1. Background The existing Heating, Ventilation, and Air Conditioning (HVAC) units are old and need to be replaced.
There are two HVAC units that need immediate replacement in kind matching the existing capacity and service demand under this contract. This contract is for maintenance and replacement of Heating, Ventilation, and Air Conditioning (HVAC) including Air Handling Units (AHU) and furnace (identified here after in this document as the “Contract”) for the Bureau of land Management (BLM) Ely District at
Caliente Field Office. The Contractor is required to investigate the failure of existing HVAC units and directly provide new HVAC to the location mentioned in this statement of work.
2. Scope of Work The Bureau of Land Management (BLM) is seeking services of a professional Commercial Heating, Ventilation, and Air Conditioning (HVAC) contractor to replace the existing HVAC system at BLM Ely
District, Caliente Field Office. The Contractor must be a qualified service agency capable of performing the services specified and providing manufacturer’s repair parts. The Contractor shall provide all labor and equipment/instruments required for testing and calibration work for the performance of the contract. All materials, supplies and service shall conform to Federal, State, and Local Laws and Regulations. All parts shall be new and unused. The Contractor shall agree that all work will be done in a most efficient and professional manner without causing significant interruption to employees’ daily routine. Care shall be taken that the work areas are kept clean and must meet all laws and codes on regulations applicable.
3. Description of the Project Bureau of Land Management Ely District, Caliente Field Office is seeking a Contractor to provide an experienced plumber crew to perform maintenance and replacement of HVAC units.
Overall task involves inspection of the existing HVAC units with the following specifications and replacing it with new units:
❖ Model: 580FU060150ABQU, ❖ Size: 5.0 tons
❖ Capacity:
a. Input min: 120000 BTU/HR and 35.2 KW
b. Input max: 150000 BTU/HR and 44.0 KW
❖ Thermal efficiency: 80%
❖ Equipped with: natural gas
❖ Maximum work pressure: 401 PSI, ❖ Minimum working pressure: 175 PSI
❖ Permissible voltage at unit: max 254 and min 187
❖ Power supply: 208/230, 3 PH
❖ Gas type: Propane gas.
Upon the completion, the HVAC within the scope of work the contractor is required to check its functionality and if any defect is found, a contractor shall repair parts of the HVAC units with no additional cost.
4. Product Data Submittal The Contractors are required to submit a Product Data Submittal (PDS) including description of use and performance characteristics: Information should be furnished describing the normal use and expected performance of the product.
5. Location and Access The Project site is located at Caliente Field Office (CFO) along US-93 N approximately 150 miles North-West of Las Vegas at Caliente Field Office, 1400 Front Street, Bldg#1, Caliente, Nevada 89008. The site is located approximately 110 miles North-East of St. George, Utah. The contractors are required to make preliminary site visit and come up with a methodology of how to take out the parts of existing HVAC system and replace with new units. After maintenance and replacement of HVAC system is completed, the contractors are required to make sure that the project site is in the same condition as it was before commencing of the project.
The Contractor shall follow all required security procedures at worksite for signing in and out, obtaining and displaying contractor badges or other necessary identification or other requirements as deemed necessary by BLM.
6. Use of Premises A. Contractors shall have limited use of premises, for services provisions. All works and parts shall be replaced by likes for likes manner.
B. Individuals working on equipment must be a certified HVAC technician. The Awarded
Contractor shall be required to show proof that they have been actively working in this industry.
C. Schedule operations so that work is conducted during the hours of 7:30 am to 4:30 pm, Monday through Friday, except for government holidays. Schedule and sequence operations necessary to complete the work, to minimize any delays or downtime for occupants. Work in such manner as to avoid delays in overall service and permit proper installation of work.
D. Government Occupancy: Allow for employees’ occupancy of work area. Government personnel will be continuously occupying areas of the building immediately adjacent to the work area. Conduct work in a manner that will minimize needs for disruption on normal Government operations.
E. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
F. Utilities: Temporary service interruptions of utilities will be allowed for connection to new equipment /equipment parts, per advanced schedule approved by Contracting Officer
Representative (COR). Tag and lockout procedures shall be enforced at this site during
HVAC maintenance and replacement.
7. Codes/Standards All work performed, equipment, and materials used under this scope of work shall be in accordance with applicable building codes, industry standards, manufacturer standards, county, and all governing agencies. In any event where the awarded Contractor creates a scenario where the Contracting Agency is found to be out of compliance with any Federal, State, Local, and
Manufacturer Standards, Laws, and Regulations (Department of Health, Labor & Industry, etc.), the awarded Contractor will be liable and responsible for any damages (Administrative, Operational, Monetary) suffered by BLM.
8. Warranties Provide a minimum warranty of one year for materials and installation from date of the installation, and additional five years for materials by manufacturer.
9. Schedule The performance period for the service is urgent as the facility is without Heating, Ventilation, and Air Conditioning (HVAC) system due to failure of the existing HVAC units. Work shall commence no later than 21 calendar days from the date upon which the Notice to Procced (NTP) is issued. The contractors are required to submit their tentative work schedule and work progress shall be tracked based on the submitted tentative work schedule. The government will meet with the contractor once service is provided to make sure the service is delivered fully, and the HVAC units system is running properly.

11. Tools and Equipment
The Contractor shall have sufficient construction equipment and tools to accomplish the project without reasonable delay beyond the completion date. All tools and equipment shall be new or otherwise in good working order and shall comply with the applicable standard in every case where such a standard has been established for the tools and equipment.
12. Payment
Upon the completion of the contract work, a Contractor office Representative (COR) shall accompany the Contractor on an inspection of the work done. Payment will be made at the unit bid price, once the HVAC has been inspected and deemed satisfactorily and accepted by the COR.
13. Field tests and inspections A. Perform HVAC system units test and visual and mechanical inspection once the work is completed.
B. Operational Test: After HVAC system units have been maintained and/or replaced, start units to confirm proper operation, product capability, and compliance with requirements.
C. Test and adjust controls and safeties. Replace damaged and malfunctioning controls and equipment.
D. Verify proper ventilation and air and heat circulation throughout the entire building.
14. Project Site cleanup E. Project site cleanup includes the removal and proper disposal of all construction trash, debris, and residue off the BLM project site. Items such as miscellaneous construction materials are considered the property of Contractor and shall be removed from the project site.
F. During the Work, Contractor is required to furnish dumpsters or other trash receptacles and to empty such containers either as they become full or weekly, whichever is more frequent.
Contractor shall not place materials of any kind into private or Government trash bins or dumpsters.
G. All damages caused to the property including wall and door scratches caused by Contractor or his/her representatives and staff shall be repaired free of charges to BLM to the satisfaction of the COR.
