration audits, as well as configuration and release management. Configuration Management governance is based on the managed Architecture Review Committee (ARC) and Change Advisory Board (CAB). These two groups review and decide upon changes, and determine the priority, risk and soundness of changes to the IT Infrastructure. The OIMT Configuration Management team is responsible for the functions above and secure baseline configuration management, software license management, IT asset management, and IT service request fulfillment. Current OIMT CM plans, processes and procedures provide technical and administrative direction, and surveillance and governance over the lifecycle of the OIMT Infrastructure and its components.

Deliverables /work activities include:

• Provide support in updating and maintaining the OIMT Configuration Management

Plan, processes, and procedures in accordance with NIST and DOI standards.

• Provide support in performing configuration management using the IA Service Center

Configuration Management Database and manual processes.

• Provide support in performing change management using the IA Service Center Change

Management Module and manual processes, including activities to facilitate the ARC technical reviews and CAB decisions.

• Provide support in performing IT hardware and software asset management including license management using automated and manual processes.

• Provide support in performing IT service request fulfillment using the IA Service Center Request Management Module and manual processes.

• Provide support in developing, tracking, and maintaining secure technical baselines for IT hardware, software, and telecommunications products and systems in accordance with NIST standards using automated and manual processes.

• Provide support in performing configuration management audits and responding to internal and external audits.

• The contractor shall provide status reports on at least a weekly basis dependent on

TECHNICAL WRITING

The contractor will support numerous information management and technology activities that require oversight through documentation. The services are important in the creation, documentation and/or editing of standard operating procedures, memoranda, design documents, requirements documents, and email notifications. Technical writing and editing services assists DOI/IA in communicating effectively with others in written format appropriate for the needs of the audience.

Deliverables / work activities include:

• Prepare the user manuals, online knowledge center and standard operating procedure.

• Create materials that help customers have a positive experience while learning to use the product, through effective, easy-to-use training materials, online help, getting started guides, quick reference materials or training.

• Make the product look professional and increase its quality, though well designed supporting materials and user interfaces.

• Interview subject matter experts (SME) and document the knowledge in a written format to be understood by a non-SME in the IA Service Center knowledge library.

• Enhance the product and/or service, through increasing quality and customer satisfaction.

• Submit weekly and Monthly Status Reports.

COMMUNICATIONS

The contractor is responsible for planning, initiating and managing the communications, marketing activities. The focus is on promoting and expanding the reach and impact of OIMT, improving external reputation with stakeholders and customers and improving engagement and accountability. Manages the overall communications strategy, develops branding and messaging in order to promote the ACIO and the realm of OIMT related portals.

Deliverables /work activities include:

• Executive Communications Support o Support development of executive communications materials.

o Support development of materials for ACIO town hall and other key IT executive update meetings.

o Support development of materials for ACIO speaking engagements.

o Support development of materials for OIMT sponsored forums.

• Stakeholder/Customer Communications Support o Support stakeholder outreach efforts through the development of presentations, briefings and white papers.

o Develop and support OIMT stakeholder/customer surveys.

o Support development of web portals and communications mediums.

o Support communication needs for OIMT functional areas.

• Communications Strategy Development and Consultation o Provide subject matter expertise and guidance for development of OIMT communications strategy o Support development and refinement of OIMT communication straggles.

• Provide recommendations for service improvements, increased customer satisfaction, performance dashboards and metrics.

• Develop strategic communications processes and documentation including the broadcast messages.

• Submit weekly and monthly status report.

The contractor is responsible for conducting business, typically between the hours of 8:00 am to 5:00 pm, Monday thru Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor at all times must maintain an adequate workforce for the uninterrupted performance of every task defined within this PWS when the Government facility is not closed for the above reasons.

10. PLACE OF PERFORMANCE

When performing work on-site, the contractor will have access to the appropriate resources within the DOI facilities, including but not limited to: workspace, telephones, network connections, computing hardware and logical access. Authorized teleworking is on a situational basis in alignment with current DOI/IA guidance. Prior to the telework approved days, telework assignments and tasks will need authorization by the federal lead.

11. TYPE OF CONTRACT

The government will award a Labor Hour Contract.

12. INSPECTION AND ACCEPTANCE OF DELIVERABLES

Final inspection and acceptance (as applicable) of all services and deliverables will be performed by the COR or designee, generally at the place of delivery. Such inspection and acceptance shall be a blanket acceptance criterion for all deliverables identified in this PWS unless otherwise specifically noted.

DOI will "Accept" or "Reject" each deliverable provided under this PWS by the contractor.

