Statement of Work

Location:

Southern Plains Regional Office, 100 Riverside Drive, Anadarko, OK 73005. Building is located 1 mile north of Anadarko, OK off Hwy 281.

Scope:

Renovate two offices within the Southern Plains Regional Office that are used for the Deputy Regional Director Trust Services [Room D-10] and the Deputy Director of Tribal Services [Room D- 19]. Office D-10 is 320 sq. ft. and office D-19 is 240 sq. ft for combined area of 560 sq ft. Work to include removing all wood paneling, built-in cabinets, bookshelves, and desk; repair/replace/ install sheetrock walls as required, texture and prep walls, apply new paint to walls; prep and paint door frame and window frames; remove and replace existing electrical outlets and replace with new electrical outlets and cover plates at all locations inside each room; and removing existing carpet and base trim and replacement of new carpet and new base trim in each office. Removal of existing 2x4 drop in light fixtures and replaced with new 2x4 LED lights and addition of dimmer light switches in each room.

Contractor will be responsible for dissembling all existing furniture, moving, and storing it on site while the renovation work is being completed. Location to be determined by GOV.

Government will be responsible for packing up and moving out all IT Items, records and personal belongings prior to contractor starting.

Wood Paneling:

There is approximately 650 sq. ft. of wood paneling and wainscoting located in both rooms . All paneling/ wainscoting is to be removed and disposed of. Contractor to verify exact quantity prior to starting work.

• Office D-10 has wainscoting approximately 4 ft high along 3 walls [North, South, and East]. West wall is covered floor to ceiling (approximately 9ft.) with wood paneling, built in desk, shelving, and cabinets.

• Office D-17 has wood paneling, built in desk, shelving, and cabinets on the East wall and small section of wood paneling on South wall.

Built in cabinets/desk/bookshelves:

Demo and remove all built in wall cabinets, desk, and bookshelves in rooms D-10 and D-19. To be disposed of off-site by contractor.

Interior Paint/Finish:

Condition of sheetrock walls behind wood paneling is unknown. Contractor to repair/replace/install sheetrock on the walls as needed, prepare walls for texture and paint.

Texture all walls to be the same once repairs have been completed. Apply one coat of primer, use KILZ Stain blocker where necessary. Apply two coats of a latex Enamel Paint. Contractor will provide samples after award for customer to select color.

Prep and paint metal window and door frame inside and outside of room D-19 and D-10. Paint to match color of door frame at entrance into D-17 Admin Office.

**Note that primer under the existing paint of these frames contains low levels of lead-based paint. Do not sand, scrape, cut, grind, or saw on door or window frames that could disturb lead-based primer below existing paint.**

Floor Covering:

The existing carpet and baseboard/trim is to be removed. Make repairs to floor where needed to ensure a smooth surface. Install new carpet and base trim throughout offices [D-10 and D- 19].

• Carpet to be installed shall commercial Shaw – Slate – 5T116, glue-down carpet tile.

• Rubber base trim to be 4” Roppe Black or equivalent.

o Contractor will provide samples of carpet and base trim after award for customer to select color.

o [All glues and adhesives used will meet low VOC requirements.]

**Note that asbestos floor tile and/or asbestos mastic may be present under carpet in each room. Asbestos survey to be provided with this SOW.** Depending on condition of the ACM floor tile/mastic, contractor should be able to leave it in place, apply new adhesive over existing adhesive and install new carpet. Unknown what the condition is until carpet has been removed. If asbestos abatement is required, provide separate cost estimate for the abatement.

Lighting:

Existing 2x4 in grid ceiling lighting [14 total, (8) in D-10 and (6) in D-19] to be disconnected and removed and disposed of in GC provided dumpster. Install [14, (8) in D-10 and (6) in D-19] new 2x4 LED light fixtures in ceiling grid with dimmer switches in each office.

• Metalux 24 FP, flat panel LED 2x4 LED light fixtures [3500k light color] Provide and install new MC Cable between fixtures from switch locations. Provide and install Leviton of equivalent 0-10v light switches with dimming capability. Install low voltage cable for dimming controls. Relocation of light switch in D-19 required due to current location is in the door/window frame. Move dimmer switches to adjacent sheetrock wall location and install stainless steel blank cover plates over old location(s).

Electrical Outlets:

Remove and replace all existing electrical outlets in rooms D-10 and D-19.

• Leviton duplex 5-20R, 20A 125v AC, White. Reuse existing wiring at each location if no issues are discovered. Notify COR is problems are discovered with wiring inside outlets that are beyond the SOW.

• Electrical outlet cover plates to be standard size, silver, stainless steel.

o Exact quantity unknown at this time. Contractor to field verify.

Ceiling Tiles:

Remove and replace all damaged, missing, or stained ceiling tiles in offices D-10 and D-19.

Provide and install new:

• UG Fifth avenue 280 tiles, white, square edge” Existing insulation above ceiling tiles shall be reused and repositioned as needed when replacing ceiling tiles to maintain a complete sound insulating coverage. Any damaged, wet, or missing insulation will be replaced with new and match existing as close as possible.

