Bosque del Apache National Wildlife Refuge: Historic Building Survey Scope of Work
Historic Preservation Services For the Documentation and Evaluation of New Deal Era Facilities at Bosque del Apache National Wildlife Refuge, New Mexico April XX, 2022
Purpose The USFWS is proposing to consolidate refuge operations and modernize infrastructure at Bosque del Apache National Wildlife Refuge. The Service is in the initial planning process and intends to construct or remodel administrative headquarters buildings, visitor facilities and associated infrastructure in the vicinity of several New Deal era facilities that comprise the original refuge campus.
The purpose of this project is to secure the services of a historic preservation specialist / architecture historian to record and evaluate the 8 buildings and associated infrastructure of the original CCC era refuge complex in order to determine cultural and historical significance. The resources date from 1939 to 1942 and will be evaluated for potential eligibility for the National Register of Historic Places (NRHP): both as individual buildings and structures and as a District.
This information will be used to help with Refuge management, preservation planning, and possible interpretative opportunities to include exhibits, waysides and pamphlets.
Background Bosque del Apache National Wildlife Refuge is located astride the Rio Grande River in Socorro County in south central New Mexico. The Refuge was established in 1939 and infrastructure was built by the Civilian Conservation Corps (CCC) between 1939 and the outbreak of World War II. The enrollees were responsible for constructing buildings (residences, offices, garages) along with roads, bridges, dams, water control structures, and other improvements.
The documentation and evaluation of the 8 buildings and associated infrastructure will be limited to the Refuge Headquarters area.
Existing Information At a minimum, the contractor shall consult, and incorporate as appropriate, information from the following sources:
• State Historic Preservation Office inventory records and thematic survey documents
• National Archives
• Bosque del Apache National Wildlife Refuge files
• A Cultural Resources Overview of the Bosque del Apache and Sevilleta National Wildlife

Deliverable Products The products must meet the guidelines for an intensive survey as outlined in the New Mexico SHPO’s Historic Cultural Property Inventory Form (HCPI) Instruction Manual (2013).
Bosque del Apache National Wildlife Refuge: Historic Building Survey Scope of Work
This task involves the completion of a Historic Cultural Properties Inventory Form for each of the 8 CCC era buildings as well as the associated roads and sidewalks and any additional associated infrastructure. An associated report should be completed for the project. This report should, at a minimum, follow state standards, with an emphasis on summarizing the NRHP eligibility status and justification for individual buildings, and the potential for a NRHP District.
The following assessment recommendations will be done for each building in the HCPI Forms:
Complete property descriptions Construction date information Assessment of Condition Determination of National Register of Historic Places Eligibility Identification of eligibility criteria Level, area, and period of significance Contribution to a National Register eligible district.
Photographs of each property Site Plans Site Map Appropriate discussions for the property and district.
Emphasis should be placed on the physical description of the buildings, information concerning modifications through time, and the building’s relationships to each other. Landscape elements, including potential remnants of CCC-planted vegetation, walls, sidewalks and roads must also be described and evaluated as potential contributing features. Pertinent historical information and context should be included on the forms and in the report.
Draft reports and forms may be submitted and reviewed electronically. Four print copies of the final report and forms, and digital files of the report, forms and photographs, will complete the contractor’s obligations under this contract. The report and all supporting forms and documentation will be submitted to the Refuge Manager of Bosque del Apache National Wildlife Refuge, who serves as the sole Agency Official for the work, as provided under 36 CFR 800.2
Photographs: Each building will be photographed with at least five frames: setting, front and rear elevations, and oblique or opposing corners to capture the front and side and rear and side. Additionally, detail photographs of window treatment, doors, rock work, or other items of interest should be included to fully document the resource. Photographs of significant elements of the interiors will be taken when appropriate and when possible. If applicable, structures will be photographed with a setting, close-up, and details as appropriate. Photographs should be high resolution digital images. All photographs and photo logs will be included as a deliverable under this contract.
Select photographs should be embedded in the forms and report as appropriate. All photographs should be provided as individual digital files labeled with a description and date.
Bosque del Apache National Wildlife Refuge: Historic Building Survey Scope of Work
Personnel In order for the contractor to qualify they must have a demonstrated track record of completing architectural identification and evaluation projects on time, have experience with National Register of Historic Places criteria, and experience with Depression-era resources. Additionally, the contractor must demonstrate that they meet the Secretary of the Interior’s Standards as used by the National Park Service; previously published in the Code of Federal Regulations, 36 CFR Part 61 (see definitions below). The qualifications define minimum education and experience required to perform identification, evaluation, registration, and treatment activities.
Preferred for this contract is the field of Architectural History with secondary consideration of History. An individual meeting these standards must be present in the field for all phases of the field work.
Architectural History The minimum professional qualifications in architectural history are a graduate degree in architectural history, art history, historic preservation, or closely related field, with coursework in American architectural history, or a bachelor's degree in architectural history, art history, historic preservation or closely related field plus one of the following:
1. At least two years of full-time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; or
2. Substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.
History The minimum professional qualifications in history are a graduate degree in history or closely related field; or a bachelor's degree in history or closely related field plus one of the following:
1. At least two years of full-time experience in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution; or
2. Substantial contribution through research and publication to the body of scholarly knowledge in the field of history.
Property Access The consultant needs to contact the Refuge Manager, Deb Williams (Deborah_Williams@fws.gov, 575.835.1828 x 233) to coordinate schedules and access to the buildings and refuge records and files.
