PR# XXXX 100% Inventory of Museum Property for CANE
Scope of Work National Park Service 100% INVENTORY OF MUSEUM Property Camp Nelson National Monument
PMIS# 316273A
CONFIDENTIALITY
The information developed under this Contract is the property of the U. S. government and shall be kept in strict confidence.
I. INTRODUCTION
The National Park Service (NPS) is requesting a quote for the completion of a 100% inventory of non-accessioned museum property located at Camp Nelson National Monument.
This contract shall be Best Value for the Park and the National Park Service, not low bid.
Camp Nelson National Monument was established by Presidential Proclamation of Donald Trump on October 26, 2018. Between 2018 – 2021, the management of CANE was a partnership between the National Park Service and Jessamine County, KY who had owned the property prior to the NPS. Given that it is a recent addition to the NPS system, the records kept by the county have not been transferred to the NPS database, and the National Park Service does not yet have a clear idea of the full extent of the collections that will be transferred along with the lands and buildings. The National Park Service is in the process of developing a management plan to ensure the new national monument preserves the site’s resources, including not only the landscape and existing structures, but also the collections.
An inventory of collection material was completed by a historical archeologist associated with the site under Jessamine County ownership. General in nature, this inventory does not necessarily match up with what is on site. Until such an inventory of the collections can take place, the size of the museum collections and the extent of the various categories are unknown. What is clear is that a large portion of the collection is made up of archaeological and archival material.
This 100% inventory of museum objects shall include the location, description, and physical condition of all non-accessioned museum property at CANE and will create a baseline inventory of museum property for potential future inclusion into the CANE museum collection. The general inventory created by Dr. McBride has been attached to this SOW as Appendix A to assist with bid creation.
GENERAL:
RESPONSIBILITY: The Contractor shall furnish sufficient technical, supervisory, and administrative personnel to ensure the expeditious accomplishment of the work specified in this Statement of Work (SOW). Additionally, the Contractor shall furnish all services, materials, supplies, equipment, investigations, studies, and travel required in connection with this SOW.
PERSONNEL:
The Contractor shall provide qualified personnel, equipment and time needed to complete the tasks and chapters identified under Project Specifications below.
II. Additional INformation Camp Nelson National Monument is located in Nicholasville, Kentucky in Jessamine County.

III. PROJECT SPECIFICATIONS
The 100% inventory of museum property project shall include the physical inspection of the museum property located at CANE. Museum property is defined as any “material thing possessing functional, aesthetic, cultural, symbolic, and/or scientific value, usually movable by nature or design”, and that fit within the Scope of Collection Statements for each park. This may include prehistoric and historic objects, artifacts, and works of art. The inventory shall include all non-accessioned museum property.
The Contractor shall assemble the project team of museum professional(s) with suitable, proven experience in collections inventories, object handling, and photography.
The Contractor shall conduct a preliminary kick-off meeting with the park to understand the complexity and extent of the work. This meeting can be done through an in-person site visit or conference call. Subsequently, the Contractor and team shall complete the inventory of the museum property.
All property must be physically inspected. The following data must be collected and/or verified during the inventory:
· Item name. All items will be recorded with an item descriptor name as specific as the inventory team can give.
· Item description. Since items being inventoried are not accessioned, a detailed description of the item will be recorded by the inventory team including any unique identifying features.
· Item count.
· Physical Location. This should be as specific as possible and include location identifying descriptors.
· Condition.
· Date of Inventory. The date the object was inventoried is recorded. This is required when the capability to record it is available in the Interior Collection Management System (ICMS).
· If objects are not labeled, or the bag/container is not labeled, those shall be documented as well as possible with input from park staff.
A park map with locations and names of structures shall be provided pre-arrival for the Contractor to develop an inventory strategy and any forms or worksheets, as needed to complete the project. The National Park Service may provide examples of forms used on other 100% inventory projects.
IV. ONSITE VISIT
The Contractor is responsible for contacting the Contracting Officer’s Representative (COR) to coordinate the onsite visit dates for all parks.
The contractor shall work with the park’s hours of operation, and park staff schedules. Park staff shall not incur overtime because of this project.
Independently, the contractor shall provide the NPS with all labor, materials, and travel necessary to complete the 100% inventory.
The contractor shall treat all objects with the utmost care, conforming to NPS standards of object handling. All cabinets and cases must be closed and locked immediately upon completion of that cabinet/case’s inventory.
The contractor shall have an approved park staff member with them while in museum storage or accessing exhibit cases. For offsite locations, appropriate staff members of that organization should accompany the contractor while in museum storage.
The bid shall include all travel expenses.
V. SCHEDULE:
· The work shall begin with a conference call within 30 days following the contract award, or before September 1, 2023 whichever comes first.
· The government requires completion of this contract by September 30, 2024.
· All parties shall be in communication and shall coordinate work schedules.
VI. MEETINGS AND CONFERENCES:
A. The Contractor or his/her representative(s) shall participate in all conferences pertinent to the work under this SOW.
B. The Contractor shall consult with the park representative and/or Contracting Officer’s Representative as deemed necessary by either party or designated representatives detailed above.
