STATEMENT OF WORK (2025 03 12)
Replace Fire Alarm System Panel and Components
Administration and Archives Building
1. General:
1.1 D.C. Booth National Fish Hatchery (NFH), 423 Hatchery Circle, Spearfish, SD 57783-2643.
Service, Rehabilitate Fire Suppression System - Administration Building.
1.2 Purpose/End Application: This project is to provide protection from fire for both building occupants and the historical items within the archives in the Administration and
Archives Building. The current fire suppression system was installed when the building was constructed in 1995. Being 30 years old, it is obsolete and is having issues with false alarms.
Replace Fire Panel, Annunciator, Smoke Detectors, Notification Devices and the addition of monitor modules to monitor the dry systems.
1.3 Contractor Qualifications: The contractor must be appropriately licensed and certified within the state of South Dakota for fire-suppression system replacement and repair, to include installation of the detection panel and its related software.
1.4 Other: The contractor must follow all associated regulations and laws including: Federal, State, and County.
2. Place of Performance and Period of Performance
2.1 Work is to be performed at D.C. Booth National Fish Hatchery (NFH), 423 Hatchery Circle, Spearfish, SD 57783-2643.
2.2 This project needs to be completed as soon as possible, due the vulnerability to fire.
2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 The contractor shall replace Fire Panel, Annunciator, Smoke Detectors, Notification Devices and the addition of monitor modules to monitor the dry systems.
4. Deliverables and/or Delivery Schedule:
4.1 The contractor shall procure all components required for the replacement of Fire Panel, Annunciator, Smoke Detectors, Notification Devices and the addition of monitor modules to monitor the dry systems.
5. Data Management Plan (DMP) N/A
6. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI)
6.1 DC Booth NFH will provide restrooms, electricity, and water for the contractor to using while the contracted work is being completed.
6.2 Identify any limitations. N/A
7. Evaluation and Acceptance
7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: designated U.S. Fish and Wildlife Service representative(s) determining the work to be acceptable and in good working order.
8. Quality Control/Quality Assurance:
8.1 For commercial supplies reference clauses for inspection and acceptance. Where appropriate, QC will be maintained according to industry standards and made available to the agency with the contractor’s proposal.
8.2 Identify and detail measures for assessing quality control and acceptance; each requirement is unique and a table format is visually friendly and may be desirable.
