Salinas Pueblo Missions National Monument (SAPU) Repair of 2019 Chevy Silverado 3500 - VIN# 1GC4KWCY9KF221421 Performance Work Statement (PWS)

Background The subject vehicle used by SAPU maintenance division was involved in a collision accident and sustained damaged to the body and mechanical components of the front portion of the vehicle.

Purpose and Objective of Acquisition The purpose of the service acquisition is to award a local autobody shop a service contract to return the vehicle to a safe, operable, and OEM condition. Most of the repair should consist of taking off damaged parts and replacing them new. New parts will need to be painted and clear coated as required to restore uniform OEM color.

Requirement Details Following the incident, before the vehicle returned to SAPU, it was towed to three local autobody shops in the counties of Bernalillo and Valencia to collect quotes to repair the vehicle. These autobody shops are not registered in SAM.gov to do business with the government and only serve to provide sources of market research. These quotes were used to determine the ceiling price as required by FAR 16.601(d)(2)- the established ceiling price is $9,400. These quotes were also used to determine the base requirement of materials that need to be replaced. These materials shall be quoted at fixed prices and are:

It is understood that more vehicle components may be required to be replaced upon inspection of the vehicle and commencement of the repair operations.

The subject vehicle is currently parked at SAPU and is inoperable and cannot safely or legally be driven to a repair facility for the purpose of collecting quotes for a firm-fixed price contract. It is the intention of SAPU to award a Time-and-Materials contract to repair the vehicle.

The vehicle shall be collected by the awarded contractor from SAPU and transported to the repair facility within 15 days of receipt of award. Upon competition of the repair the vehicle will be picked up by park personnel. Upon completion of the repair the awarded entity will release the vehicle into the possession of the National Park Service so it can be driven in its daily operations to confirm the services are compete and acceptable. Upon the release of the vehicle to the SAPU staff the awarded entity shall submit an invoice through the Invoice Processing Platform (IPP). NPS staff cannot approve payment until the repair service are found acceptable through driving the vehicle in its normal operation. This approval, unless issues are present, shall be provided with 2 business days of receipt . Therefore, the entity shall not withhold returning or releasing the vehicle to NPS once the repairs are completed. It is the sole responsibility of the awarded entity to complete and maintain registration in the IPP system. It is heavily encouraged that the IPP registration status be confirmed upon submitting a quote.
