Questions & Answers

1. Q: Is this a new Solicitation or are Incumbents invited for competition?

A: This procurement is a new solicitation open to all Indian Economic Enterprise (IEE) companies. Only proposals received from IEEs or ISBEEs’ will be considered for award.

2. Q: If there is an incumbent, do they qualify to respond to this Solicitation?

A: Since the incumbent is Cherokee Nation Technologies, LLC. an IEE, they qualify to bid on this solicitation.

3. Q: Does DOI want to maintain current FTE’s on staff for a collective and smooth transition?

A: The majority of existing staff should be considered for positions under the new contract.

4. Q: If the incumbent placed a precedence, would this information be available for mirroring, as far as costs & pricing?

A: Incumbent cost and pricing will not be divulged.

5. Q: Is this Solicitation a Sole Source acquisition or a Competitive acquisition?

A: This acquisition is a competitive Indian Economic Enterprise (IEE) set-aside acquisition.

6. Q: If this is a new Solicitation, will the evaluation factors be impacted on evaluation factors or cost or price?

A: Reference page 92-95, Section M of the solicitation.

7. Q: Page 7, Section ‘Place of performance’: Will the contractor be required to provide a workspace at each location or will the DOI provide this space?

A: Reference PWS page 14, section 10; the government will provide workspace.

8. Q: Considering the pandemic, will there be ‘Work from Home (WFH) status, if so for how long?

A: Yes, as appropriate for the position and work, staff are currently allowed to telework under this pandemic.

9. Q: In the case the Place of Performance is on DOI Property, what are the requirements that speak to Personal Protective Equipment (PPEs)?

A: The government will need to provide PPE for all contractors working on-site.

10. Q: Will the DOI provide COVID-19 on-premises requirements?

A: This will be followed in accordance to what the Government puts out for the organization.

11. Q: Page 11, Section H- Special Contract Requirements; Does Contractor Identification include an ID/Badge, will these costs be included in the Pricing Schedule?

A: The government will provide the ID/Badge.

12. Q: Will the Security clearance of the DOI background check cost and taking the Federal Information Systems Security Awareness Training (FISSA) and obtaining a security card be included in the Pricing Schedule?

A: The government will cover the costs associated with the background check, FISSA training and PIV card.

13. Q: Page 12-Use of Government Computer System--See PWS, Page 19-20; Are there any requirements for the contractor to use any specific accounting, management, or reporting software?

A: Contractors will utilize software tools such as: Microsoft Word, Excel, PowerPoint, Visio/Project, SharePoint, O365 and Teams. Additionally; they will utilize Adobe Acrobat Pro, ServiceNow, the Federal-Wide capital planning tool Folio, among others.

14. Q: Page 13- Disclosure of Information: Will the contractor’s Non-Disclosure Agreements (NDA) be acceptable or does the DOI have a standard NDA form?

A: There is a DOI standard NDA that the COR will provide upon on-boarding of the contractors.

15. Q: Page 14-Personal Conflicts of Interest and Procurement Integrity; Will DOI provide the permanent non-disclosure agreements and procurement integrity certifications or forms/documents?

A: See #14

16. Q: Page 17- FAR 52.203-6 Restrictions on Subcontractor Sales to the government, for clarification, this clause is stating, the prime cannot have a Subcontractor that is currently doing business with the Government under this Contract, correct?

A: No, this clause is referencing the restriction of sale by a subcontractor.

17. Q: Page 19 (30) 52.222-26 Equal Opportunity; Are there Citizenship Requirements?

A: No, this clause explains the prohibition on discrimination.

18. Q: Solicitation Page 89 Section L – Instructions, Conditions, and Notices to Offerors of Respondents; the ‘Page Limitation’ is the maximum page limitations, correct?

A: Yes, this specifies the maximum page numbers.

19. Q: Solicitation Page 92 Section M-Evaluation Factors for Award: Besides the Award process, will there be a process in the case of Non-Award, example a debrief in regards to meeting present and future Solicitation Evaluation factors?

A: The government will debrief unsuccessful offerors upon receipt of a written request received within 3 days of notification of contract award.

