Replace Carpet in the Red Hills Visitor Center Saguaro National Park

1.0 PROJECT DESCRIPTION / SUMMARY:

This project replaces carpeting at the Red Hills Visitor Center found within Saguaro National Park (SAGU), Tucson Mountain District (TMD). At the TMD visitor center, carpet will be replaced in:

1. Western National Parks Association (WNPA) Sales area (approx. 1250 ft2). This includes the adjacent Projection Entry.

2. Seating area (roughly 80 ft2).

3. Lobby/Exhibit area (roughly 780 ft2)

4. WNPA office which is identified as the NPS Office on the floorplan

(roughly 245 f2t)

5. A carpet patch (approx. 26” x 89”) will be installed in the NPS Office which is identified as the SPMA Office in the floorplan.

The Carpeted areas listed are to be replaced in-kind with SCHOLARSHIP II 26 AQ100 in color 879 Bark or SAGU approved equivalent. Existing carpet in these areas will be removed and disposed of and subfloor preparations will be made before installing the new carpet. The Red Hills Visitor Center will remain in operation during completion of this work. Phased closings of individual work areas can be coordinated through the Contracting Officer Representative (COR). Furniture, shelving, and stored materials will be emptied by NPS/WNPA as needed. Furniture and shelving will be removed by the contractor to allow for subfloor preparation and new carpet installation. Furniture will then be returned to the original location by the contractor after the installation is complete.

2.0 OBJECTIVES:

To replace a total of approximately 2,400 ft2 of carpet found in the Red Hills Visitor’s Center in Saguaro National Park. Exact square footage to be removed and replace is to be verified by contractor during contractor site visit prior to bidding.

3.0 BACKGROUND: Carpet at the Red Hills Visitor’s Center is approximately nine years old, worn out and due for cyclic replacement. The carpeting shows staining, waffling/ lifting, tears, and general wear. Lifting, waffling, and tears create tripping hazards for visitors and staff.

4.0 SPECIFIC WORK / TASKS:

Contractor shall determine appropriate means and methods to accomplish project objectives.

1. Contractor shall field verify all dimensions and materials prior to ordering any materials.

2. The following deliverables shall be submitted a minimum of one week prior to the Pre- Construction Meeting.

Project schedule Project Hazard Analysis Quality Control Plan A list of sub-contractors Waste Management Plan Safety Plan SF1413 for contractor (If required)

3. The contractor shall provide for the safety of employees engaged in project work in compliance with OSHA regulations. Daily safety meetings shall be held before the commencement of work. The Safety Meeting agenda shall be provided to COR via email each day.

4. Unless other arrangements are made in advance, Contractor work will be undertaken during normally scheduled hours of the Park Maintenance staff - 6:00 am to 4:30 pm, Monday through Friday. No work shall be scheduled on weekends or federal holidays without permission from NPS 48 hours in advance.

5. NPS/WNPA will remove significant furniture contents or inventory. The contractor, in coordination with the COR will remove/relocate office furniture as necessary to allow for the removal and installation of carpet.

6. The contractor will dispose of removed carpeting. The contractor must provide documentation of the volume and method of disposal.

7. Clean and prepare sub floor.

8. Removal and replacement of reinstallation of vinyl/rubber wall base.

9. Installed carpet will be Aladdin Commercial SCHOLARSHIP II 26 AQ100 in color 879

Bark or SAGU approved equivalent.

10. Reinstall furniture/shelving back to previous location in coordination with NPS staff. The location of individual desks or file cabinets in individual offices may change based on occupant’s request.

5.0 OPTIONAL WORK / TASKS: (NONE)

7.0 SPECIAL CONDITIONS / REQUIREMENTS:

a. Do not block access to or from the building unless approved by COR.

b. Ensure adequate occupant/visitor protection and traffic control measures are in place prior to commencement of work. The Contractor will provide effective and substantial barriers to keep the public away from construction activities. The COR will have the authority to determine if a barrier meets this standard and may stop work if the

Contractor is unable to meet the standard. The Contractor is encouraged to proactively communicate with the COR with any questions about barriers and public safety.

c. Construction activities will occur while near the public. The Contractor is responsible for ensuring that all employees and sub-contractors maintain a professional appearance and exhibit professional behavior on SAGU property. Vehicles brought to the job site will be kept clean and free of offensive written messages. Clothing will be similarly free of offensive messaging. Tattoos addressing offensive subject matter will be covered with clothing. Workers who exhibit offensive language/conduct (profanity and racial epithets) will receive one warning and if the behavior continues, will not be allowed to continue working and will have to leave SAGU property. The SAGU Project Manager/

Contracting Officer Representative will determine the definition of what is offensive based on their understanding of community standards. The Contractor is encouraged to be proactive and consult with SAGU representatives with any questions about what is or is not acceptable conduct.

d. All work to conform to applicable building codes and regulations.

e. Provide description of all proposed materials and methods, to be included with proposal.

f. Submit specifications and product information on all materials and methods, along with any other required supporting information to support proposal, prior to ordering or fabricating any materials or products.

g. Verify existing conditions in field.

h. Submit safety plan discussing measures to be taken to ensure worker and visitor safety.