VII. GOVERNMENT FURNISHED MATERIALS:
A. Access to NPS museum collection storage rooms and areas, exhibits, and other locations containing museum collections.
B. Access to NPS resource management records, planning documents, and other data mentioned above under Objectives.
C. Access to NPS print and electronic copies (via the NPS Museum Management web page) of the NPS Museum Handbooks. Links provided below.
D. Provenance data of objects if exists
E. The National Park Service may provide examples of forms used on other 100% inventory projects.
F. Other information as reasonably may be needed.
VIII. CONTRACTOR FURNISHED MATERIALS:
A. The contractor is responsible for contacting the COR to coordinate the on-site visits and work. This initial site visit and/or initial meeting (via conference call or in person) with the park curatorial staff and COR shall occur within 30 days from award of the contract, at a time agreeable to the contractor and park staff.
B. The Contractor shall provide all equipment and supplies needed to complete the tasks listed above.
C. The Contractor is responsible for work lights that may include magnification, UV, flashlights, headlamps, etc.
D. The Contractor shall provide their own safety equipment, including, but not limited to face masks, steel-toed boots, gloves, work gloves, nitrile gloves, lab coats, bug spray (e.g. Deep Woods Off™), etc.
E. Two external hard drives - Final external hard drive and one backup external hard drive with all deliverables and photographs OR NPS secure file transfer.
IX. DELIVERABLES AND PAYMENT SCHEDULE
1. Prior to conclusion of the project, a briefing shall be presented to management and museum staff at CANE to discuss the final inventory and findings.
2. Contractor shall prepare and submit written deliverables and submit draft reports to the Contracting Officer’s Representative (COR) according to the schedule below. Reports shall be reviewed by CANE within 30 days and returned with comments. Contractor shall be expected to incorporate each comment into the reports or be prepared to explain why doing so is not appropriate.
3. Talk with the Contracting Officer's Technical Representative (COR) or a designated representative prior to submitting the final reports to discuss format, findings, and finalization.
4. Submit final reports, any supporting documentation, external hard drive with photographs, and any other information to the COR.
Payment shall be made in three (3) installments as follows:
A. Payment 1: 25% upon completion of the inventory at CANE including off site storage locations
B. Payment 2: 50% of the total to be paid after the inventory is complete and submittal and acceptance of Review Draft
C. Payment 3: 25% of the total to be paid after submittal and acceptance of Final Document(s) and external hard drive(s), OR NPS secure file transfer, with photographs and digital files
X. SELECTION AND ACCEPTANCE OF CONTRACTOR
A. SELECTION CRITERIA
Selection shall be based on qualifications and best value for the project.
It shall not be based on the low bid.
Selection of the most technically qualified consultant shall be based on the criteria defined below. Weights are presented in parentheses.
1. Specialized experience – Museum Curator
EDUCATION: an undergraduate university degree in archaeology, history, historic preservation, or a related field, leading to a graduate degree in museum studies.
EXPERIENCE: The applicant is required to have three years of full-time work or its part-time equivalent in museum curation and collection management. Program training internships may not be counted toward this requirement. In addition, the museum professionals, as part of the experience noted above, shall have verifiable experience managing and documenting museum collections
PROFESSIONAL ETHICS: Applicants must demonstrate ability to adhere to the AAM Code of Ethics for Museums (https://www.aam-us.org/programs/ethics-standards-and-professional-practices/code-of-ethics-for-museums/).
2. Relevant Experience - Provide a list and description of at least three (3), but no more than five (5), of the most relevant contracts performed for Federal agencies and commercial customers within the last five (5) years from the date of issuance of this RFP. The offeror’s and/or its sub-contractors’ experience in consultation and construction of projects that are similar and scope and complexity to the services described in the project specifications. The number of similar projects may be considered more favorably. Similar experience performed by the prime contractor may be considered more favorably. (20%)
2. Key personnel – Experience of the offeror’s proposed project manager and quality control supervisor for conducting work similar in scope and complexity to the services described in the project specifications shall be evaluated. Key Personnel that demonstrate the most similar project experience may be rated more favorably. Similar projects shall include but are not limited to museum collection inventory documentation projects, collections management to include accountability, collection move projects that include inventory and accountability.
