SCOPE OF WORK

National Park Service – Interior Region 2 Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Puerto Rico, South Carolina, Tennessee, and U.S. Virgin Islands Special Study: Assessing Historical Research Needs for Interior Region 2 National Park System Units

SCOPE

In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this award for the National Park Service (NPS) as described below.

CONFIDENTIALITY

The information developed under this task order is the property of the U.S. government and shall be kept in strict confidence.

PERFORMANCE PERIOD

The work shall begin following the issuance of the award, proceed in accordance with the schedule for submittals, and be completed no later than 36 months after award.

INTRODUCTION

This project seeks to identify historical research needed for the National Park Service to tell more fully the story of the African American experience in Interior Region 2 parks. Interior Region 2 encompasses approximately 70 parks in 9 states, Puerto Rico, and the U.S. Virgin Islands.

The project will result in an assessment, conducted by professional historians, of the research needs associated with the African American experience in Interior Region 2 parks. The assessment will include a historiography of African American History, with a focus on the southeastern united states. This historiographical review will be coupled with an examination of existing cultural and interpretive documents for Interior Region 2 parks. The consulting team will assess the existing NPS studies to determine how adequately they address historically underrepresented narratives, with a focus on African American perspectives. The consulting team will also survey resource managers and interpreters at Interior Region 2 national park system units, as well as targeted informants such as academics and public historians familiar with interpretation in Interior Region 2, to learn what underrepresented themes park managers would like to interpret, but lack information to do so.

Through an analysis of the historiography and the existing documentation, supplemented by the input from those familiar with the interpretation of the park units, the consultants will develop an assessment that identifies topics for further research. The assessment will identify research needs for individual park units, as well as themes that apply to geographically or thematically linked units. Based on the assessment, the consultant will recommend avenues of research for the National Park Service to pursue.

POINTS OF CONTACT:

Contractual: Contracting Officer (CO): TBD

Contracting Officer’s Representative (COR) and Project Manager: Cynthia Walton, Cynthia_Walton@nps.gov, (404) 354-6072

SPECIFIC TASKS

*Please note, all reports must be submitted in a 508 compliant format.

1) Virtual Orientation Meeting (virtual) Virtually meet with the appropriate NPS staff to discuss content, location of source material, access to resources, research goals, schedule, and project deliverables.

2) Periodic Project Meetings Virtually meet with NPS staff at least quarterly and following project milestones/deliverables to discuss progress and review comments

3) Prepare Evaluative Matrix of Existing Recent Historical Studies The Researcher shall review all accessible historical studies prepared for Interior Region 2 parks from 1990 to present. A table of studies is attached as an addendum. Most studies are available electronically through NPS’ online databases IRMA and ETIC, or through the national archives, but in some cases the researcher may need to work with NPS staff to secure a copy and it may not be possible to locate a copy of all known studies. In addition to NPS published studies, the researcher should visit each park website and review the publicly available materials, specifically those items available in the “Learn About the Park\History and Culture” tab of the website (list of Interior Region 2 parks included as an appendix). The Researcher shall also review the 32 interpretive plans available on NPGallery: NPGallery Search Results (nps.gov). The Researcher shall create a matrix that identifies historical themes represented within the studies/websites and applicable/potential historical themes not addressed by the studies/websites.

4) Survey NPS Staff and other knowledgeable The Research shall interview/survey NPS interpretive/cultural resources management staff representing each park unit to better understand research needs for interpretive and cultural resources management purposes. Interviews/survey methods shall be developed in consultation with the project manager.

5) Prepare Historiography Researcher shall prepare a historiography that addresses the major trends in African American/Black Scholarship with a focus on the Southeastern United States. Considering the breadth of the topic, it is not practical that the historiography examines every topic relevant to African American/Black Americans. Topics to be addressed should be chosen in consultation with NPS staff from those identified by the evaluative matrix and the staff survey of research needed for interpretation. The purpose of the Historiography is to provide context for the analysis of national park service literature and to serve as a reference for NPS staff.

6) African American/Black History Research Needs Report The Researcher shall prepare a report that summarizes the researcher’s analysis of existing studies and makes recommendations for future avenues of research. The Report Shall include an executive summary intended for NPS leadership. The Report shall also include an analysis of each park unit. For each park unit, a topic for further research related to the African American experience must be identified. In some cases, the researcher may find there is plentiful existing research, but the research has not been incorporated into interpretation, in this case, the researcher should make recommendation to the park to utilize specific studies. Additionally, the researcher shall identify research needs that apply to geographically or thematically linked units. The Report shall generally follow the guidelines for publications described in the addendum.

