1.0 Background

Women’s Rights National Historical Park tells the story of the first Women’s Rights Convention, held in Seneca Falls, NY in 1848. More information on the park is available by visiting http://www.nps.gov/wori.

This project includes the removal of prioritized hazard trees on the landscapes of properties of Women’s Rights National Historical Park in Seneca Falls, New York and Waterloo, New York.

Location with species and DBH (diameter at breast height) listed below and illustrated in map attached with package.

All labor, materials, equipment, tools, transportation, supervision, and qualified arborists to be provided by contractor.

Work will be scheduled through the Contract Officer Representative (COR) to ensure weather and site conditions are favorable to commence to protect the sites’ cultural, natural, and archeological resources, and to coordinate for minimal visitor impact.

Site visit is highly recommended prior to the bid deadline for understanding of the sites and complexity of work.

2.0 Scope

Contractor must prepare and receive approval of a Site Safety Plan; plan shall include measures to protect personnel and visitors from hazard tree removal, including, but not limited to: cordoning off work areas so visitors cannot walk under and/or near trees, contractor shall provide all necessary non-ground penetrating barricades, cones, flagging etc.

Contractor must prepare and in consultation with the park's Section 106 Coordinator, receive approval of a Construction Plan, outlining method of performing the work, and measures for mitigating damage to the landscape including buried cultural resources, neighboring property, and historic structures.

Work must be performed within normal business hours of 7:00-3:30, Monday through Friday.

Contractor to notify COR when onsite.

Contractor shall attend an on-site meeting of the sites with park staff, after award but prior to work starting.

Contractor to provide Proof of Arborist Certification, including certification for an electrical Line Clearing Arborist; OSHA 10 Certification; and Insurance Certificate

Remove all wood, branches, and debris and haul from site in accordance with regulations.

The park COR is to be notified immediately of any damages or spills that occur. The contractor is responsible for any damage, cleanup, and subsequent repairs that may be required during the performance of this contract. The contractor agrees to make repairs at no cost to the U.S. government to the satisfaction of the Women’s Rights NHP and in a manner that complies with applicable Federal, state, and local laws and regulations.

All work to conform to OSHA Regulations, ANSI Z133, and Arborist Industry Safe

Work Practices.

A certified arborist will be on site throughout the project.

Contractor to verify/inspect all quantities and account for complexities related to proximity to utility service lines etc.

3.0 Objectives:

To remove hazard trees from and perform canopy elevations for identified trees to provide a safe environment in a manner that does not harm the landscape and cultural resources within Women’s Rights National Historical Park.

4.0 Tasks

Tree Removal Specifications:

Trees shall be topped and or sectioned as necessary when felling is not possible due to nearby buildings, utility lines, and or other property concerns and hazards. Trees should be felled on as level ground as possible to prevent rolling material.

Pull ropes shall be used on all trees that have the potential for damage to buildings, other historic features. Pull ropes shall be installed before any cutting is done at the base. Stake holdfasts and individuals pulling ropes shall be outside the striking distance of the tree. If the conditions make this impossible, the tree shall be topped and/or sectioned.

Remove all wood, branches, and debris and haul from site in accordance with regulations.

Restore the site as needed to ensure the landscape is left in the same condition as before work commenced. Any damages to be conveyed to the COR and taken care of as stipulated in the scope section.

Tree removals to be flush cut at ground level.

Stumps to be ground in accordance with archaeologically sensitive method which involves minimal grinding and ground disturbance. Stump grinding circumference not to expand beyond the root cambium and root mass. Depth of the stump grinding will not penetrate below the root mass.

Related stump grinding material to be removed at level grade; topsoil to be added as needed to level the surface for mowing operations.

Stump site to be seeded with Quick Green Premium Grass Seed Mixture, which is a mix of Blue Bonnet Kentucky Bluegrass, Buccaneer II Perennial Ryegrass, Boreal Creeping Red Fescue and Ginger Kentucky Bluegrass.

Canopy Clearing Specifications:

Canopy clearing to be performed in accordance with International Society of Arboriculture (ISA) best practices with minimal ground disturbance.

Natural tree forms shall be preserved to the extent possible. Remove such limbs as may be necessary for the maintenance of tree symmetry when, as in heavy pruning on one side, a condition of imbalance is caused to exist.

Trees shall not be “topped” without prior approval by the Contracting Officer’s Representative

(COR).

Remove all hazardous limbs or main stems of trees, using acceptable arboricultural practices.

Trees will be flesh cut with stump grinding to surface level to preserve any buried cultural resources. All work to be completed with park staff on site.