DOI shall have thirty (30) days after receipt of any deliverable from the contractor to accept or reject deliverable, or any portion thereof, and specify reasonable grounds for rejection with sufficient precision for the contractor to understand what modifications are necessary to make the deliverable acceptable to DOI. If DOI provides notice of rejection, the contractor shall have a reasonable length of time (no more than 15 days) from the date of notice of rejection to review and update the deliverable and submit to DOI a revised deliverable. If the contractor fails to deliver a revised deliverable, then such deliverable shall be "Rejected." If the contractor delivers a revised deliverable, DOI shall have fifteen (15) days after receipt of such revised deliverable to “Accept” or “Reject.” DOI shall provide written notice of a final rejection of the revised deliverable and to specify reasonable grounds for such rejection, which cannot be new grounds not previously specified unless such new grounds arise solely because of the revisions made to the original deliverable that DOI rejected. If DOI fails to provide written notice of final rejection as provided above, the revised Deliverable shall be "Accepted."

13. GENERAL ACCEPTANCE CRITERIA

The specific acceptance criteria for each deliverable are detailed in the table below. In addition, the general criteria set forth below will be applied to each deliverable received from the contractor under this PWS. Any perceived conflict between specific acceptance criteria referenced in this PWS and the general criteria listed below shall be reported to the COR immediately.

• Accuracy - Work Products shall be accurate in presentation, technical content, and adherence to accepted elements of style.

• Clarity - Work Products shall be clear and concise. All diagrams shall be easy to understand and be relevant to the supporting narrative.

• Consistency to Requirements - All work products must satisfy the requirements of this PWS.

• File Editing - All electronic files shall be editable by the Government using the standard IA software applications (e.g., Microsoft Word/Excel, MS Project, and Adobe.)

• Format - Work Products shall be submitted in a hard copy (when applicable) and in media mutually agreed upon prior to submission. Hard copy formats shall follow IA specified directives or manuals.

• Timeliness – Deliverables shall be submitted on or before the due date specified or submitted in accordance with a later scheduled date mutually agreed to by the contractor and DOI as provided in the appropriate section herein.

14. QUALITY ASSURANCE

The contractor shall develop and maintain an effective quality assurance plan. The contractor’s QA program assures compliance with the requirements of contracts. The COR will review, for completeness, preliminary or draft products that the Contractor submits, and may return them to the Contractor for correction. Absence of comments by the COR will not relieve the Contractor of the responsibility for complying with the requirements of this work statement. Final approval and acceptance of deliverables/products required herein shall be by letter of approval and acceptance by the COR. The Contractor shall not construe any letter of acknowledgment of receipt of products as a waiver of review, or as an acknowledgment that a product is in conformance with this work statement. Any approval given during preparation of a product shall not guarantee the final acceptance of the completed product.

Activities may include the development of a Quality Assurance Plan for specific task orders, and the establishment of monitoring, inspection, and acceptance activities for the task order contract. Such activities, if required, will be annotated in the task order contract PWS.

15. SECURITY REQUIREMENTS

Contractor staffs are required to conform to DOI's security and privacy requirements as described below.

• The Contractor shall comply with the Computer Security Act of 1987. All products and deliverables developed under this PWS shall comply with DOI Computer Security guidelines and the guidelines contained in OMB Circular A-130. All Contract staff working in DOI office space and/or using the DOI ESN and computer systems to perform duties under this PWS will agree to and sign the DOI Rules of Behavior for Computer Use and a Non-disclosure Agreement. A copy of each signed and witnessed Non-Disclosure agreement shall be submitted to the COR prior to the employee performing any work under any task order.

• The Contractor will be responsible for ensuring compliance by its employees with the security regulations of DOI and other Government installations or Contractor facilities where work is performed under this Contract. This includes the safekeeping and display of a Government-provided photo ID badge for employees of the Contractor and any subcontractors while these employees are in federally owned or leased property as described under the Place of Performance. The Contractor will ensure the security of all DOI property, building ID badges, key cards and standard keys issued to Contractor staff. For employees leaving the project permanently or for an extended period, the Contractor will return all badges, property, key cards, parking placards, and keys the same day the employees leave the project. Contractor employees will not have access to DOI facilities, information systems, security items and products, and/or sensitive but unclassified information, until all HR Personnel security paperwork is completed and delivered to DOI. The cost for any investigations required under the contract will be borne by the Government.

• Background Investigations: DOI is required under the Homeland Security Presidential Directive (HSPD) 12 “Policy for a Common Identification Standard for Federal Employees and Contractors” to perform a National Agency Check with Inquiries (NACI) for Contractors. The NACI is a brief form of background investigation that is conducted through the Office of Personnel Management. This investigation is for Contractor staff assigned to this Contract. Contractor staff will be required to provide two forms of acceptable identification, provide a current photograph, and fingerprinted. Successful clearance is required for an employee to continue working under this Contract.

Per the Personal Identity Verification of Contractor Personnel clause of the Federal Acquisition Regulation (FAR 52.204-9):

o The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), OMB guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.

o The Contractor shall insert this clause in all subcontracts when the subcontractor is required to have physical access to a federally controlled facility or access to a Federal information system.

• The provisions of the Privacy Act of 1974 protect privacy-Portions of information disclosed during the performance of this task; therefore, all personnel assigned to this Contract are required to take proper precautions to protect the information from disclosure.