Key Personnel that have successfully worked together and with subcontractors may be rated more favorably. Key personnel are hereby defined as those employees whose estimated labor hours represent more than 15% of the total labor hour estimate. (30%)
3. Past performance – The Government shall assess the relevancy and quality of the offeror’s past performance on submitted projects by comparing the projects to this project and determining how well the contractor has performed on those contracts. Documented results from other past performance questionnaires, PIPRS, FAPIIS and other sources may also be used as the basis for the assessment. Past Performance that is considered relevant and of higher quality may be rated more favorably. Client points of contact shall be provided to serve as references. (20%)
4.5. The work of this project shall be accomplished by a company that possesses a minimum of ten (10) years of experience in work of professional museum collection management. Descriptions of at least 3 similar projects and explanation of the roles the previously identified key personnel fulfilled in these projects. Client points of contact shall be provided to serve as references. (20%)
5.6. Availability of resources – Ability of consultant to provide the resources necessary to meet the deliverables schedule. (10%)
XI. DESIGN CRITERIA:
Using the most recent edition of The Chicago Manual of Style or another mutually agreed upon reference, edit and format the text per the following:
Standardization within the document of:
· Grammar and spelling
· Fonts and format
· Table of contents
· Forms, charts and tables
· Section introductions and headings
· Headers, footers, photo caption and footnotes
XII. RIGHTS IN DATA - SPECIAL WORKS
(FAR 52.227-17) (DEC 2007)
A. Definitions. As used in this clause—
“Data” means recorded information, regardless of form or the media on which it may be recorded. The term includes technical data and computer software. The term does not include information incidental to contract administration, such as financial, administrative, cost or pricing, or management information.
“Unlimited rights” means the rights of the Government to use, disclose, reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, in any manner and for any purpose, and to have or permit others to do so.
B. Allocation of Rights.
(1) The Government shall have—
(i) Unlimited rights in all data delivered under this contract, and in all data first produced in the performance of this contract, except as provided in paragraph (c) of this clause.
(ii) The right to limit assertion of copyright in data first produced in the performance of this contract, and to obtain assignment of copyright in that data, in accordance with paragraph (c)(1) of this clause.
(iii) The right to limit the release and use of certain data in accordance with paragraph (d) of this clause.
(2) The Contractor shall have, to the extent permission is granted in accordance with paragraph (c)(1) of this clause, the right to assert claim to copyright subsisting in data first produced in the performance of this contract.
C. Copyright.
(1) Data first produced in the performance of this contract.
(i) The Contractor shall not assert or authorize others to assert any claim to copyright subsisting in any data first produced in the performance of this contract without prior written permission of the Contracting Officer. When copyright is asserted, the Contractor shall affix the appropriate copyright notice of 17 U.S.C. 401 or 402 and acknowledgment of Government sponsorship (including contract number) to the data when delivered to the Government, as well as when the data are published or deposited for registration as a published work in the U.S. Copyright Office. The Contractor grants to the Government, and others acting on its behalf, a paid-up, nonexclusive, irrevocable, worldwide license for all delivered data to reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, by or on behalf of the Government.
(ii) If the Government desires to obtain copyright in data first produced in the performance of this contract and permission has not been granted as set forth in paragraph (c)(1)(i) of this clause, the Contracting Officer shall direct the Contractor to assign (with or without registration), or obtain the assignment of, the copyright to the Government or its designated assignee.
(2) Data not first produced in the performance of this contract. The Contractor shall not, without prior written permission of the Contracting Officer, incorporate in data delivered under this contract any data not first produced in the performance of this contract and that contain the copyright notice of 17 U.S.C. 401 or 402, unless the Contractor identifies such data and grants to the Government, or acquires on its behalf, a license of the same scope as set forth in paragraph (c)(1) of this clause.
D. Release and use restrictions. Except as otherwise specifically provided for in this contract, the Contractor shall not use, release, reproduce, distribute, or publish any data first produced in the performance of this contract, nor authorize others to do so, without written permission of the Contracting Officer.
E. Indemnity. The Contractor shall indemnify the Government and its officers, agents, and employees acting for the Government against any liability, including costs and expenses, incurred as the result of the violation of trade secrets, copyrights, or right of privacy or publicity, arising out of the creation, delivery, publication, or use of any data furnished under this contract; or any libelous or other unlawful matter contained in such data.
The provisions of this paragraph do not apply unless the Government provides notice to the Contractor as soon as practicable of any claim or suit, affords the Contractor an opportunity under applicable laws, rules, or regulations to participate in the defense of the claim or suit, and obtains the Contractor’s consent to the settlement of any claim or suit other than as required by final decree of a court of competent jurisdiction; and these provisions do not apply to material furnished to the Contractor by the Government and incorporated in data to which this clause applies.

XVI. PERIOD OF PERFORMANCE (POP): Date of Contract Award – September 30, 2024
Protection of Information
All documents and other work developed in the performance of this contract, shall be and remain the sole property of the Government and may be used on any other work without additional compensation to the Contractor, with respect, thereto, the Contractor agrees not to assert any rights and not to establish any claim under the patent or copyright laws.
The Contractor, for a period of three (3) years after final payment under this contract, agrees to furnish and provide access to all retained materials on the request of the Contracting Officer. Unless otherwise provided in this contract, the Contractor shall have the right to retain copies of all such materials beyond such period.
If the Government uses any of the above-mentioned materials for purposes other than those covered under this contract or other than for which it was provided, the Contractor shall not be held liable for any personal or property damage arising from such use.
XVII. CONTRACTING OFFICER’S AUTHORITY:
The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:
(1) direct or negotiate any changes in the Statement of Work or specifications;
(2) modify or extend the period of performance;
(3) change the delivery schedule; or
(4) otherwise change any terms and conditions of this contract.
The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase in costs incurred as a result thereof.
