SCOPE OF WORK
Beaufort National Historic Landmark District Beaufort, South Carolina Condition and Integrity Study
SCOPE
In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this purchase order for the National Park Service (NPS) as described below.
CONFIDENTIALITY
The information developed under this purchase order is the property of the U.S. government and shall be kept in strict confidence.
PERFORMANCE PERIOD
The work shall begin following the issuance of the purchase order, proceed in accordance with the schedule for submittals, and be completed no later than 36 months after award.
INTRODUCTION
This scope of services directs the Contractor to prepare a report assessing and describing the current integrity and condition of the Beaufort National Historic Landmark District. The Secretary of the Interior designated the Beaufort National Historic Landmark District in 1973. The district comprises approximately 304 acres in which are located about 200 buildings. Of both historic and architectural significance, they date from the early 18th to the early 20th century (see map in addendum).
The report shall document, in narrative and photographic formats, changes that have occurred within and adjacent (i.e. setting) to the district since its designation in 1973. The report shall also include an analysis of the current integrity as compared to when the NHL was designated and updated as well as current threats to integrity. Assessing the integrity of the district as a whole will necessitate the identification of the following: resources that retain a high-level of integrity, historic resources which no longer retain a high level of integrity, and modern infill. The contractor shall look to all available sources to develop this section, including: interviews with the local community, historic preservation professionals, National Park Service staff, and others knowledgeable about development or other threats; media reports; various program records from the State Historic Preservation Office and the National Park Service; as well as other sources available to the contractor.
The contractor shall include in the report a map of the district, generated using the National Park Service’s Cultural Resources GIS Standards. The map shall depict the boundary of the National Historic Landmark District and recommendations of all contributing/ non-contributing resources within the district. As applicable, the contractor shall create additional maps showing areas where the integrity of the district is threatened or where integrity has been lost.
The Contractor shall provide all materials, supplies, labor, supervision, coordination, and management necessary to complete the required work as specified in this scope of services.

SPECIFIC TASKS
1) Project Start-Up Meeting (Virtual) Initial meeting to meet with stakeholders, including Beaufort officials, to discuss aims of project, resources, and logistics.
2) Orientation Community Meetings in Beaufort (location TBD) Meeting to publicly present the study to the public and solicit public input. Three separate meetings based on project progression shall be scheduled in coordination with local representatives, a morning and evening meeting is anticipated. In coordination with NPS, the community shall be invited to provide input into the development of the study. The contractor is expected to provide a facilitator, a virtual platform for those unable to attend in person, and large-scale visual aids of the study for the meetings.
3) Orientation Listening Sessions in Beaufort (location TBD) The NPS and the City of Beaufort will identify participants for three small groups to attend listening sessions which will help inform the study. The sessions will occur during the same visit as the above community meetings and are expected to last one hour each. The contractor is expected to provide a facilitator as well as large-scale visual aids of the study for the listening sessions.
4) Prepare Condition and Integrity Study Report As described in the introduction, the contractor shall prepare a report describing the current condition of the Beaufort National Historic Landmark District. The contractor shall undertake a windshield level survey of the entire district with more detailed analysis focused on principle buildings and sites. The total amount of time allotted to fieldwork in the NHL District (survey) shall be limited (estimate of two-three weeks). The report shall focus on major changes and alterations, for example new construction, changes in appropriate scale, and demolition for parking.
The contractor shall compare current conditions to the conditions as described in the National Historic Landmark nomination and nomination photographs. As part of the analysis the contractor shall include a historical overview that describes how the district has changed since the time of designation. The narrative shall evaluate the current integrity of NHL district as a whole, using the integrity criteria in the NHL bulletin, How to Prepare National Historic Landmark Nominations (pages 36-37). The study should be in a narrative form and address all seven aspects of aspects of integrity.
Photographs The contractor shall employ photographs to illustrate points made in the narrative. The Contractor shall include photographic views that are representative of the district.
Views shall include:
· If possible, the same views as submitted with the original NHL nomination
· Representative views of historic and non-historic areas
· Views of important buildings or structures that contribute to the significance of the district
· Views of important topographical, spatial, or landscape elements defining the character and significance of the district
· Views of additions, alterations, intrusions, and dependencies
Mapping The Contractor shall include in the report multiple illustrative maps of the district. All maps shall include a north arrow, legend, scale, date it was created (mm/yyyy) and author. The map shall be generated using the National Park Service’s Cultural Resources GIS Standards. The contractor shall deliver to the National Park Service all shapefiles used to generate the map and all metadata.
The report shall include a map that depicts the boundary of the National Historic Landmark District and recommendations of contributing/ non-contributing resources within the district.
As applicable, the contractor shall create additional maps to illustrate points made in the narrative, for example, additional maps may illustrate chronological development, areas of loss of high and low integrity, or types of alterations and changes.
