INSTRUCTIONS
PURPOSE: This form is designed to provide the National Park Service with the names, addresses and telephone numbers of key persons of the Contract, who are to be contacted in emergencies to cope with civil disturbances, fires, utility failures, and other types of emergency conditions.
PREPARATION: In cases where ECL is lengthy, consider preparing more than one list (i.e., a list for fire, police, FBI, U.S.
Attorney, U.S. Marshall, Bomb Squad, a list of numbers for Field or Regional Office Personnel, etc.). List to be updated periodically as required. Check box in Item 1 when applicable on date of preparation.
DISTRIBUTION. This form is designed to be kept at the Project Site; however it should be beneficial for key persons such as Building Managers to have an individual copy of the form. The offices which receive listings and the distribution should be made according to requirements of the Contract.

1. Project Manual is arranged in Construction Specification Institute (CSI) Master Format, 2004, updated April 2012.
a. Manual contains custom Documents, Forms, and Specifications created by
Northeast Region, National Park Service. Utilize to execute Project efficiently in order to deliver Best Value to United States of America.
b. Efforts have been put forth to synchronize this Project Manual to closely match and function similarly to technical specifications / project manuals found in commercial construction market, used by experienced construction professionals.
2. Hyperlinks are in Project Manual, linking to Government and professional association / industry websites, in order to clarify intent, set minimum standards, and/or access information for Project, solely for convenience of Project Manual user.
a. Hyperlinks will be in blue font and underlined.
b. Hyperlink may be either a customized hyperlink with display text only, or a traditional world-wide-web address beginning with ‘www’.
3. Sections and Documents are cited utilizing all capitals for title / name.
4. References, such as books, codes, regulations, professional standards, and similar, possess italicized title. Many of which will be hyperlinks as well.

7. Division 00 - Procurement and Contracting Requirements: Division affords information to execute the Project, including organizational means and methods and defines skill requirements for working with Cultural Resources.
8. Division 01 - General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.
9. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on
Drawings to identify materials and products:
a. Terminology: Materials and products are identified by generic terms used in individual Specifications Sections.
b. Abbreviations: Drawing notes will include abbreviations. Those utilized are common standards of the industry.
10. Contact Government for clarifications.
D. Project Information Transmitting:
1. Transmit Project submittals and information, including that applied for with a Request for
Information (RFI) or a Pre-Offer Inquiry (POI) by e-mail in appropriate, standard government format per type of document being transmitted.
a. Intent of the United States Government is to limit the number of printed reports and documents to only those determined by the National Park Service as
‘essential’.
b. Government will notify when original documents are required.
1.3 RELATED DOCUMENTS
A. All Project Documents and Modifications made part of Contract by inclusion or reference, and apply to this Section.
B. Documents related to this Section include, but are not limited to, following:

1.4 PROJECT DOCUMENTS
A. Discrepancy concerning the figures, Drawings, and Technical Specifications shall be promptly submitted to Government, who will issue a determination in writing.
1. Adjustment without determination will be at no cost to Government.
1.5 SYSTEM OF MEASUREMENT
A. It has been determined by Government that use of metric measurements and units is impracticable for Project and may cause inefficiencies. Imperial measurements, also known as inch-pound units, will be cited and utilized throughout Project for construction activities of layout and physical execution of construction.
1. Determination is based upon the Historic Structure, as was originally conceived and constructed utilizing imperial measurements.
2. Government recognizes and acknowledges that certain tests, from time to time, are conducted and expressed in metric measurements. Execute per the industry accepted, professional standard.
a. Metric measurements shall be hard measurements, such as g/L (Grams per liter to measure VOCs (Volatile Organic Compounds).
1.6 SITE EXAMINATION
A. A Pre-Bid Meeting will be held at Thomas Edison National Historical Park. At the meeting, site examination will be allowed.
1.7 PROJECT ENVIRONMENTAL GOALS
A. Project shall be in agreement with Thomas Edison National Historical Park General
Management Plan (GMP) and Environmental Management System (EMS).

