STATEMENT OF WORK

SUMMARY OF WORK:

The BIA/OJS Missing & Murdered Unit is in need of facial recognition resources to aid special agents with their investigations concerning the Missing and Murdered Unit. During an investigation, there are many situations where suspects, witnesses, or associates are not known to the investigator or individuals associated with the case.

There are resources available where a photographs if individual or multi-individuals in a group photograph can be provided to a network resource that is able to download a facial image and cross reference with data bases directly associated with the Nation’s criminal justice data bases: Law Enforcement Departments, Correctional/Detention facilities, state/federal and some tribal court data bases. Selected MMU employees will gain access to this resource for use.

RESOURCE REQUIREMENTS:

The resource needs to be able to have:

Searchable, web-based, multi-jurisdictional, multiplatform, real-time criminal database with textual & AI-driven image recognition capabilities, integrated with Last Mile Field Intelligence TM platform, to allow in-the-field digital casefile creation and real-time criminal background check, while maintaining digital chain of custody for actionable intelligence.

The resource must not need government computer network access in addition to no desktop application being required. The system should be web based where selected Missing and Murdered Employees (having appropriate government security clearance), can gain access to the resource web site, enter the password protected site and provide a photo image or images of individuals to the resource where a search for identification can occur. The search should not include social media searches. Searches are to be law enforcement data bases, judicial systems, court records, prison/detention facilities and judicial system control systems.

The resource also needs to have the capability to:

Algorithmically automated continuous monitoring tool with role-based and access-based access controls, allowing for the automated, real-time, notification of potential matches of individuals uploaded manually or through web APIs (Application Programing Interface) into private dataset(s), with an inviolable digital audit trail, accessed via an E2EE (End to end encrypted) link (URI), and be classifiable with at least 17 categories:

▪ Age Progression — Missing ▪ Armed & Dangerous ▪ Cold Case ▪ Known Associate

▪ Known Gang Affiliation ▪ Known Offender ▪ Missing Person ▪ Order of Protection

▪ Parole/Probation ▪ Person of Interest ▪ Recidivist ▪ Runaway

▪ Unidentified Remains ▪ Victim ▪ Violent Offender ▪ Wanted/fugitive (active arrest warrant)

▪ Witness

The resource must also be able to customize parameters and generate monthly reports based on needs, within available geo-mapping conditions and missing person last seen address availability: Analytics can rely on advanced observability tools, built on proven technology that includes intelligent machine learning to converge silos and deliver unified visibility and actionable insights for real-time mapping.

Selected MMU employees will be designated as the point of contact within the BIA/OJS MMU as they will be expected to gain access to the resource having these capabilities and obtain the identification search results from the resource. When the requested information is obtained from the resource, the MMU selected employees will be able to provide the information directly to the special agent who made the request for assistance with facial recognition identifications.

DELIVERABLES:

1. The resource needs to be operational outside of government network systems and be web bases.

2. Be available for access 24 hours a day.

3. It is imperative that mobilization time, execution time, and any data generated by the resource be kept confidential and not accessible to any other outside entity unless directed by BIA/OJS MMU.

4. The resource needs to maintain the data indefinitely in the event it is needed for future court proceedings.

5. The manufacturer shall have been in the business of facial recognition for not less than 10 years.

6. The system(s) utilized by the resource shall provide 3 days training (or less) to the selected employee(s) and be trained by qualified personnel by the company, with the option from the recipient/awardee to request another trainer if the initial training is viewed inadequate.

7. Perform the required services within two weeks (14 calendar days) after date of award.
