C/PERFORMANCE WORK STATEMENT (SOW/PWS)

Purchase of Two Mobile Homes/Removal of 3 old Mobile Homes

Background:

The Mexican Wolf Recovery Program (MWRP) has had volunteer housing since the beginning of the program in 1998. We have housed between 4 and 8 volunteers/interns between 1998 and 2022. The housing has varied from rental housing from federal or state government (U.S. Forest Service (USFS) or the University of New Mexico (UNM)) to single wide mobile homes provided by the U.S. Fish and Wildlife Service (Service).

Our current need is to provide housing at two locations (hubs); Sevilleta, NM and Alpine, AZ.

We are currently housing volunteers at Sevilleta (3-4 throughout the year) at UNM housing. UNM has requested that the Service make alternative plans as housing volunteers does not meet their guidelines for utilizing housing at Sevilleta.

We are currently housing up to six volunteers in Alpine, AZ. This housing is provided by two 1993 vintage single wide mobile homes. These mobile homes have reached their life expectancy (~30 years) and desperately need to be replaced.

The Mexican wolf project needs to purchase two mobile homes.

Site Visit:

Vendors interested in submitting a proposal are highly encouraged and expected to attend a site visit to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonable obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The Government will not pay for any costs associated with attending a site visit. Vendors MUST contact Ms. Darla Freyholtz Ballard at 701-339-3829 or darla_freyholtzballard@fws.gov no later than 12 pm on Monday, September 19, 2022 to be registered for a site visit. If there are no registrants, a site visit will not take place.

Due to the distance between sites and the distance from the NM ESFO office in Albuquerque, NM, site visits shall be as follows:

Sevilleta National Wildlife Refuge 40 Refuge Road San Acacia, NM 87831 Tuesday, September 20, 2022 9 am mountain time

Alpine Wolf Office 42803 US Hwy 180 USFS Admin Site 2, Space 27 Alpine, AZ 85920 Wednesday, September 21, 2022 12 pm mountain time

Objectives:

The primary objective of this contract is to provide mobile homes for the project at two locations; Alpine, AZ and Sevilleta, NM. We request that the homes be set up, attached to existing gas, sewer, electrical, and water hookups at existing sites with strong skirting that prevents small mammal incursions. We request that the trailers are blocked at the site and move in ready upon completion of the installation. In addition, we also have a requirement to remove of up to three trailers from Alpine, AZ.

Scope of Work:

In Alpine, AZ: Install a 4 bedroom, 2 bath mobile home on an existing gravel pad (maximum size of 28’ x 72’). The trailer shall be set on blocks, leveled, skirting installed, and steps with railings set at all entrances. Sewer, electric (200 Amp), propane, and water shall be connected to existing hookups. The trailer shall have air conditioning (NO SWAMP COOLERS) and electric heat with a backup propane heating system.

Removal of 3 existing trailers from 3 sites at this location will be required. Steps and skirting from existing mobiles that need to be removed from this location can be used for the new unit if they meet requirements. Minor leveling of the site may be required.

In Sevilleta, NM: Install a 4 bedroom, 2 bath mobile home (single wide) on an existing site. The trailer shall be set on blocks, leveled, skirting installed, and steps with railings set at all entrances. Sewer, electric (200 Amp), propane, and water shall be connected to existing hookups. The trailer shall have air conditioning (NO SWAMP COOLERS) and electric heat with a backup propane heating system.

Trailers must meet requirements for Arizona/New Mexico local conditions, including thermal zone (zone 3), roof load zone (south/20 PSI minimum), and wind zone (zone 1), and all HUD requirements.

Products:

The contractor will provide the following services and products:

(1) Two mobile homes, including steps for all entrances, skirting, AC units, misc supplies required for setup

(2) Minor site adjustments for mobile home (i.e., leveling of site if necessary)

(3) Skirting (high quality to limit small mammal incursion)

(4) Connection to existing sewer, electricity, gas, and water hookups

(5) The Service shall have a minimum of 1 year to contact the winning contractor to make warranty repairs following set up

(6) Removal of 3 mobile homes from Alpine, AZ

Period of Performance:

The period of performance would start at the initiation of the contract and end 6 months after the initiation of the contract

Place of Performance:

The work to be performed under this contract will be performed in the states of Arizona and New Mexico.

Physical Security:

The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.

Minimum Specifications for New Mobile Homes:

-2021, 2022, or 2023 model, new, never used with full manufacturer’s warranty -single wide, minimum 16 feet wide, minimum 76 feet long -color shall be “sand” or similar -pitched roof that can handle and shed snow -shingled roof minimum 25 year warranty -minimum R-28-11-11 insulation -2 x 4 or 2 x 6 inch exterior walls -2 x 8 inch floor joists -minimum 2 exterior doors -steps/railings at all exterior doors (may be able to use steps/railings from existing mobile homes at the Alpine, AZ location) -light fixtures at all exterior doors -pex plumbing -copper wiring -central air conditioning -deadbolt locks on all exterior doors (keyed alike) -GFI receptacles in kitchen and all bathrooms -4 bedrooms -2 bathrooms -smoke detectors in all bedrooms and main living area -exhaust fans in all bathrooms -tub, shower, toilet, and sink in all bathrooms -access to water shut off valves on all toilets, tubs, showers, and sinks -whole house water shut off valve near hot water heater -vinyl flooring bathrooms and kitchen -all appliances including furnace and air conditioner shall have energy efficiency ratings -electric furnace -backup propane heater plumbed in (see photo for example backup propane heater) -electric hot water heater minimum 40 gallons -electric range and hood -refrigerator -stainless steel kitchen sink -laminate counter tops kitchen and bathrooms -vinyl windows, taped and foamed -mini blinds on windows throughout -mobile home shall be blocked, leveled, tied down, and set per local standards and state/local laws, concrete piers shall be installed if necessary or required by state/local law -mobile home shall be hooked up to onsite water, sewer, gas, and electrical hook-ups -skirting must be strong and of metal, wood, or exterior cement board, etc. (no vinyl) -skirting shall be such to prevent entrance of small animals (insert into ground a few inches/fill holes around utility piping, etc.)

-skirting shall have access panels to utility hookups -price for one unit shall include delivery and all permit fees to Alpine, AZ and one unit shall include delivery and all permit fees to Sevilleta, NM -an acceptable floor plan is attached

Statement of Work for Removal of Three (3) Old Mobile Homes:

-remove quantity two (2) 1993 10 x 68 foot vintage mobile homes via truck transport or demolition/haul away; it will be the contractors responsibility to determine if the units are road worthy or not -remove quantity one (1) 1965 (approximate year) 10 x 60 foot mobile home via truck transport or demolition/haul away; it will be the contractors responsibility to determine if the unit is road worthy or not -skirting will need to be removed from 2 of the three units will need to be disconnected from water, sewer, and electrical connections -if units are of any value, the winning contractor may use the units as they see fit but the Federal Government/Department of Interior/U.S. Fish and Wildlife Service is NOT responsible for any issues after leaving the current Government location in Alpine, AZ; if not salvageable, they shall be disposed of at a local landfill per the rules and regulations of the landfill -the winning contractor will be responsible for obtaining any and all permits required for removal and disposal of the mobile homes -photos of the mobile homes to be moved are attached