1. Use minimum amount of energy, water, and materials feasible to meet Project intent.
a. Select energy and water efficient equipment and strategies to execute.
2. Include environmentally preferable products in Project.
3. Use renewable energy and material resources.
4. Manage Site and storage of materials to ensure no negative-impact on indoor environmental quality and reduce outdoor environmental impact.
5. Preserve the Site ecosystem and biodiversity.
a. Avoid site degradation and erosion.
b. Minimize off-site environmental impact.
6. Reduce construction waste through reuse, recycling, and supplier take-back.
7. Optimize operational performance in order to ensure energy efficiency.
a. Equipment shall operate as intended.
8. Consider the durability, maintainability, and flexibility of building systems.
1.8 ARCHEOLOGICAL FINDINGS
A. There may be archeological remains in the Work area.
1. Artifacts, petroglyphs, structural features, domestic and /or archeological objects of nature, historic or prehistoric, above or sub-surface, tools or items found in or around the construction area, such as within structure cavities, or otherwise on the premises, are property of Government.
2. Should operations uncover, reveal or find any archeological items:
a. Suspend operations at the area of discovery.
b. Do not disturb item(s). Leave in place.
c. Notify Government immediately of findings.
d. Continue operations at other areas of Project.
e. Do not resume Work in area until authorized by Government.
1.9 PROJECT REQUIREMENTS
A. Maintain portions of existing building affected by construction operations in a weather-tight condition throughout construction period.
B. Distribute entire set of Project Documents, including Drawings and Technical Specifications, but not limited to, to all entities involved with Project.
C. Furnish first-class mechanics and labor that possess the knowledge and skills to execute measures and precautions to protect elements of historic significance, structural and decorative, not scheduled to receive Work.

1. Execute Work using historic materials, or similar materials, and required skills as appropriate and specified by Project Documents, and as directed by Government.
2. Work to comply with the Secretary’s Standards.
D. Inspect, survey, document and submit all pre-construction conditions prior to mobilization to
Government.
1. Documentation to include preconstruction photographs.
a. Log and notate existing conditions as appropriate.
E. Develop an appropriate, project specific Work sequence to execute Project, for cost considerations and facilitating Project implementation while minimizing or eliminating negative impacts.
1. Collaborate with Government to identify, resolve, and coordinate Work sequence issues important to Project.
1.10 FIELD VERIFICATION
A. After Notice of Award, verify all new and existing conditions prior to execution of Work and ordering of products.
B. Before Work commences, arrange with Government a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
C. Forward discrepancies to Government in writing for clarification.
1. Do so prior to the commencement of Work.
2. Work performed prior to clarification, which may require correction, disassembly and reinstallation of incorrect Work in place, or replacement, but not limited to, shall be corrected at no additional costs to Contract / Government.
a. No time extension shall be granted or incorporated into Project Schedule.
1.11 CONSTRUCTION MATERIALS
A. Furnish and install products cited in Specifications and Drawings.
1. Materials shall be new and /or salvaged historic items approved by Government for incorporation into Work.
2. New materials shall be from outside of Park, unless otherwise specified.
B. Salvaged Materials:
1. Government will designate materials items to be salvaged.

2. Materials and items removed from structure remain property of the Government, as specified here and in other Sections.
3. Itemize, store and protect salvage materials and equipment until disposition by
Government.
1.12 PROJECT STANDARDS
A. Execute and complete Work of Project as depicted by Contract and Project Documents, and as affected by job conditions, and the implied intent of the Project as a whole to ensure the life safety, health and well-being of all end users, while preserving the historic fabric of subject structure and its components.
B. Comply with:
1. Building Codes:
a. International Building Code (IBC) 2012][, with State of New Jersey amendments for construction of the Project, including:
1) International Existing Building Code (IEBC), 2012.
2. William-Steiger Occupational Safety and Health Act (OSHA) of 1970, as amended, and modified to date.
3. Health and safety regulations and requirements, as applicable, of all other authorities having jurisdiction.
4. State labor laws and regulations.
1.13 WORK INCLUDED IN CONTRACT DOCUMENTS
A. Work will be constructed under a single prime contract.
B. Work of Project / Contract consists of construction and related services indicated on Project
Drawings and described in Technical Specifications. Refer to Drawings for building and Site data and additional general information concerning Work.
C. Work of Project includes, but is not limited to, roofing replacement and associated repairs at the

