PICKET CEMETERY FENCE SPECIFICATIONS

For

Richmond National Battlefield Park

February 2023 Description of Work:

The work specified in this contract consists of furnishing all labor, equipment, supplies, materials, machinery, incidentals, and supervision necessary for the building of an 1860’s era pointed picket fence around a historic family cemetery at 7273 Studley Road, Mechanicsville, VA 23116.

The fenced area will be 43’ x 56’ and have a 4’ opening at the center of the eastern side for entry. Fence will be 3’ high and made of #2 pretreated lumber. Posts will be 4”x 4” and 6-8’ apart. Pointed pickets will be 1”x 4” with 2” in between. Runners will be 2” x 4” and fence will be built to contour with the grade. Fence will closely resemble the photo representation below of an 1860’s era picket fence. Fasteners will be 304 stainless nails.

Post holes must be flagged ahead of time so that their locations can be archeologically tested by the state. This process may take several weeks. Once cleared for work, the contractor must place posts at flags only. Posts must be buried 18”-24” deep and be set in concrete (standard #2 ground contact).

All wood must be coated with an acrylic, semi-solid surface stain in white with a minimum of 30% solids by weight, acrylic and intended for fences and similar use installed per manufacturers recommendations (like the Cabot #1100, Siding and Fence Stain or equal).

They must have access to a cell phone while on site and will provide that cell phone number to the COR. Work will not be permitted without a supervisor on-site.

The Contractor will be responsible for costs incurred to repair or replace any of the aforementioned items, or for the value of the item as assessed by an archeologist or biologist. Any artifacts recovered are property of Richmond National Battlefield Park and should be immediately submitted to the COR.

B. Contractor’s operations shall be conducted reasonably to prevent rutting or other soil damage. No work shall be allowed for at least a 24-hour period following a rain accumulation of one-quarter (1/4) inch or more during the proceeding 24-hour period. It will be the responsibility of the COR to determine when work may re-commence after such a rain occurrence. Contractors may request a time extension modification due to prolonged periods of rain if needed. Modifications are not guaranteed.
