PERFORMANCE WORK STATEMENT (PWS)
Performance Work Statement (PWS) for Janitorial Services at Dale Bumpers White River National Wildlife Refuge Office/Visitor Center and Bunk House

General: The Contractor shall provide janitorial service for the U. S. Fish and Wildlife Service. The Contractor shall perform janitorial services in all designated spaces. The Dale Bumpers White River NWR (DBWRNWR) office/visitor center and bunkhouse contain a variety of spaces and surface materials which must be maintained in a clean and safe manner.
The Contractor shall furnish all managerial, administrative, and direct labor personnel necessary to accomplish the work in this contract. Paper towels, toilet paper, trash bags, and hand soap will be supplied by DBWRNWR.
Contractor must notify contact with an itemized list of supplies for replacement. All supplies and equipment needed for cleaning will be provided by DBWRNWR. USFWS preferred supplies are bio-based and environmentally friendly.
Personnel: The Contractor shall provide a qualified work force meeting the contract requirements. The Contractor shall be able to provide the services identified in PWS for Janitorial Services.
Contractor employees shall be on site only for contractual duties and not for other business purposes. Minors, including family members of the Contractor or his employees, are not to be on the premises during contract work hours and are prohibited from performing any work under this contract
Only employees employed by the Contractor shall be allowed to provide services under this contract. Any use of subcontractors shall be deemed a material breach of contract unless expressly authorized in writing by the Contracting Officer.
Management and Supervision: The Contractor shall maintain schedules. The schedules shall take into consideration the hours that the staff can effectively perform their services without placing a burden on the FWS personnel.
The Contractor shall be responsible for quality control.
Conduct of the Work: All services shall be performed during the frequency schedules prescribed in this contract. All work shall be completed without interfering with the proper performance of Government business or work being done by other Contractor’s. If removed for cleaning convenience, furniture and wastebaskets will be replaced in their original locations. Work must be performed in accordance with current OSHA and Environmental statutes and regulations.
Proposed Cleaning Days: Services will be performed on Monday, one day per week at Office/Visitor Center and first Wednesday each month at Bunkhouse.
Insurance Requirement: Contractor must be insured and remain current during the entire contract period.
Duties and Responsibilities
1. Contractor shall schedule cleaning requirements to ensure that these are done in the order and time frame that are most efficient and have the least impact on normal operations. The COR shall determine the schedules presented which meet the needs of the individual facility.
2. Report any restroom facilities requiring repairs and graffiti abatement to the COR, so that necessary action can be taken.
3. Use all cleaning materials in strict accordance with manufacturers’ labels.
4. Clean all cleaning equipment at the end of each cleaning period and store in a designated area.
Equipment and supply storage rooms shall be kept clean and orderly at all times.
5. Required Deliverables and Requirements are listed below:
TASK A – Weekly Services Office/Visitor Center
Break Room:
• Clean stove top, cabinets, countertops, sink, and refrigerator
• Sweep and mop floors
• Clean tables and chairs
• Empty trash*
Offices (10 average sizes are 12’ X 16’):
• Vacuum floors
• Clean visible surfaces (desktops, bookcases, window sills, chairs, file cabinets, and equipment)
• Empty Trash
Restrooms:
• Clean, disinfect, and deodorize all plumbing fixtures, toilets/urinals (13 total), lavatories (11 total)
• Clean all dispensers (and refill), mirrors, counters, and cabinets
• Sweep and mop floors
• Fill paper towel dispensers
• Fill soap dispensers
• Empty trash
Foyer Area:
• Sweep and mop floors
• Clean visible surfaces
• Empty trash
Educational Classroom
• Clean tables and cabinets
• Sweep and mop floors
• Empty trash
Audio/Visual Room
• Vacuum floors
• Pick up any loose trash on or around chairs
• Empty trash
Exhibit Room:
• Vacuum floors
• Dust exhibits
*Empty all interior and exterior trash receptacles. Collect all designated waste paper and trash in plastic trash bags furnished by the refuge and dispose of immediately in outdoor trashcan next to the break room exit. The refuge shall pay for trash pickup services.
TASK B – Monthly Services or as needed (12 times/year) – Bunkhouse
All Rooms: (Living Area, Kitchen, Bedrooms (4), Bathrooms (2), Laundry Room, Screened Porch, Conference Room
• Dust mop/sweep and wet mop all floors
• Clean baseboards and blinds
• Dust all surfaces
• Clean entry doors and windows
• Empty trash
Kitchen
• Wipe down all cabinets, counter tops, and sink
• Clean refrigerators (2), microwave, stove top, table and chairs
Bathrooms (2)
• Clean showers, toilets, and vanities
• Wash shower curtain when needed
• Clean walls as needed
Utility Room
• Clean washer and dryer
• Wash and dry any dirty linens