1.14 WORK BY GOVERNMENT
A. No Work shall be performed by the Government in conjunction with this Contract.
1.15 HAZARDOUS MATERIAL
A. No hazardous material is expected to be encountered in execution of Project.
B. If hazardous material is encountered, Work shall stop in area of encounter.
1. Government to be immediately notified of discovery and extents known.
2. Operations in encounter area shall not commence until a resolution is established.
1.16 SITE ACCESS AND UTILIZATION
A. General: Contractor shall have limited use of Site for construction operations as indicated on
Drawings as Work limits and as depicted by requirements described in this Section.
1. Thomas Edison National Historical Park is open to the public each calendar year from the first day of Spring until December 31, seven (7) days a week.
2. The Contractor shall provide vertical access to all areas of the Work of this Contract from a staging area to be designated by the Park.
3. The Government will require occupancy and use of the interior of the Potting Shed and adjacent Greenhouse for staff use and to conduct periodic public tours seven (7) days a week throughout the construction period of performance.
4. The interior stairway of the Potting Shed is reserved for use by the Government only. The
Contractor must provide exterior access to the roof throughout the construction performance period.
a. Contractor shall provide barricades to separate ongoing work from Government tours groups and visitors accessing the parking lot, Potting Shed and Greenhouse.
b. Contractor shall limit noise and contain dust and debris that may adversely affect
Park visitors and staff.
5. See ‘Work Restrictions’ below.
B. Scaffolding: Furnish, erect and maintain all necessary scaffolding and/or other means of access after securing approval of location and configuration by the Contracting Officer. Where scaffolding is erected, provide catch platforms and screen privacy netting along the entire length of the scaffolding. Provide access via stairs to all levels of scaffolding provided. Provide full access to all areas of work for inspection by the Contracting Officer and other Government representatives.

1. Staging shall be erected and removed by experienced personnel and shall meet all local and state codes. Provide covered access to all entrance doors. Secure staging and scaffolding at ground level at the end of the work day to eliminate access.
2. Contractor will be responsible for providing ground protection at all areas where lifts are utilized and overhead protection above all entrances. Refer to Specifications and
Drawings for additional information on site protection.
3. Provide shop drawings indicating scaffolding locations, dimensions, details and attachment to building.
4. See ‘Work Restrictions’ below.
C. Use of Site:
1. Limit use of Project site to work in areas within Construction Limits of Disturbance indicated.
2. Do not disturb portions of Site beyond areas in which Work is indicated.
D. Construction Limits of Disturbance (LOD):
a. Limit site disturbance, to the following general areas, unless otherwise specified in
Contract / Project Documents: Earthwork and clearing of vegetation, to 40 feet
(12.2 meters) beyond building perimeter.
b. Ten feet (three meters) beyond surface walkways, patios, surface parking, and utilities less than 12 inches (300 millimeters) in diameter.
c. 15 feet (four and one-half meters) beyond primary roadway curbs and main utility branch trenches;
d. 25 feet (seven and six tenths meters) beyond constructed areas with permeable surfaces, such as pervious paving areas, stormwater facilities, and fields, that require additional staging areas to limit compaction of soils.
E. Vehicular and Pedestrian Access and Egress:
1. Keep driveways, parking lots, loading areas, corridors, and entrances serving premises clear and available to Government, Government employees, and first responders, for access and egress, emergency or otherwise, on foot and in vehicles, at all times.
a. Do not use areas for parking, staging, or storage of materials, unless authorized by
Government.
b. Schedule deliveries to minimize use of driveways and entrances by construction operations.
c. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
d. Deliveries shall utilize specified route as defined by Government.

F. Existing Building Conditions:
1. Maintain portions of existing building affected by construction operations in a weather-tight condition throughout construction period.
2. Repair damage caused by construction operations.
G. Storage of Products:
1. Confine storage to immediate Site as directed by Government.
2. Contractor is allowed a storage container on-site at a location agreeable to Government, and for efficient operations.
1.17 COORDINATION WITH GOVERNMENT
A. Government Occupancy:
1. Government will use the premises at certain times during construction period, with exception of areas under construction.
a. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage.
1) Perform the Work so as not to interfere with Government operations.
2) Maintain existing exits unless otherwise indicated.
b. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities.
c. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Government.
d. Provide not less than 72 hours' notice to Government of activities that will affect
Government's operations.
e. Additional detail will be issued at Pre-Bid Meeting and/or Preconstruction
Conference.
B. Conduct all operations and procedures in manners to ensure the safety for all and minimize inconveniences.
1. Methods shall be compliant with OSHA and other applicable regulations, including State and local bodies, having jurisdiction.
2. Deliver to Government:
a. Schedule for safety meetings.
b. Project specific emergency response plan.
c. Project specific accident prevention plan.
d. Possess first aid equipment on site, and other areas as required.
e. Necessary safety equipment on site to perform the construction activities as required by regulation.