NOTE: All measurements and descriptions are approximate. Potential bidders will be required to attend the pre-bid meeting to verify and measure rooms. It is the responsibility of the bidder to verify actual site conditions and quantities.

Time – 30 to 45 days to complete all work. If remediation is necessary, will take a lot longer.

Safety

Notwithstanding any other provision of this contact, the contractor shall comply with all safety and health requirements as outlined in the Safety Standards to ensure safe working conditions for employees and government workers.

• NFPA 70 National Electric Code o All electrical installation and demolition work shall be performed by licensed electrician(s) and installed in accordance with NFPA 70/OSHA requirements.

• NFPA 70E Standard for Electrical Safety in the Workplace

• NFPA 101 Life Safety Code

• NFPA 241 Standard for Safeguarding Construction, Alterations, Demolition Operations

• CDC Guidelines for Worker Safety and Precautions COVID-19 during the Pandemic

Asbestos

Asbestos is present in the WCD/ SPRO office building. Locations have been identified and is localized in E Section of the building joint compound throughout this area. Additional known locations include transite siding installed in soffits over each entrance to the building and on exterior of E Section above each window. Asbestos Containing Material (ACM) floor tile and mastic are present throughout the entire WCD SPRO building. Asbestos sampling report is maintained on site at the WCD/SPRO building in the Safety Managers office and is available upon request.

Disturbance of Asbestos and Asbestos Contain Materials (ACM) shall only be performed by trained and accredited abatement contractors that are currently licensed by State of Oklahoma. Disturbance of ACM without following proper safety regulations and procedures identified by OSHA 29 CFR 1910.1000, 29 CFR 19126.1101, and Oklahoma Asbestos Control Act 40 O.S. § 450, Abatement of Friable Asbestos Materials Rules OAC 380:50. Accidental and willful disregard of this requirement will result in contractor being responsible for any and all cost for emergency cleanup operations by an accredited licensed abatement contractor.

Air monitoring and clearance samples are required for all ACM disturbing activities.

Verbal notification shall be provided to BIA COR and Regional Safety Manager at a minimum of 24 hours prior ACM disturbing activities. Any accidental damage or disturbance of ACM contractor will notify BIA COR and Regional Safety Manager immediately.

LEAD

I would also note that there are trace amounts of lead-based paint on the metal door frame. But it is below detectable limits by sampling results. It is permissible for contractor to paint the door frames, just are not allowed to sand the door frames prior to painting. It is the red primer base coat on the metal door frames that contains trace amounts of lead. It is not harmful so long as no one is sanding, sawing, or cutting into it.

Disturbance of Lead and LEAD Contain Materials (LCM) shall only be performed by trained and accredited abatement contractor that is currently certified by the EPA and will need to obtain certification from DEQ. Disturbance of LEAD and Lead based paint [LBP] without following proper safety regulations and procedures identified by OSHA 29 CFR 1910.1025, 29 CFR

1926.62 and guidelines established by ODEQ, DEQ, and EPA. Willful disregard of this requirement will result in contractor being responsible for any and all cost for emergency cleanup operations by an accredited licensed abatement contractor. Air monitoring and clearance samples are required for all Lead/LBP disturbing activities. Verbal notification shall be provided to BIA COR and Regional Safety Manager at a minimum of 24 hours prior Lead/LBP disturbing activities. Any accidental damage or disturbance of Lead/LBP contractor will notify Regional Safety Manager immediately.

Housekeeping

During the course of construction, alteration, or repairs, form and scrap lumber with protruding nails, and all other debris, shall be kept cleared from work areas, and passageways, in and around buildings or other structures.

Combustible scrap and debris shall be removed at regular intervals during the course of construction. Safe means shall be provided to facilitate such removal.

Containers shall be provided for the collection of waste. Containers used for garbage shall be equipped with covers. Garbage and other waste shall be disposed of at frequent and regular intervals.

Contractor will take precautions to control dust levels from leaving the construction area into adjacent offices.

Return air grills will be protected temporary installation of MERV 8 filters.

Silica precautions will be followed at all times during renovation and construction activities.

Vacuum sanding system with HEPA vacuum will be used for any sanding of drywall and joint compound.

Contractor will be responsible for having an on-site disposal receptacle if needed.

Fire Detection System False Alarms During Construction

Temporary Impairment/Removal of Devices

If dust or steam producing activities cannot be avoided during renovation and construction activities, assess the proximity of fire detection devices in the area and confer with BIA Regional Safety Manager to identify which devices may need to be removed, bagged, or otherwise disabled.

Disabling and/or covering, removal or relocating any device(s) due to renovation and construction shall only be performed by licensed qualified personnel.

Coordination with the BIA COR and Regional Safety Manager prior to proceeding with any work activities that may impair or impact fire alarm system on site.

DO NOT ATTEMPT TO COVER OR REMOVE OR INSTALL ANY DEVICES YOURSELF.
