LAKE MEAD NATIONAL RECREATION AREA

BOULDER CITY, NEVADA

Replace Staircases and Implement Pest Management Controls at

Boulder City Warehouse and Install Garage Doors on the Equipment Storage Building

Contract Requirements

PART 1 – GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

Project Location: This project is located at “Safety First” Warehouse at 101 Katzenbach Dr, Boulder City, Nevada 89005.

Background and Location of Structures and Buildings:

• The Equipment Storage Building is approximately 10,000 square feet, single story, warehouse/storage building, that was constructed in 1990. Lat/Long 35.980277, -114.846359

• The Boulder City Warehouse (known as the “Safety First” building) is approximately 26,705 square feet, two story, warehouse/storage building, that was built in 1931. Lat/Long 35.980421, -114.845867

A. (Equipment Storage Building): Contractor shall perform all necessary design, civil, structural, electrical and finish work, and shall provide all necessary equipment, materials, and labor to enclose the open bays and install (x4) 12ft by 12ft garage bay doors and (x4) man doors, one for each bay. Before beginning any construction, contractor shall clean all 4 bays by HEPA vacuuming and power washing, to remove all bird and/or rodent droppings and waste (including all items, materials, and equipment.

B. (Warehouse - Safety First Building): Contractor shall remove existing interior stairs and design, fabricate, and install new stairs, in compliance with the latest edition of the International Building Code. Contractor shall remove existing plastic curtains at each, (north and south), end of central bay and install new garage door curtains Contractor shall install pigeon netting/screening to any openings that may permit entry of pigeons to the build interior, including the central bay roof ventilators, (x13 vents total).

C. Contractor shall clean and sanitize Warehouse central bay on both floors.

D. Performance Period: 120 calendars days from notification to proceed to completion of all work.

1) Equipment Storage Building - Doors

A. Equipment Storage Building: The work includes associated civil, structural, finish, and electrical work, equipment, parts, and labor to construct a new wall across the front of the existing open bays and install a (x4) 12 feet by 12 feet garage door and (x4) 3’0” x 7’ 0” entry door, for each bay.

B. Contractor shall frame a new front wall and install steel siding to match existing siding on building. Framing shall be of steel members, similar in construction to existing building framing.

C. The new garage doors and man doors (entry doors) shall match existing doors on building. Doors shall be bored at 2 ¾ backset for cylindrical locksets. Locksets shall be provided and installed by the National Park Service. New garage doors shall be 20-gauge steel with electric operated one (1) horsepower motors. The opener controls shall be location next to the man doors. Contractor shall be responsible for installation of conduit and conductors from existing building electrical distribution panel to door openers and controls.

D. At conclusion of work, contractor shall remove from the site all construction related excess materials, debris and trash.

2) Equipment Storage Building – Vacuum, Power Washing, and Moving Items Equipment, Materials, Objects

A. Prior to commencing work, the National Park Service (NPS) will mark all items, equipment, materials, objects with pink/orange marking paint. That items marked with pink/orange marking paint the contractor shall remove/dismantled/ recycled equipment and materials shall be transported and legally disposed of off-site and out of park. The steel storage racks in each of the bays can stay in place.

Contractor can work around the racks, but the racks will need to be clean with all bird droppings/nesting/waste.

B. All items, equipment, materials, objects NOT marked the contractor shall relocated the items in the parking spaces between the equipment building and the warehouse. Once work is completed, NPS will be responsible on relocating/moving items, equipment, materials back into the Equipment Storage Building.

C. Contractor shall clean up and remove all bird droppings/nesting/waste from interior of the 4 bays, including floor, walls, ceiling, beams/purlins, and steel storage racks.

D. Contractor shall, through a combination of HEPA vacuuming and power washing clean the bays. Waste and contaminated water from power washing shall be collected and removed from the Park. Contaminated water shall not be permitted to escape the work site.

3) Warehouse Safety First Building - Stairs

A. Contractor shall remove the two existing stairways, fabricate and install new stairs in the same locations as the existing stairways, and fabricate and install a third stairway at the location designated by the Contracting Officers Representative. Stairways shall

be similar in design/configuration to existing stairs, i.e., a landing projecting out from the mezzanine and stairs running parallel to the mezzanine wall.

B. All work shall be in strict compliance with the 2018 International Building Code.

C. Contractor shall be responsible for site investigation and all measurements for design of stairs from Warehouse floor to the finish floor of the mezzanines. Note: the vertical rise at each location is different.

D. Stairways, platforms, and supporting work, (columns), shall be constructed of steel or aluminum, and be of design strength as specified in code or by a licensed engineer.

E. Contractor shall submit detailed drawings, engineering/design calculations and material specifications for approval before work shall begin.

F. Stairs shall be 48” wide, risers shall be closed and no more that 7” high, treads shall be 11” inches minimum. Treads shall be flat and level, and there shall be no more than ¼” deviation in height between treads. Tread nosing shall project no more than 1 ¼”.

G. Stairs and landings shall be enclosed with guards a minimum of 42” high, as measured from the tread nosing, and shall have no opening large enough to allow a 4” sphere to pass through. Handrails shall be installed on both sides of the stairs and shall be a minimum of 34” and a maximum of 38” high, as measured from the tread nosing.

H. Platform and stair treads shall be covered with a non-slip material.

I. Platform shall be a minimum of 48” wide and 72” long.

J. Platform/stairs shall be supported by a single column, positioned similar to the existing columns. Columns shall be supported on a footing set flush, into the bay floor.

The footing shall be specified by a licensed engineer but shall be no smaller than 18” by 18” by 12” high.