1.18 WORK RESTRICTIONS
A. General:
1. Comply with restrictions issued by authorities having jurisdiction of construction operations.
B. Park Rules and Regulations:
1. Obey all Park Rules and Regulations, as well as those enumerated in 36 CFR, Title 36, Volume 1, Chapter 1 - Parks, Forests, and Public Property.
C. Official Ceremonies:
1. Provide for Work stoppage as required for official ceremonies at Park and/or facility.
a. Obtain from Government schedule of ceremonies.
b. A total of four Workdays will be allowed for this requirement.
c. Reflect time on project construction schedule.
D. Occupancy:
1. Government will occupy the premises and will make use of adjacent and public will utilize adjacent spaces, grounds, and areas during Project execution, as cited above.
a. Perform Project daily planning, meetings, toolbox and general, and housekeeping activities only during Work hours of 8 AM to 5 PM Monday through Friday and
Government pre-authorized Workdays.
1) Hours cited above are not Work execution hours.
b. Do not execute operations during:
1) Federal holidays, unless otherwise agreed to in advance by Park.

1. Limit Work on Park grounds in existing structure to normal Park hours of 8 a.m. to 5:00 p.m., Monday through Friday, unless otherwise authorized by Park.

G. Haul Restrictions:
1. Park requires a certain access route to Site.

a. Obtain overweight and/or wide load permits when required.
b. Possession of a Permit shall not be relief of liability for damage which results from construction operations, including street, bridges and sidewalks, but not limited to.
H. Contractor’s commercial vehicles, including material and product delivery vehicles:
1. Are allowed on-site only through coordination with Government.
a. All vehicles shall be equipped with fire extinguishing equipment and first aid as required by U.S. D.O.T. and State D.O.T., including those that deliver goods and materials.
I. Existing Utility Interruptions:
1. Do not interrupt utilities serving facilities occupied by Government or others unless permitted by Government and those authorities having jurisdiction, and then only after providing temporary utilities per requirements indicated.
a. Two hours is the maximum time allowed for planned utility disruptions unless otherwise approved by Government in writing.
b. An interruption beyond four hours shall require temporary services.
2. Notify Government not less than four days in advance of proposed utility interruptions.
3. Obtain Government written permission before proceeding.
4. Cite periods on construction schedule.
5. Locate and prevent damage to known utilities.
a. If any damage occurs, take relative action and repair utility at no additional expense to Government.

b. Repairs shall commence immediately and carried out expeditiously and in professional manner pursuant to and compliant with all federal, state and local codes and regulations as applicable.
c. No additional time shall be added to Contract for repairs from damages to utilities.
d. If damage occurs to an unknown utility, repair and reconnect utility immediately.
1) An equitable adjustment shall be made in accordance with the Changes clause of the Contract.
2) Repairs shall be executed as cited above.
J. Noise, Vibration, and Odors:
1. Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to Government occupancy with Government and neighboring parties.
2. Notify Government not less than four days in advance of proposed disruptive activities.
3. Obtain Government written permission before proceeding.
K. Nonsmoking Building:
1. Smoking is not permitted inside or upon historic structure or within 25 feet of entrances, operable windows, or outdoor-air intakes.
2. No litter from smoking shall be present on, near or adjacent to the Site.
3. Areas were smoking is allowed shall be at a location directed and approved by
Government.
L. Controlled Substances:
1. Use of controlled substances within the existing building is not permitted.
M. Park Security:
1. Special security requirements for the Project will be announced at the Pre-Bid and Pre-
Construction meetings.
1.19 PERMITS
A. Obtain permits from authorities having jurisdiction, at Federal, State and municipal levels, in order to execute Work. Permits required for Project include:

PART 1 - GENERAL
1.1 SUMMARY
A. Referenced in this Section is the Contract Price Schedule for REPLACE FLAT ROOF AND
DRAINAGE SYSTEM AT HISTORIC POTTING SHED AT GLENMONT.
1. The Contract Price Schedule is located elsewhere within the construction contract documents.
B. The intent of this section is to explain, in general, what is and what is not included in a contract line item, and the limits or cut-off points where one item ends and another begins.
C. If no contract line item exists for a portion of the work, include the costs in a related item.
1.2 LIST OF CONTRACT LINE ITEMS – BASE

