TITLE: Mobile Homes delivered and set up at multiple locations for the NM ESFO DESCRIPTION: Provide 2 mobile homes to include set up and remove 3 old mobile homes for the NM ESFO located at the Sevilleta NWR, San Acacia, NM and the Alpine Wolf Office located at Alpine, AZ. A statement of work, specifications, photos, and applicable wage determinations are attached.

INSTRUCTIONS TO QUOTERS:

This is a request for quote for a commercial item prepared in accordance with the format in FAR part 12, as supplemented with additional information included in this notice. Simplified acquisition procedures will be used for the requirement per FAR 13. The North American Industrial Classification System (NAICS) number for this requirement is 321991 Mobile Home Manufacturing and the business size standard is 1,250 employees. This requirement will NOT be set aside for Small Business.

The Government intends to issue a fixed-price contract(s) as a result of this RFQ. The offeror shall submit one (1) copy of a completed price proposal. The attached SF 1449 may be submitted as the price proposal. If using the SF 1449, Blocks 17a, 30a, 30b, 30c, and the DUNS number on page one (1) and Unit Price/Amount where applicable on pages three (3) must be completed. In addition, the vendor must review the provisions and clauses on pages 4-22 and respond appropriately to 52.204-24, 52.204-26, 52.219-1, and 52.225-18 (incomplete quotes will not be accepted). Offerors are advised to provide their best and final pricing, including any proposed discounts, upon initial submission. Email offers will be accepted and are preferred.

Award will be made from this solicitation to the company or companies that submit a quote that conforms to the specifications, and who, based on the decision of the government, offers the best value to include specifications of new homes, warranty, delivery timeframe, SAM registration status, and price. The government reserves the right to award a contract to any other than the lowest priced offer if, in its judgment, the technical superiority outweighs the cost difference. In addition, the government reserves the right to issue multiple awards if it is deemed to be in the best interest of the government. Vendors may quote one, two, or all three lines of the requirement.

In order to be eligible for award, it is mandatory that the contractor complete registration in the System for Award Management (SAM) website (https://www.sam.gov) and that the contractor is listed in SAM as an active vendor. (Note: SAM is a FREE website and there is never a cost to complete registration.)

Note: Following receipt of an award, payment requests for all new awards must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). Following receipt of an award, the Contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. The IPP website address is: https://www.ipp.gov (Note: IPP is a FREE website and there is never a cost to complete registration.)

All questions shall be submitted to darla_freyholtzballard@fws.gov. Please be advised that the government reserves the right to transmit those questions and answers of common interest to all competing schedule contractors.

Submit all proposals by 5:00 PM Eastern Time on October 21, 2022 as indicated on the RFQ via email to darla_freyholtzballard@fws.gov. Late proposals will not be accepted.
