Questions and Answers , Solicitation 140P5123Q0057, 7/20/2023

1. Schedule (Page 3): The SOW states that the contract must be completed by September 30, 2024. The RFQ states that the period of performance is 9/1/2023 - 10/30/2023.

a) On which date does the onsite work need to be completed?

b) By which date do the written deliverables need to be submitted?

ANSWER: The POP should be to 2024. This project will take one year from time of award. Onsite work: We will leave this up to the contractor discretion in consultation with the COR and park staff. Specific schedule for onsite work would be decided during kickoff call which will occur within 30 days of award. Onsite work will be dependent on park staff availability. Written deliverables should be submitted at least 60 days prior to end of the POP to allow for park review and comments.

2. Selection and Acceptance of Contractor: Section A. Selection Criteria, 2. Key Personnel (Page 5). Are the Project Manager and Quality Control Supervisor positions intended to be two separate people, or are those titles interchangeable and is it acceptable to task one person with those responsibilities?

ANSWER: Can be the same person.

3. Project Specifications (Page 2). What is the extent of the object labeling? Will contractor be required to label objects with physical tags and/or temporary numbers?

ANSWER: For any object(s) not already labeled, the contractor should devise a method that will allow park staff to know to which object the final inventory is referring to since the objects are not cataloged. This may include physical tags, temporary numbers, photographs, etc. The contractor can devise this method under their own discretion with prior approval by the COR and park staff.

4. Deliverables and Payment Schedule (Page 4). What photographs are expected of the project? Does NPS expect the baseline inventory to include reference photographs for each object?

ANSWER: Photographs are not required of the project but the contractor may take some for the aforementioned question about labeling. If photographs ARE taken, they should be provided to the park at the conclusion of the contract on an external hard drive.

5. Appendix A, Kentucky Underground Storage (Page 12). Are the 87 Camp Nelson DOT excavation boxes archaeological artifacts or archival files?

ANSWER: There may be associated records with the archeological artifacts present at Underground KY but the vast majority of the boxes are archeological artifacts. At the KY Underground storage facility, we believe that the majority, if not all of the boxes are archeological artifacts. But "87" was the number of boxes that were initially put in storage there by the county, before the NPS took over this park. Today, according to the inventory report of the park's boxes at the KY Underground facility, there are now 225 boxes there. Once the NPS took over this park, we sent the boxes that were being stored in park to be added to existing holdings at KY Underground.
