National Park Service Dinosaur National Monument Fire Alarm System Repair and Testing

STATEMENT OF WORK

1.0 DESCRIPTION

Replace a total of 44 heat sensors and 95 smoke detectors that are beyond their ten-year lifespan. The power supply for each of the eight fire alarm systems will also be replaced. All new and existing fire alarm components will be integrated into a recently installed Digital Monitoring Products (DMP XR150) system that currently handles only security alarm components. All systems use commercial electrical power with back-up rechargeable batteries in the event power is lost. Every heat sensor and smoke detector installed must be tested and listed on the report or in an attachment to the report. The installed devices must be properly received by the alarm company receiving alarm reports, supervisory signals, and trouble signals from each alarm system. Disconnect AC/DC power from old fire alarm systems and remove from walls.

2.0 LOCATIONS OF WORK TO BE PERFORMED

Building 4-1, QEH (UT side): 8 smoke detectors Building 4-3, QVC (UT side): 30 smoke detectors, 3 heat sensors Building 4-2, Maintenance Shop (UT side): 10 smoke detectors, 14 heat sensors Building 2-1, Headquarters (CO side): 34 smoke detectors, 14 heat sensors Building 2-3, Wildland Fire Office (CO side): 6 smoke detectors, 2 heat sensors Building 3-1, 3-2, and 3-3, Lodore Complex (CO side – 2 hour drive east/north of HQ): 7 smoke detectors, 11 heat sensors

3.0 REFERENCES

Code requirements to be referenced for this contract include:

3.1 Fire Protection: National Fire Protection Association (NFPA) and International Fire Code (IFC)

· NFPA 72 – National Fire Alarm Code, 2019 edition

· International Fire Code (IFC), 2021 Edition The Authority Having Jurisdiction for this work is the National Park Service Intermountain Region Fire Code Official (FCO).

4.0 CERTIFICATIONS AND QUALIFICATIONS

The technician(s) must have at least two years of experience performing fire alarm system testing, repair, maintenance, installation, and related activities in buildings and with equipment comparable to those included in this contract. A National Institute for Certification in Engineering Technologies (NICET) II in fire alarm systems or higher certification is required to certify that the system is in proper working order after completion of the installation.

5.0 TASKS

Work under this contract consists of the tasks described below.

5.1 Fire Alarm Maintenance

Replace all smoke detectors and heat sensors in all fire alarm systems regardless of age. Provide documentation to the government of all maintenance performed.

5.2 Connect Fire Alarm Systems

Connect all existing fire alarm systems into newly install systems currently handling only security alarm sensors, and then disconnect old fire alarm systems from AC/DC power and remove hardware. Provide documentation to the government of all work performed.

6.0 PERFORMANCE REQUIREMENTS

Contact the Contracting Officer’s Representative (COR) a minimum of one week prior to the desired arrival date to schedule testing. All visits will be supervised by the COR or designated park employee. Repair and testing can be performed during normal business hours (8:00 – 5:00) when it does not interfere with building/visitor center operations. When such activities would interfere with normal operations, they shall be performed outside of business hours.

The contractor shall ensure that all fire alarm systems remain functional at all times except when being tested or repaired.

Before testing is conducted, the Contractor shall notify all persons and facilities that receive alarm, supervisory or trouble signals. This includes the COR, the park Facility Manager, and the 24/7 alarm monitoring company. The Contractor shall coordinate with the COR to ensure that all building occupants are notified. At the conclusion of testing, the Contractor shall notify all parties above that testing is complete.

Before maintenance or repairs are conducted, the Contractor must coordinate a non-emergency shutdown of the fire alarm system for the specific building on which repairs will be performed with the COR. The affected and/or repaired portion of the system shall be tested in accordance with NFPA 72 to ensure protection has been restored. The Contractor must provide the CO with written certification that the repairs are complete, including the names and titles of witnesses to the test. The Contractor shall plan repairs so that each system is taken out of service once.

The contractor shall provide all tools and supplies necessary to properly perform tests in accordance with NFPA standards.

The Contractor shall leave all areas where work is performed in a neat, clean, and orderly fashion at the end of each day.

7.0 DELIVERABLES

7.1 Inspection and Testing Deliverables

The Contractor shall provide electronic copies and one hard copy each of following documents at the conclusion of inspection and testing:

1. Written certification that each fire alarm system is in proper working order.

2. Completed Record of Testing form for each fire alarm component replaced in each fire alarm system as outlined in NFPA 72.

3. Report documenting any deficiencies and recommended corrective action to be taken according to recognized care and maintenance standards.

7.0 PERIOD OF PERFORMANCE

The work covered by this contract shall be performed between May 15th, 2023, and September 29th, 2023.