4) Warehouse Safety First Building -Vacuum and Power Washing

A. Contractor shall move all items in the yellow circle. (see pictures below) The rest of the items and equipment in the warehouse will be move by NPS staff before contractor arrives on site. This base off schedule that contractor provides. The contractor shall remove all items in the yellow circle. Contractor shall provide temporary storage (connex- shipping container or like kind structure) to store items during all work. These items shall be always out of the exterior elements (weather).

Once work is complete, contractor shall move back to located included setting up the pop-up tents.

B. Contractor shall, through a combination of HEPA vacuuming and power washing clean the Warehouse central bay floor. The vacuuming will be conducted on first and second floor of this building. Waste and contaminated water from power washing shall not be permitted to escape the work site. Contractor will need to conduct this work (Section #4) on the weekends (Saturday and Sunday) due to the noise and concern of the material that might be in the air since we have NPS employees that work in this building Monday through Friday.

5) Warehouse Safety First Building - Plastic Curtains

A. Contractor shall remove existing plastic curtains located at north and south, central bay roll-up doors.

B. Contractor shall furnish and install new plastic curtains, similar to or better than existing curtains, one for each bay roll-up door. Curtains shall cover entire opening, and be clear, 3 mm thick, 12” wide, anti-scratch, ribbed PVC material, with 6” overlaps, or approved equal. Contractor shall submit a proposed sample for approval before beginning work.

C. Contractor shall design and install curtains in a manner that prevents birds, (pigeons), from entering the central bay by going through, around, over, or under curtains. (as of right now the pigeons are walking under the current curtains)

6) Warehouse Safety First Building - Pigeon/bird netting

A. Contractor shall cover/screen all identifiable openings from the exterior to the interior of the Warehouse building with approved screening material or other forms of barriers which would permit the entry of birds, (pigeons), from entering the building, (excluding doors, windows, etc.).

B. Screening/blocking shall include openings above and around the central bay roll-up doors, openings to the central bay roof-top ventilators, and to opening/penetrations through the north and south building end walls. (Picture below)

C. Screening material shall be ¼ by ¼ hardware cloth or equivalent bird barrier material.

Contractor shall submit a sample of proposed material for approval before beginning work.

D. Contractor shall install pigeon netting around the top of the (x13) exterior vent stakes and shall secure in a way that the netting doesn’t detached. (Pigeons on entering through the vent tubes.) (Picture below)

E. All screening/blocking material shall be affixed such that it is permanent, weather resistant, and in a workman like manner.

*Contractor shall Install pigeon netting first before any of the cleaning begins inside the warehouse bay.

1.2 GOVERNMENT-FURNISHED ITEMS

A. Government-Furnished Items: The government will furnish the following products or materials for use on this contract: None anticipated.

1.3 PUBLIC USE OF THE SITE

A. General: The project site will be open to the public and National Park Service employees during construction/installation. The contractor shall at all times conduct

his operations to ensure the least inconvenience to the public and the employees that work in this facility. Temporary closures may be permitted upon specific written approval by the contracting officer and the contractor officer.

1.4 CONTRACTOR USE OF SITE

A. General: Limit use of the site during the installation period to the project area limits as outlined by the Contracting Officer’s representative. Do not disturb portions of the site beyond the project area limits. Contractor is responsible of any damage the may cause and repair or replace at no cost to the government.

B. Debris/Trash: During work and at the conclusion of work, contractor shall remove from the site all construction related excess materials, debris and trash.

C. Park Entry: The contractor shall furnish a list of personnel with phone contact information. Vehicles associated with the contractor shall be waived entrance fee upon entering in a marked company vehicle or by providing the names of employees entering in personal vehicles. The entrance fee is waived only for the purpose of reporting directly to a specific work location. Any deviation for recreational purposes is subject to payment of required entrance fees.

D. Site Access: The contractor shall access the project site as outlined on the attached site map. Do not drive vehicles off road or access non-project areas without permission from the contracting officer or park superintendent.

E. Park Regulations: Ensure all personnel (contractors, subcontractors, and vendors) entering or working in the park are familiar with and obey all park regulations. Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity.

F. Working Hours: Regular work hours shall be limited to daylight hours from 7:00 a.m. until 4:00 p.m. Monday through Friday, excluding government holidays. Work outside regular hours requires approval from the contracting officer (CO). Exempt:

All vacuuming, and power washing of the two building shall only be done on Saturdays or Sundays. Weekend work shall be schedule with the COR. (Two-week notice is required)

G. No Smoking Policy: Smoking is prohibited inside, or outside within 25 feet of any building in the park. This applies to existing buildings, buildings under construction, and buildings under renovation. Discarding of tobacco products or debris anywhere

other than into designated tobacco receptacles is considered littering and subject to fines.

H. Staging and Storage: Confine storage of equipment and materials to the staging / lay-down / storage areas as established by the Contracting Officer’s Representative.

I. Parking: The contractor shall park vehicles and heavy equipment in designated areas for contractor use or as established by the Contracting Officer’s Representative. Vehicles are not permitted to park within long-term, or overnight parking areas, or along roads, or in associated overlooks / pull-outs.

J. Driveways and Entrances: The contractor shall keep driveways and entrances serving the premises clear and available to the government, government employees, and emergency vehicles at all times. If sections need to be close, contractors will need to notify the COR for approval.

K. Preservation of Natural Features: Contractor shall prevent damage to natural surroundings. Contractor shall restore damaged areas and replace damaged trees, vegetation, and grass at no expense to the government.

1.5 Submittals

A. Contractor shall submit new stairs detailed drawings, engineering/design calculations and material specifications for approval before work shall begin.

B. Detail schedule with dates and contractor(s) will be onsite conducting work.

C. Contractor shall submit a proposed sample of the plastic curtain for approval before beginning work or the install.

D. Contractor shall submit a sample of pigeon netting proposed material for approval before beginning work or the install.
