STATEMENT OF WORK FOR IMPORT AGGREGATE BASE
1. BACKGROUND
Mojave National Preserve is located in San Bernardino County east of Barstow, CA. There are two work sites. Job Site 1 is approximately 25 miles south of Interstate 15 on Ivanpah Road in two sections, This work site is along an unpaved road starting immediately north of the historic OX Ranch. The quickest access is from the Nipton Road exit to Ivanpah Road and then south to where the pavement ends then approximately 10 miles on a maintained gravel road. The road is passable by truck although it can be rough in places. Access is also possible from Goffs Road at Goffs, CA. Job Site 2 is approximately 20 miles north of Interstate 40 on Cedar Canyon Road.
Best access is on Essex Road from Interstate 40 approximately 10 miles to Cedar Canyon Road. The job site is along an unpaved road.
2. OBJECTIVES:
This project consists of delivering aggregate base material conforming to the attached technical specifications (Appendix A) to the job site and unloading (dumping) the material on the road surface as directed by the onsite Project Supervisor.
3. PLACE OF PERFORMANCE:
Three job sites in Mojave National Preserve, San Bernardino County, CA
Permitted Work Hours: Monday through Friday, 7:00am – 5:00pm
4. PERIOD OF PERFORMANCE:
All tasks and deliverables for this contract must be completed by September 30, 2022. At the park’s discretion during desert tortoise active season, trucks may be required to follow an escort vehicle and driver provided by NPS to avoid desert tortoise impacts.
5. SCOPE:
This project consists of delivering aggregate base material conforming to the attached technical specifications (Appendix A) to the job site and unloading (dumping) the material on the road surface as directed by the onsite Project Supervisor. Deliveries will be staged at the park’s discretion in order to give NPS equipment operators adequate time to spread, water, and roll compact the material.
An estimated 31,850 Tons of aggregate base material conforming to the technical specifications in Appendix A are expected to be required to be delivered to the Two job sites with three delivery locations in quantities to be specified by the Job Supervisor. Anticipated delivery amounts for each location are Ivanpah Rd, Five-mile section 14,078 tons, Ivanpah Rd, Nine-mile section 8,886 tons, and Cedar Canyon Rd 8,886 tons. Quotes will be evaluated based on conformance to the technical specifications and cost per ton delivered to the delivery locations with total delivered quantity estimated at 31,850 tons with an uncompacted bulk density of approximately 100 lbs./ft3. Quotes must be accompanied by a geotechnical laboratory analysis report, including Plasticity Index, using ASTM, AASHTO, or DOT test methods. Quotes without a geotechnical laboratory analysis report and bids not conforming to the technical specifications will not be considered.
6. TASKS:
Under this contract, the contractor shall complete the following tasks and requirements:
• Provide workplan within 10 days after contract awarded.
• Schedule deliveries with the Project Supervisor.
• Deliver aggregate base material meeting the technical specifications to the job sites as instructed by the Project Supervisor.
• Place material along the unpaved road as instructed by the Project Supervisor.
• At the Park’s discretion, trucks may be required to follow a pilot car during desert tortoise active season.
• The Park may require material to be sampled and analyzed to ensure conformance with the technical specifications in Appendix A. Material not meeting specifications will be rejected.
• Deliveries must be at the rate specified by the Project Supervisor such that NPS equipment operators can spread, water, and roll the delivered material. Stockpiling will not be allowed.
• Trucks must stay on the road. Damage to native vegetation will not be allowed.
7. DELIVERABLES:
• Approximately 31,850 Tons of aggregate material meeting the technical specifications in
Appendix A.
8. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION

9. SAFETY:
This contractor is to follow at a minimum all OHSA rules and procedures. A required safety plan must be submitted and approved before any work is to begin. This plan shall identify any hazards related to the work and provide measures to follow to mitigate risk.
10. SECURITY:

11. TRAVEL:
Contractor shall be responsible for all travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.
12. SPECIAL MATERIAL REQUIREMENTS:
See Appendix A.
13. OTHER UNIQUE REQUIREMENTS:
Contractors will receive Desert Tortoise training.
14. QUALITY ASSURANCE REQUIREMENT:
The contractor shall develop and maintain a quality assurance program to ensure services are performed in accordance with commonly accepted standard practices and in compliance with all applicable code. The contractor shall develop and implement procedures to identify and prevent defective workmanship. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.
While performing work, the contractor shall comply with the latest applicable versions of the following:
• NFPA 101 (National Fire Protection Association's Life Safety Code)
• MUCTD Standards and Policies
• Occupational Safety and Health Administration (OSHA) requirements
Additional Requirements:
• Any damages to property or park resources will be fixed and repaired at no cost to the government.
• Drivers will abide by all direction given for protection of the desert tortoise according to the Park’s Wildlife Biologist.

Appendix A. Surface Course Aggregate
Furnish hard, durable particles or fragments of crushed stone, crushed slag, or crushed gravel conforming to the following:
(1) Los Angeles abrasion, AASHTO T 96 50% max.
(2) Soundness of aggregate using sodium sulfate, 12% loss max.
AASHTO 104 (5 cycles)
(3) Gradation and Plasticity Index, AASHTO T 90 Table 703-3 below
(4) Free from organic matter and lumps or balls of clay
(5) Fractured faces, one or more, ASTM D 5821 50% min.
(6) Liquid limit, AASHTO T 89, Method A 35 max.
(7) Dust ratio: 2/3 max.
Obtain the aggregate gradation by crushing, screening, and blending processes as necessary. Fine aggregate, material passing the No. 4 sieve, will consist of natural or crushed sand and fine mineral particles.
Do not furnish material that contains asbestos fibers.