• Ownership: All products and deliverables developed under this PWS are the property of the U.S. Government and DOI.

• Commitment to Protect Sensitive Information: The Contractor shall not release, publish, or disclose sensitive information to unauthorized personnel, and shall protect such information in accordance with provisions of the following laws and any other pertinent laws and regulations governing the confidentiality of sensitive information:

• Security Compliance - The Contractor shall ensure compliance with Federal, Department of the Interior, Office of Information Management Technology and security rules, regulations, and policies. As soon as a there is a breach, heard of or found to the OIMT Helpdesk the Contractor shall report suspected computer security breaches to the Computer Incident Response Team (CIRT), COR and the Federal Task Lead. Each contractor is required to take the Federal Information Security Assessment (FISSA) before starting and annually thereafter. They are required to adhere to all of the laws, regulation, policies, directives and the Rules of Behavior defined within.

• Required Security Training: All DOI employees and contractors must receive security awareness training prior to being given access to DOI systems and periodically thereafter as required by DOI security policies

• The contractor is responsible for ensuring all employees possess and maintain current IT security qualifications during the execution of this contract.

16. CONTRACTING OFFICER’S REPRESENTATIVE

The COR will be identified by a separate letter. The responsibilities of the COR is to monitor all technical aspects of the contract and assist in contract administration. The COR performs the following functions: assure the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:

maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

Federal Task Lead – The Federal Task Lead(s) for task areas work with the COR and will serve as the day to day decision-maker, technical lead, and Subject Matter Expert, for the Government in the respective technical fields. The Contractor assigned will receive work assignments from the Federal Task Lead(s), and provide recommendations of work assignments. The COR. will handle any Contractual issues.

17. GENERAL LABOR SPECIFICATIONS

EMPLOYEE CONDUCT: Contractor employees shall present a professional appearance at all times and their conduct shall not reflect discredit upon the United States and or the US Department of the Interior.

REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS: The Government at its sole discretion, direct the contractor to remove any contractor employee from U.S. Department of the Interior facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under any Contract awarded. The Contracting Officer will provide the contractor with a written explanation to support any request to remove an employee.

CONFLICT OF INTEREST: The contractor shall not employ any person who is an employee of the United States Government if that employment would appear to cause a conflict of interest.

STAFFING PATTERN: The contractor shall provide a staffing pattern as part of the management approach showing which candidates are proposed for the particular task areas as defined in Part 7 of this PWS.

18. TRAVEL

Limited travel may be required to other DOI regions at the Federal Program Manager’s discretion. If travel is necessary by the CO/COR, any such approved travel and per diem shall be reimbursed in accordance with the Federal Travel Regulations and FAR 31.205-46.

The Federal Program Manager or designee shall approve all contractors travel in advance.

Advanced notice must be provided for any travel required.

The Contractor shall not be reimbursed for transportation expenses for assigned personnel for local commuting between their place of residence and their place of work.

19. TRANSITION

Continuation of the DOI operations is a critical concern during the transition of activities from an incumbent Contractor or vendor staff to the succeeding Contractor. The provided Services are in the most cost-effective manner and free of any potential conflicts of interest.

The Contractor recognizes that the services prescribed under any resulting contract are vital to the Government and must be without interruption and that, upon contract expiration, a successor, either the Government or another contractor, may continue to provide these services. To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the 30-day phase in and phase out periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.

Phase-In Period: The incoming Contractor should be available to start work on day one of the contract award date. In an effort to facilitate a smooth operational information exchange, the incoming contractor is required to:

• Revise/develop and implement a Phase-In Plan approved in advance by the COR

• Propose a realistic, achievable and affordable phase-in transition schedule and staffing plan to ensure no interruptions to services being provided to DOI via this contract and to DOI operations in general

• Ensure sufficient resources are on hand and available to begin work on the effort, as approved in advance by the COR

• Offer an approach to ensure the availability of trained and qualified personnel

• Identify risks and propose appropriate mitigation strategies

• Document and develop a baseline noting current Customer Satisfaction levels

• Request and receive a complete list of Government Standards, Guidelines and

Standard Operating Procedures, Service Level Agreements and Operating Level Agreements

Phase-Out Period: The Contractor shall revise and/or develop and implement a Phase-out Plan, approved in advance by the COR, which enables a smooth transition to replacement services when the task order ends. The Phase-out transition plan must:

• Propose a realistic, achievable and affordable phase-out transition schedule and staffing plan to ensure no interruptions to services being provided to DOI via specific task order and to DOI operations in general

• Ensure sufficient resources are on hand and available to implement the transition plan and perform any phase-out work as approved in advance by the COR

• Offer an approach to ensure the availability of trained and qualified personnel.

• Identify risks and propose appropriate mitigation strategies

20. GOVERNMENT FURNISHED EQUIPMENT

The government will provide office space and a computer.