The Contractor is responsible for application of their safety plan and compliance with all applicable safety regulations and NPS policies.

i. Protect existing construction and building interior from moisture intrusion, soiling, and damage during construction. Clean, repair, or restore and construction or finishes damaged or soiled during construction.

j. The Contractor will ensure that exhibits are not damaged and is responsible for the cost of repair/replacement of damaged items as determined and directed by NPS. Permanently installed structures will remain in place. Existing carpeting will be replaced to match the same placement of existing carpeting. The Contractor will move the Saguaro Cactus skeleton in the exhibit area for carpet replacement and return it to the same location after carpet is installed.

k. Price to include verification of existing conditions and measurements, demolition and disposal, travel and transportation, delivery, and all other costs associated with complete installation of new materials and systems.

l. Park will require access at all times to building interior.

m. Rubbish and Debris Removal: All materials slated for demolition shall be transported and disposed of outside the park boundary and in accordance with county, state, and federal laws. Material that can be recycled will be recycled and reported as such in the solid waste diversion report. (section 20.0)

n. Staging Area: Contractor shall coordinate staging area with park staff and CO.

o. Electrical Power Service: Contractor use of power service is permitted as long as equipment is maintained in a condition acceptable to the NPS.

p. Water: Potable water is available on site. Make connections to existing facilities as needed. Facilities must be cleaned and maintained in a condition acceptable to the NPS.

8.0 PLACE OF PERFORMANCE:

8.1 Saguaro National Park, Red Hills Visitor Center: 2700 North Kenney Rd, Tucson Az 85743

9.0 SCHEDULE REQUIREMENTS:

9.1 Pre-Proposal Site Visit: The site visit shall be scheduled at the earliest convenience of the contractor and the government. The contractor will coordinate with the COR to determine a mutually acceptable date/time.

9.2 All work will be done during Park business hours, 6:00 am-5:00pm unless otherwise agreed upon by the park.

9.0 SAFETY:

Contractor is to provide a safe working environment for the installation crew and a safe travel path for employees and visitors in the building to access a doorway out of the building.

Contractor shall ensure that their safety plan is up to date and contains current information. The

Contractor is responsible for ensuring the work site is compliant with their safety plan and all applicable regulations. The Contractor will allow the COR or NPS Safety Representative to inspect for safety deficiencies at any time from mobilization to demobilization. The Contractor will make any available any training or safety documentation requested by NPS. The Contractor will immediately work to correct safety deficiencies communicated by NPS.

10.0 TEMPORARY MATERIALS, EQUIPMENT AND SERVICES:

10.1 Not used

11.0 FIRE PROTECTION EQUIPMENT:

Observe and enforce standards of fire prevention. No open fires shall be allowed. A capable and qualified person shall be placed in charge of fire protection. Fire extinguisher is required at the worksite.

12.0 SMOKING:

Smoking at the work site is prohibited. Smoking is allowed only within the Contractor’s vehicles.

13.0 Hot Work Permit

A. A Hot Work Permit in accordance with park policies is required for any welding, cutting, brazing, soldering or any work that generates sparks or excessive heat. Contractor shall provide at least a 24-hour advanced notice to obtain a Hot Work Permit. A capable and qualified person shall be placed in charge of fire protection. The responsibilities shall include providing and maintaining fire protection equipment and establishing and maintaining safe torch cutting and welding procedures.

14.0 ELECTRICITY:

14.1 SAGU will provide electricity from existing receptacles within for construction.

15.0 TELEPHONE:

15.1 Cell phone service is not reliable at the work location. NPS land line will be made available in an emergency.

16.0 WATER:

16.1 Water is available at project site as advised by SAGU.

17.0 SANITARY FACILITIES:

17.1 Contractor can provide temporary chemical toilets for contractor use during the duration of construction. The public comfort station at the Red Hills Visitor’s Center will be available for contractor use.

18.0 CONSTRUCTION SUPPORT:

18.1 Storage sites will be limited to the smallest feasible area. Ground disturbance and site management will be carefully controlled to prevent undue damage to vegetation, soils, and archeological resources and to minimize air, water, soil, and noise pollution. Confine storage of construction materials and equipment to immediate vicinity of the Maintenance Shop, unless directed otherwise by the Contracting Officer (CO). All staging areas shall be returned to pre-construction conditions once construction is complete. Standards for this and methods for determining when the standards are met, shall be developed in consultation with the CO.

A fenced, lockable storage area is not available from the park.

18.2 Establishment of a construction camp will not be permitted.

18.3 Confine limits of work to the smallest safe and efficient working areas.

18.4 Parking of vehicles shall be limited to existing parking lot, in designated areas close to the jobsite, and within an approved staging area.

20.0 Waste Management

A. Employ processes that ensure the generation of as little waste as possible. Minimize waste generation due to over-packaging, poor planning, breakage, mishandling, contamination, error or other factors. Of the waste generated, as much as is economically feasible shall be reused, salvaged or recycled. Waste disposal in landfills shall be minimized. All material unsuitable for recycling shall be disposed of, in a legal manner, at public or private dumping areas outside the park.

B. Contractor shall provide a solid waste diversion report estimating amount of construction waste produced (in pounds) to COR upon completion of project. Waste diversion report shall specifically include:

1. Total amount of solid waste generated on-site during period of performance.

2. Total percentage of waste diverted from landfill through reuse and/or recycling.

21.0 Final deliverables

A. Contractor shall provide the following within seven (7) calendar days of project completion and prior to the punch-list site visit. Submit draft versions of these items electronically (PDF) for review and approval. Contractor shall provide the following PRIOR TO FINAL

PAYMENT.

1. Warranty Certificates – 2 hard copies and 1 digital (PDF)

2. Maintenance and cleaning Manuals - 1 digital (if applicable)

3. Waste diversion report- 1 digital
