STATEMENT OF WORK
ROMO EAST SIDE SOLID WASTE REMOVAL
General requirements:
It shall be required of the Contractor to furnish all labor, supplies, equipment and services to collect solid waste garbage, refuse, and ash at designated locations within the boundaries of the east unit of Rocky Mountain National Park (RMNP). Refuse disposal practices outside of the National Park Service (NPS) boundary must comply with all Federal, State and Local regulations governing the disposal of solid waste including the Presidents Executive Order 11507, Prevention, Control and Abatement of Air and Water Pollution and applicable wildlife protection ordinances (i.e. animal resistant containers).
Services shall consist of one full year hauling of garbage, refuse, and ash at specified campgrounds, picnic areas, residential offices and shops. Services will include all pickup sites existing as of this date.
Should the NPS change locations, add and/or deduct a pickup site(s), this contract will be modified to reflect those changes, additions or deletions.
The contractor shall collect all garbage or trash deposited at the designated pick up site, including within a 50 foot radius, even though such garbage or refuse may not be deposited in the dumpster.
Government furnished materials:
Please see attached pictures of NPS furnished dumpsters.
The National Park Service will provide a spare 10 yard container to be stored at an agreed upon location to enable the Contractor to begin their servicing day with an empty container.
The National Park Service is responsible for normal maintenance of containers (i.e. damage by visitors, animals and painting, etc.), and the Contractor is responsible for notifying the NPS within twenty-four hours (24) of observing any damage and/or maintenance issues to containers. Given the nature of the NPS and Park mission, to preserve natural wildlife and resources, it is imperative the Contractor notify the NPS of any issues that render a container from being wildlife resistant so as to allow the NPS adequate time to respond to these issues and prevent wildlife accessing the contents of the container and habituating wildlife.
Contractor furnished service, supplies and equipment:
The Contractor is to provide one 30 yard roll-off container at the National Park Service Headquarters Area.
The contractor is responsible for maintaining all (both National Park Service owned and contractor provided) containers in an odor free and clean condition. The cleaning and odor control is to be performed at the contractors site, outside the National Park Service boundaries.
The contractor is responsible for the repair of National Park Service owned containers damaged during the emptying and transporting process and is to notify the Contracting Officer (CO) or designated Contracting Officer Representative (COR), within twenty four hours of such damage prior to a repair being made. The repair will be made to the satisfaction of the National Park Service.
Specific Conditions of Service:
All containers shall be serviced weekdays, Monday through Friday, between 7:00 a.m. and 5:30 p.m.
There are two categories of service: weekly and on call. Weekly service is defined as containers receiving at least once a week service between June 1 and September 15th of each calendar year. On-call service is defined as containers only receiving service when they are listed on the weekly service request. Note several containers are not active all year, being in areas such as campgrounds that are closed for part of the year, generally October through April.
The schedule for weekly service of 10 yard containers is to be done on weekdays between Monday through Friday and will mutually be agreed upon by the Contractor and CO in regards to the day of the week of service for each location, prior to the start of the contract. The Contractor will make every attempt to service the weekly service containers on the same day of the week each week.
The "on request" service of the 10 yard containers must be available 5 days a week (Monday through Friday, excluding weekends), with 24 hour response time (if the request is made on Friday, the following Monday will be considered within the 24 hour period).
The "on request" service of the 30 yard roll-off dumpsters must be available 5 days a week (Monday through Friday, excluding weekends) with a 24 hour response time (if the request is made on Friday, the following Monday will be considered within the 24 hour period).
The NPS will communicate a weekly service request list for On-Call containers to the Contractor at the beginning of each week, in priority order (representing most full to least full), to be emptied the following week between Monday and Friday. This communication will be in the form of email, and mutually agreed upon by the CO, COR and Contractor.
Responses to requests for service should only be filled if made by the Contracting Officer or designated Contracting Officer Representative. Requests for service from campground staff, law enforcement officers, or other park officials, are to be routed by the Contractor and/or COR to the CO for review and approval prior to commencing service.
The table below is a breakout of the distribution of containers and estimated number of weekly and on-call services per location.

NOTES:
* Each location designates an area where one or more containers are to be included in the scope of services of this contract.
** Indicates anticipated number of dumpsters per location; however, without increasing the overall number of dumpsters, the Government may change the number of dumpsters per site without affecting per unit price.
*** A total of six (6) 10-yard containers shall be serviced weekly from June 1 through September 15th and on-call the remainder of the year at: Sprague Lake (1 of 1), Moraine Park Campground (3 of 6), Glacier Basin Campground (1 of 5) and Aspenglen Campground (1 of 1).

Seasonal locations that close between October 1 and April 30th: Endo Valley, Aspenglen Campground, Glacier Basin Campground, Longs Peak Campground.
Schedule for Weekly Service estimated to be from June 1 through September 15th of each performance period. Six (6) 10-yard containers serviced weekly from June 1 through September 15th and on-call the remainder of the year at: Sprague Lake (1 of 1), Moraine Park Campground (3 of 6), Glacier Basin Campground (1 of 5) and Aspenglen Campground (1 of 1).
Empty ‘Park Headquarters #2’ On-Call throughout the year (historically has been approximately (1) time per month plus 2 additional tips typically sometime between June and September).