Document Standards The final report shall conform in punctuation, footnote, and bibliographic form, as well as other stylistic matters, to the Chicago Manual of Style, 17th edition or later. The report will be written according to accepted scholarly standards, meaning that it will be in standard, formal English, in complete sentences, and will not contain slang, contractions or other characteristics of informal or casual writing. The report will be fully documented according to scholarly standards with footnotes, not endnotes, providing reference information (including page numbers) for all factual material and quotations taken from other sources.
5) NPS Review of Draft Report The Contractor shall electronically submit a draft report to the COR. The Contractor shall revise/supplement the draft in response to consolidated written comments.
6) Draft Report for Public Comment The Contractor shall electronically submit a draft report to the COR. The Contractor shall revise/supplement the draft in response to consolidated written comments.
7) Public Meetings (Virtual) The contactor shall present their draft findings at virtual public meetings to be scheduled in coordination with local representatives, a morning and evening meeting is anticipated. The presentation shall include visual aids (i.e. large maps and photographs) to illustrate the preliminary findings of the study. The contractor is expected to provide a facilitator, virtual meeting platform, and large-scale visual aids for the meetings. In coordination with NPS the public shall be invited to comment on the study. Public comments shall be summarized and incorporated into the final report.
8) Listening Sessions (Virtual) The NPS and the City of Beaufort will identify participants for three small groups to attend virtual listening sessions to present the draft findings. The sessions are expected to last one hour each and will occur around the same date as the virtual public meetings. The contractor is expected to provide a facilitator, virtual meeting platform, and large-scale visual aids to illustrate the preliminary findings of the study for listening sessions.
9) Final Report The Contractor shall submit the Final Report electronically to the COR; although 2 hard copies may be expected for the City of Beaufort. The final report shall be “web ready” and designed to be read electronically as well as ensuring 508 compliance. Reports (text and graphics) shall be computer generated using Microsoft Office Professional Plus 2010 Suite (including Word and Excel, or higher), Adobe Creative Suite, AutoCad R14c (or higher), and ArcGIS 10.1 (or higher) software. The contractor shall employ a graphic designer to format the report.
10) Public Meetings in Beaufort (location TBD) The contactor shall present the final report at public meetings to be scheduled in coordination with local representatives, a morning and evening meeting is anticipated. The presentation shall include visual aids (i.e. large maps and photographs) to illustrate the findings of the study. The contractor is expected to provide a facilitator, a virtual platform for those unable to attend in person, and large-scale visual aids of the study for the meetings. Any additional public comments will be kept on file with the NPS.
PROJECT SCHEDULE AND SUBMISSION OF DELIVERABLES
1. Project Schedule The NPS and other stakeholders will provide comments to the Contractor on all submittals within 60 days of receipt of the submission.

STIPULATIONS
1. The Contractor and key team members will meet the requirements specified in 36 CFR Appendix A, Professional Qualification Standards and the intent of Section 112 (a)(1)(of the National Historic Preservation Act of 1966, as Amended through1992. (http://www.cr.nps.gov/local-law/arch_stnds_9.htm )
2. The Contractor shall coordinate with the COR as necessary to complete the work as and when required and determine park point of contact. This coordination may include participating in conference calls and product review meetings.
3. All work shall be technically and legally defensible. In evaluating integrity, the Contractor shall apply the guidelines from the National Historic Landmark bulletin, How to Prepare National Historic Landmark Nominations (http://www.nps.gov/Nr/publications/bulletins/nhl/index.htm).
4. The Contractor shall submit the Final Report to the COR. The final report shall be designed to be read electronically. The contractor shall employ a graphic designer to format the report. Reports (text and graphics) shall be computer generated using Microsoft Office Professional Plus 2010 Suite (including Word and Excel, or higher), Adobe Creative Suite, AutoCad R14c (or higher), and ArcGIS 10.1 (or higher) software.
5. All documentation (field and research notes, photographs and negatives, sketches, finished original drawings, narratives, computerized inventories, GIS Shapefiles and reports) produced by the contractor in connection with this project are to become the property of NPS (public domain). All documentation shall be delivered to the NPS upon completion of contract services. The completed documentation may be used and reproduced in any fashion that the NPS chooses, with appropriate credit given to the researcher. A researcher may publish articles based on the research covered under these contracts, as long as appropriate credit is given to the NPS.
6. The Contractor's quality control efforts shall ensure that all draft and final deliverables are completed documents, as specified, that have been reviewed for academic excellence, professional and copy quality, and technical accuracy. Documents not displaying such efforts will not be accepted.
FEE AND PAYMENT
Progress payments to the Contractor shall be made on the basis of proper and acceptable invoices submitted consistent with the quality requirements described in Stipulation 6 above.
