GREAT PLAINS REGIONAL OFFICE
STATEMENT OF WORK
FOR
NEW TELEPHONE SYSTEM
Background The Bureau of Indian Affairs, Great Plains Regional Office located in Aberdeen, South Dakota is in need of an updated telephone system, to replace the current outdated system.
Objective To ensure an approved Mitel Hosted VOIP telephone system is installed and configured for BIA-Great Plains Regional Office, Aberdeen, SD.
Scope The Great Plains Regional Office has a need for a new Mitel VOIP telephone system/voicemail module with 160 speaker office phones, 25 compatible Programmable Key Modules (PKM) and network Cisco Catalyst switching hardware. The contractor shall provide, install and configure the equipment and provide basic customer training to Information Technology (IT) users on day-to-day use such as voicemail, call forwarding, call transferring, etc.
The contractor shall furnish all labor, equipment, materials, employees, and services and shall be responsible for the professional quality, technical accuracy, and timely completion of the contract.
Period of Performance The period of performance shall begin 1 month after the award date and shall not exceed 2 months total.
Place of Performance Bureau of Indian Affairs – Great Plains Regional Office 115 4th Ave SE, Suite 400 Aberdeen, SD 57401 Floor(s)/Room(s) etc.): 4th, 5th, 6th and 7th floors
Normal Hours of Operation: The contractor shall perform the services required under this contract during the following hours of 8:00 AM CT to 5:00 PM CT, Monday through Friday except for Federal Holidays.
Recognized Holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and
Christmas Day. If the holiday falls on a Saturday, it is observed on Friday. If holiday falls on a Sunday, it is observed on Monday.
Security Requirements: The contractor shall report to the security guard desk located at the visitor entrance and sign in with a valid form of identification, e.g. driver’s license, state issued ID, etc.

Specific Tasks The contractor shall complete the following tasks:
1.) Install and configure a Mitel VOIP telephone system with Cisco Catalyst switching hardware in the BIA’s IT MDF and IDF rooms.
2.) Apply the ends to the existing data cables at each location/office.
3.) Provide and set up a total of 160 (MITEL IP PHONE) speakerphones, and 25 compatible Programmable Key Modules (PKM).
4.) Provide basic customer training on-site to IT users on day-to-day use such as voicemail, call forwarding, call transferring, conference calling, etc. Shall also provide normal administrative functions and basic troubleshooting processes to IT staff.
Warranty Requirements The contractor shall provide the BIA with a minimum one-year warranty certifying that all equipment configurations are correct. During the warranty period, one (1) year after the date of acceptance, the successful contractor will repair or reconfigure at no cost to BIA, all defective system configurations and/or correct deficiencies in workmanship within twenty-four (24) hours after receiving notification of such deficiency from the Technical POC.