SECTION 013000 - ADMINISTRATIVE REQUIREMENTS
PART 1 - GENERAL
1.1 PROJECT MANAGEMENT AND COORDINATION
A. Subcontractor List: Submit a written summary identifying individuals or firms proposed for each portion of the Work provided via e-mail.
B. Key Personnel Names: Within fifteen (15) calendar days of Notice of Award, submit a list of key personnel assignments, including superintendent and other personnel in attendance at
Project site. List e-mail addresses and mobile telephone numbers.
C. Coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work.
D. Requests for Information (RFIs): On discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI. Use the form included in this Project Manual, Document 000600 – Project Forms. Each RFI shall be sequentially numbered, and shall not require a Transmittal Sheet to accompany it. However, each RFI shall be logged.
E. Schedule and conduct Progress Meetings at Project site at weekly intervals. Notify Government of meeting dates and times. Require attendance of each subcontractor or other entity concerned with current progress or involved in planning, coordination, or performance of future activities.
1. Contractor shall record minutes and distribute to everyone concerned, including
Contracting Officer, Park and Contracting Officer’s Representative and Architect.
1.2 DEFINITIONS
A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.
1. Critical activities are activities on the critical path. They must start and finish on the planned early start and finish times.
2. Predecessor Activity: An activity that precedes another activity in the network.
3. Successor Activity: An activity that follows another activity in the network.
B. Cost Loading: The allocation of the Schedule of Values for the completion of an activity as scheduled. The sum of costs for all activities must equal the total Contract Sum, unless otherwise approved by the Contracting Officer.
C. CPM: Critical Path Method, a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Project.

D. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.
E. Float: The measure of leeway in starting and completing an activity.
1. Float is not for the exclusive use or benefit of either the Government or the Contractor, but is jointly owned.
2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.
3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.
F. Fragnet: A partial or fragmentary network that breaks down activities into smaller activities for greater detail.
G. Gantt Chart: A type of bar chart that illustrates a project schedule.
H. Resource Loading: The allocation of manpower and equipment necessary for the completion of an activity as scheduled.
1.3 SUBMITTAL ADMINISTRATIVE REQUIREMENTS
A. Submittals shall be accompanied by a Transmittal Sheet, form CM-16, included in Document
000600 - Project Forms.
1. Any Material Submittals shall be logged by the Contractor into the Submittal Log included in Document 000600, Project Forms. Each Submittal shall be sequentially numbered.
B. Government’s Digital Data Files: Electronic digital data files of the Contract Drawings will not be provided by Government for Contractor's use in preparing submittals.
C. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
1. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including re-submittals.
2. Government will return submittals, without review, submittals received from sources other than Contractor.
D. Paper Submittals: Place a permanent label or title block on each submittal for identification.
Provide a space approximately 6 by 8 inches on label or beside title block to record Contractor's review and approval markings and action taken by Contracting Officer. Include the following information on the label:
1. Project name.
2. Date.
3. Name and address of Contractor.
4. Name and address of subcontractor or supplier.

3. Provide means for insertion to permanently record Contractor's review and approval markings and action taken by Contracting Officer.

a. Contracting Officer will return annotated file. Annotate and retain one copy of file as an electronic Project Record Document file.

2.2 ACTION SUBMITTALS
A. Submit six (6) paper copies of each submittal unless otherwise indicated. Contracting Officer will return two (2) copies.
B. Product Data: Mark each copy to show applicable products and options. Include the following:
1. Manufacturer's written recommendations, product specifications, and installation instructions.
2. Testing by recognized testing agency.
3. Compliance with specified standards and requirements.
C. Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base
Shop Drawings on reproductions of the Contract Documents or standard printed data. Submit on sheets at least 11 by 17 inches, but no larger than 22 by 34 inches. Note that 22 by 34 inches is preferred. Include the following on the drawings:
1. Dimensions and identification of products.
2. Fabrication and installation drawings and roughing-in and setting diagrams.
3. Notation of coordination requirements.
4. Notation of dimensions established by field measurement.
D. Samples: Submit Samples for review of kind, color, pattern, and texture and for a comparison of these characteristics between submittal and actual component as delivered and installed.
Include name of manufacturer and product name on label.
1. If variation is inherent in material or product, submit at least three (3) sets of paired units that show variations.
2.3 INFORMATIONAL SUBMITTALS
A. Informational Submittals: Submit six (6) paper copies of each submittal unless otherwise indicated. Contracting Officer will not return copies.
B. Qualification Data: Include lists of completed projects with project names and addresses, names and addresses of architects and owners, and other information specified.
C. Product Certificates: Prepare written statements on manufacturer's letterhead certifying that product complies with requirements in the Contract Documents.
2.4 DELEGATED DESIGN SERVICES
A. Performance and Design Criteria: Where professional design services or certifications by a design professional are specifically required of Contractor by the Contract Documents, provide products and systems complying with specific performance and design criteria indicated.
1. If criteria indicated are not sufficient to perform services or certification required, submit a written request for additional information to Contracting Officer. Submit written request on RFI form provided in this project specification manual sent via e-mail.
