General Information
Rocky Mountain National Park is a 415 square mile mountainous natural environment encompassing a spectacular range of protected, majestic peaks, including the Continental Divide, pine and spruce forests, alpine tundra and numerous wildlife species. It is the 4th most visited park in the NPS and is home to the highest, longest paved road in the US, Trail Ridge Road. Located in north-central Colorado the park is approximately 55 miles northwest of Denver. The physical location of the facility covered in this document is
1000 US Highway 36, Estes Park, CO 80517.
General Guidance
If additional work is required, contractor to provide parts and labor pricing. No additional work will be started without a written statement of cost and ‘field verification’ by the COR and final approval by the CO. In the detail of the written statement there will be a clearly defined description of the area the work will be performed, contract number and pictures of the area. There will be pictures of before during and after work is authorized. Additional work is defined as work outside the scope of the agreement without CO authorization.
Project Meetings
Before the start of this project, the Contracting Officer (CO) will arrange an on-site meeting with the contractor, park IT representative and COR. Items to be covered may include park rules and regulations, authorized representatives, correspondence, procedures, labor standards provisions, payroll reports, modifications, payments to contractor, acceptance/rejection of product, subcontractors, documents required under the contract, submittals, allowable work times/days, (generally weekdays 8:00am – 4:30pm), minimal interference with public visitation, OSHA compliance, reference materials, contractor quality control, liquidated damages, notice to proceed, tentative construction schedule, etc.
Project Components
The scope of this project includes an ePacs, Facility Access Control System installation component addressing the physical security of government operated facilities. All network connected systems installed during the execution of the contract must meet the customer provided specifications for network security and telecommunications infrastructure design as well as achieve compliance with the National Electric Code (NEC) and customer specified telecommunications standards.
Component 1 – ePacs Access Control Security System
The first component of the system addresses facility physical security through the installation of door access control, PIV card readers. These readers augment the capabilities of US federal law enforcement officers ensuring the safety of government and employees and visitors to our nation’s National Parks. The installation of network-based access control equipment must be accomplished using technologies that allow for the expansion of the customer’s access control management system (ACMS) over time. Integration of new equipment will require the contractor to work directly with the ACMS platform manufacturer and National
Park Service staff during the installation and maintenance of the system. The contractor must work directly with the National Park Service in the acquisition and installation of all software licenses required to complete the project. All door card readers and related materials must meet the security requirements required of network connected equipment.
The installation of the card readers required in this project will require installation of low voltage and communications cabling infrastructure in a historic building. The contractor is responsible for the planning, installation, and testing of all cabling during the execution of the contract. All communications cabling infrastructure installed during the execution of the contract must meet or exceed the industry codes and standards specified in the contract. Any deviation from installation methodologies or technologies specified in the applicable industry standard must be pre-determined acceptable by the project COR or the assigned government contracting officer. Due to the complexity of the system it is recommended all designs be reviewed by a Building Industry Consulting Services International (BICSI) certified Registered Communications
Distribution Designer (RCDD).
ePacs Access Control System
The contractor will install and configure door PIV card readers and the associated controller that will be attached to a customer provided network server running the Identiv Hirsch Velocity server software. The
Identiv server will be connected directly to the local area network (LAN) and equipment specific virtual local area network (VLAN) to which the contractor installed controller must be connected. The contractor is responsible for the initial hardware and software configuration of all card readers and controller to include updating device firmware, assigning a static IP address if required, changing the default authentication credentials, and testing each reader. Once the initial configuration of a door reader is completed, the contractor will provide the required configuration documentation to the agency designated technologist for integration into the Velocity server. The agency designated technologist must verify and approve the configuration of all readers installed under the scope of the project.

2. All software must be the most current version with any/all software patches installed.
3. The model, serial numbers and location must be annotated in the system documentation.
Areas of Coverage
Note: Reader locations have been pre-determined and access to wire pathways established for the Beaver
Meadows Visitor Center (BMVC) building. BMVC is a historic structure and any needs determined outside the provided access must be coordinated with the Park Planner.
Area 1 – Beaver Meadows Visitor Center (BMVC)
The National Park Service operates a public visitor center that provides interactive media displays and a small theater experience to park visitors. The building also supports a portion of the park’s Head Quarters employee office space. The contractor must install 1 PIV card reader on each entry door to the employee area of the building. In addition, 2 interior doors will need card readers installed.
Area 2 – Server Room
A server room (214) is located at the west end of facility, 2nd floor with an access door to the main hallway.
The server space houses the facility’s network switches, router, and data storage servers. The Identiv controller and server will be housed in this room.
Facility Access Control System
Cabling Installation
Note: Cabling infrastructure was installed during a previous HVAC project. Any instances where the existing infrastructure is not sufficient for cable run needs the contractor must meet with the COR and Park Planner before additional infrastructure is installed.
All cables ran to building exterior locations must pass through a properly grounded primary building protector after entering the facility and before terminating into a cross connect panel. The primary building protector/s must be grounded in compliance with ANSI/NECA/BICSI 607-2011 and be rated to match the maximum performance standards of the cables being protected. All cables run on the exterior of the facility must be fully enclosed in conduit. All cables will be installed and tested according to the industry standards listed in this document. The contractor is required to provide digital copies of all cable verification tests.
A secure room has been provided by the park where the Identiv controller and application will be installed.
All conduit pathways must be environmentally sealed after installation of the cabling to prevent rodent intrusion. In addition to the required cables, each conduit pathway should include a minimum of one nylon pull rope or tape to facilitate future conduit use.
Environmental Considerations
The contractor is responsible for making a determination of reader features necessary to facilitate year-round functionality of all readers. In some cases, readers may be required to function during periods in which the park facilities are not climate controlled. The contractor may need to provide additional equipment to augment the functionality of readers for year-round coverage. It is the responsibility of the contractor to determine and install any environmental controls required to maintain functionality.
Pre-Bid Site Survey and Design Consultation
It is recommended that the contractor completes an on-site survey of NPS facilities prior to submitting a bid. A site visit is recommended due to the sensitivity of historic facilities and technical expectations of the contract.