7)Case Studies
The Researcher shall identify 5-10 projects that can be highlighted as innovative or creative ways that research is communicate to the public. The projects should be described in short 1-2-page summaries. These shall be included in the final report, but also submitted as stand alone files.

8) Presentation (3) An approximately 1.5-hour webinar (presentation and questions) to Region 2 Staff (Regional Leadership Council, Superintendents, and other park staff) of research report conclusions.

PROJECT SCHEDULE AND SUBMISSION OF DELIVERABLES

All work specified shall be completed in accordance with the following schedule. All work specified shall be completed no later than three years from the kick-off meeting. The NPS will provide consolidated comments within 60 days of receipt.

ADDENDUM: GUIDELINES FOR PUBLICATIONS

**Please note – report must be 508 Compliant** Front Matter

· Cover Page

· Preface: The preface must contain background information about the scope of the research preparation of the study. It will discuss research methods and summarize major findings.

· Table of Contents: The table of contents must list the titles of all major divisions and the first-level (principal) subdivisions in the study and provide page numbers for all major divisions.

· List of Illustrations: A list of illustrations must include captions and give page numbers for photographs, figures/illustrations, maps, and other forms of graphics subject matter. If warranted, separate lists for specific types of illustrations may be used.

· Acknowledgments: The acknowledgments must include any obligatory or appropriate personal or organizational acknowledgments.

· List of Abbreviations and/or Acronyms: This list must include nonstandard abbreviations and acronyms used in the report. The spelled-out version of a term should be given the first time the term appears within the study.

Text or Main Body of the Report

· Introduction: The introduction must include general background information on the geographic location, history, and significance of the resources.

· Main Body of Report: this should include description of evaluative matrix; summary of surveys; historiographies; case studies; and recommendations.

· Conclusion: The epilogue (or conclusion) must consist of a closing statement that provides further comment, if appropriate, on the interpretation of the information found in the study.

Back Matter

· Appendices: The appendices should include copies of key documents and data as necessary.

· Bibliography: The bibliography must list the primary and secondary source materials researched and used for the preparation of the study. The bibliography will be broken into sections by kinds of materials (i.e., primary and secondary sources, etc.) as directed in The Chicago Manual of Style.

General Formatting

· portrait orientation

· one column – to ease readability in electronic form

· mirror margins: 1.25” inside; .75” top, bottom, and outside

· headers and footers should be 0.5 inches from edge of paper

· left justified, ragged right

· block paragraphs with no indent

· single spaced lines with paragraphs double spaced Images All digital images used in the document shall be individually scanned relative to final image size in the report at a minimum of 300dpi, JPEG or TIF format, medium high to high resolution. Resolution of original files should not be increased to meet this requirement. Image files should be saved on compact disc in a folder entitled “IMAGES.” Image files should be named as follows: Subject, Figure #, Brief Description, Year taken.

All photographs and other illustrations will be fully referenced to their source, to include a catalog or accession number, drawing number, etc., if applicable. Appropriate permissions will be obtained for the use of all illustrations. This is especially important for any publication that may ever be used as a sales item in any form.

Other Issues

· Leading (space between lines of type in a paragraph) should be chosen for readability. In general, at least two extra points of leading (e.g., 12/14) is advised.

· All headings should be caps/lower case; all upper case headings are never to be used.

· The use of bold, underline, and italic type within text should be limited.

· The traditional American form of dates will be used: August 18, 1978.

· In text, treatment of numbers will be consistent with the Chicago Manual of Style. All numbers used with units of measurement will be numerals. (e.g., windows measure 2 feet by 4 feet.)

· Footnotes or notes at the end of each chapter may be used. Endnotes for the whole document will not be used.

· The most current edition of the Chicago Manual of Style should guide questions of style that are not addressed here. Most publications use humanities style notation (see Chapter 15). If the manual offers options or does not address an issue, consistent treatment within the document should be the rule.

· The latest edition of Webster’s Dictionary should be used for spelling.

· Acronyms should be introduced in parentheses after the full name at the first appearance of the full name. Acronyms may then be used for subsequent references.