20. Q: PWS Page 13, Section 9, Hours of Operation; does the nine (9) hour day include an hour-lunch?

A: Yes, it includes a one-hour lunch.

21. Q: Are there any SCA or Wage Determinations assigned to this Solicitation?

A: No, there is not a wage determination attached to this solicitation.

22. Q: With the upcoming transition of activities, are you able to provide the name of the incumbent for this contract?

A: See #1

23. Q: The PWS states that all employees possess and maintain current IT security qualifications. Can you provide a list of the type of security certifications that are required?

A: The mention of “security qualifications” on page 17 in the PWS, is in reference to conducting appropriate security awareness for access to IT systems and the annual FISSA training. There are no specific security certifications (i.e., CISSP) required for this acquisition.

24. Q: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 140A1621R0008 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?

A: This is a follow-on requirement of contract A16PC00004.

25. Q: If possible, can you please provide the most recent contract or task order number?

A: See #24

26. Q: Solicitation Section L, Instructions, Pg 89; Subsection 1.6 is used twice. Please validate the Management Approach should be Subsection 1.7 rather than 1.6.

A: Yes, Management Approach should be subsection 1.7 versus 1.6.

27. Q: Solicitation Section L, Paragraph 1.5, Page Setup, Pg 90-Paragraph states: The proposal must be set-up in accordance with the following standards: Font-Times New Roman Font Size-12 point. May we use a smaller font for graphics, tables, figures, exhibits, etc.?

A: No, the only font authorized is Times New Roman size 12 point.

28. Q: PWS Section 4. Scope, Pg 3-Paragraph states: Life Cycle Management Support– Assist IA with the efficient and effective modernization of our overall Life Cycle Management approach. Would the Government please provide OIMT’s Life Cycle Management Process?

A: A copy of our latest Life Cycle Management guidance is from 2014 and will be made available.

29. Q: PWS Section 4, Pg 3 IT Investment Management Support–Provide CPIC services in the areas of IT portfolio management and OMB Exhibit developments, IT investment analysis and control, Earned Value Management, and IT investment management process improvement. Will the Government provide a list of items in the IT portfolio?

A: The IA IT Portfolio can be viewed as part of the Department of the Interior on the Federal IT Dashboard at https://itdashboard.gov/.

30. Q: PWS Section 4, Pg 3, Configuration Management Support–Provide CM expertise and services with the oversight of changes to IT assets and systems within IA, including the underlying infrastructure. Will the Government please provide the system currently used for configuration management?

A: ServiceNow’s IT Service Management (ITSM), along with SharePoint to maintain documentation.

31. Q: PWS Part 13, Pg 18, Staffing Pattern-The contractor shall provide a staffing pattern as part of the management approach showing which candidates are proposed for the particular task areas as defined in Part 7 of this PWS. Will the Government please clarify that we are to provide a matrix identifying each proposed position title and each task area they will perform?

A: Yes, a matric identifying the proposed position title and the task area to be performed will suffice.

32. Q: Solicitation Section L, Instructions, Pg 89, and Instructions 1.6.1, paragraph b., Pg 90, Table on page 89 identifies Subsection 1.6 as Quality Assurance Plan. Para

1.6.1. b requests a Quality Control Plan. Can the Government please validate that this section should be titled Quality Control Plan.

A: The reference to “Quality Control Plan” on page 90 should have been “Quality Assurance Plan”.

33. Q: PWS Tasks-Will the Government please provide a list of any tools used by OIMT, including tools for collaboration, project management, configuration management, etc?

A: See #13

34. Q: Solicitation Section L, Paragraph 1.6.2 a. ii. Pricing Summary Statement, Pg 92- Paragraph states: The offeror shall submit a statement which summarizes their total proposed price. This statement may go into detail on any explanations that the offeror wishes to provide on their proposed price overall or for specific items. May we submit this as a separate document? If not, where should we include this information?

A: This statement can be added to the end of Attachment 2, Pricing Schedule.

35. Q: Solicitation Pg 7, Pricing summary- The Contractor shall provide a pricing summary to include a breakdown of all labor categories, fully burdened hourly labor rates and materials included in the costs identified in Attachment 2. Where should we include this information?

