SECTION A – PROJECT DETAILS

A1.0 Project Purpose and Scope:

The project calls for the construction of wood post and cable fences at various locations within the Rainbow Gardens Area of Critical Environmental Concern just east of Las Vegas, Nevada.

The purpose of these fences is to prevent unauthorized access points and illegal roads onto lands adjacent to the fence thereby allowing sensitive vegetation to recover and thrive.

All fences can be accessed using Lake Mead Boulevard. The nearest fence will be located approximately 4.2 miles east of the eastern edge of Las Vegas and the furthest approximately 7.3 miles east of Las Vegas.

From Lake Mead Boulevard, all fences are accessible via established dirt roads. Locations are shown on Exhibit 1 – Vicinity Map / Fence Locations.

A2.0 Project Descriptions:

Fence locations and descriptions are broken out as Base Option, Option 1, Option 2, and Option

3. The fence described in the Base Option is the minimum amount of fence to be constructed under this contract.

The Government may or may not exercise Options 1 thru 3 individually, collectively, or in combinations based on bid price and available Government funding. In this manner, the Government may choose to exercise one or more Options in Fiscal Year 2023 which begins on October 1, 2022 and ends on September 30, 2023.

Government and Contractor shall field confirm all fence locations prior to the start of fence construction.

A2.1 Base Option

Construct approximately 1,344 linear feet of post and steel cable fence directly off the north side of Lake Mead Blvd (SR 148), approximately 5 miles east of the Frenchman Mountain Trailhead.

This fence alignment shall be composed of two segments separated by a 30 to 50-foot wide opening at the entrance to the powerline access road, as shown on attached maps. The position and width of the opening shall be field determined by the Government in coordination with the Contractor. Approximate fence segments are listed below:

a) Base Option Segment 1 Start: (lat: 36.1859 / long: -114.9181).

Additionally, the Government assumes no liability for errors or omissions the documents provided may contain. The Contractor is responsible for verifying the accuracy of the data provided prior to submitting their proposal.

B2.0 Soil Conditions

SOILWEB an online soil survey browser developed by U.C. Davis and the Natural Resources Conservation Service (NRCS) show two project area soil types – Heleweiser-Carrizon-Teebar association (285) and the Baseline-Guardian association (228). The majority of work will be conducted in soils labeled as 228. Slightly hard subsurface soils should be expected. Coarse grain pebbles, cobbles and/or hard sandstone might be encountered in some post holes from near ground surface to final post hole depths.

B3.0 Public Access

Outdoor enthusiasts and others access and utilize the Rainbow Gardens area daily and utilize passenger vehicles, pickup trucks, ATV’s and UTV’s to do so. The Contractor should expect that some enthusiasts may try to pass through project areas during fence construction.