A: The fully burdened hourly rates shall be included in Attachment 2, Pricing Schedule.

36. Q: Solicitation Section L, pg 92, Proposal Submission Details-Proposal due date is 5 February 2021. Due to the number of questions, would the Government consider extending the due date by one week, to 12 February 2021, to allow time to adjust?

A: The government agrees to extend the proposal due date from 5 Feb 2021 to 12 Feb 2021.

37. Q: Solicitation, Subfactor 1.1-Will the Quality Control Plan supersede the government’s Quality plan for these objectives or how will the differences between the 2 plans be reconciled?

A: As stated in the Solicitation on page 90, under Subfactor 1.1, “…the offeror shall propose a Quality Control Plan…” [although it should state “Assurance”, See #32]. The proposed plan will be reviewed and discussed with the selected offeror after award.

38. Q: Solicitation, Subfactor 1.1-Will the government employees be bound by the contractor’s Quality plan for completing steps in the objectives?

A: The Federal employees will not be bound by a Contractor’s quality assurance plan.

39. Q: Solicitation, Subfactor 1.1-Will government or contractor computer databases be used for tracking Quality issues?

A: No, a QASP is required and reviewed at the end of each period of performance.

40. Q: PWS Section 4, Scope-Are there existing, documented IA procedures that define the support tasks in each of the Support Bullets excluding “Technical Writing”? Or does the contractor have to create these?

A: In most cases, there are existing processes and procedures in place. Otherwise, IA would not be compliant with current Federal and DOI requirements to manage their investment in IT. We recognize there are areas for improvement, which is something we expect the selected offeror to provide by lending their expertise.

41. Q: PWS Section 4, Scope-List the titles for the government persons who are in charge of each of the bullets to be supported excluding “Technical Writing”?

A: Division Chief – Program Management and Business Services.

42. Q: PWS Section 5, Qualifications-Will an MBA in Management with 25 years experience managing IT projects for various government agencies be considered acceptable in lieu of PMP?

A: It is in the best interest of the government to apply a standard project management methodology when leading IT projects, which is why the certification is required. The only way the government would make an exception, would be for the proposed individual to possess demonstrated experience with managing IT projects in alignment with a similar methodology. But there is no guarantee an exception would be made.

43. Q: Solicitation, Sect. L 1.5, Pg 90-We request the Government relax the font size requirement for graphics and tables from 12 point Times New Roman to a font and size more commonly associated with graphic illustrations in formal documents.

Most government agencies recommend and allow 10 point size of Arial or Arial Narrow.

A: See #27

44. Q: Solicitation, Sect. 1.6.2.a.i., Pg 91-Please identify what the Government refers to as “Attachment 1” in the Factor 4 – Pricing section. According to Section J — List of Attachments (page 96), Attachment 1 is the “Performance Work Statement dated 20 November 2020” and there is no pricing within this document.

A: The correct attachment for pricing is Attachment 2, which was included with the solicitation and posted on www.beta.sam.gov.

45. Q: Solicitation pg 1-4-Please provide instruction for where to include the completed Government form SF-1449 and the Optional Form 336 continuation sheets that include final proposal pricing. There is no guidance for correct placement in the instructions. Should this form be submitted as a separate document or placed inside the Section 1 document?

A: Include the signed SF1449 and any subsequent amendments under Subsection 1.4.

DO NOT submit an OF336; pricing is to be input on Attachment 2, Pricing Schedule.

The page numbers will be relaxed for this section only to allow room for these specific documents.

46. Q: Solicitation pg 91, Sect. L 1.6.1d (Factor 3: Past Performance)-Will the Government provide a minimum and/or maximum number of past performance references that may be provided as proof of relevancy, recency, scope, and magnitude?

A: As stated on page 89 of the solicitation; offerors can submit an unlimited amount of past performance data. Please ensure it meets the relevancy, scope, magnitude and recency requirements.

47. Q: Solicitation pg 89: We see a 22 page limit for 52.212-3 Reps and Certs, but within the proposal there are roughly 40 pages of reps and certs included. Confirm the amount of pages.

A: The Reps and Certs in the solicitation are 22 pages, not 40 pages. Please see #45 for page limitations.
