Request for Quote Web Content for Youth

National Park Service, National Trails Office

PROJECT BACKGROUND

The National Trails Office (NTIR) of the National Park Service (NPS) administers or co-administers the California, El Camino Real de Tierra Adentro, El Camino Real de los Tejas, Mormon Pioneer, Old Spanish, Oregon, Pony Express, Santa Fe, and the Trail of Tears national historic trails (NHTs). Together, these congressionally authorized trails are more than 25,000 miles long, are in 24 U.S. states and on land owned and managed by cooperating federal, state, and local agencies and private organizations and landowners.

National historic trails (NHT) recognize original trails or routes of travel of national historic significance including past routes of exploration, migration, and military action. NHTs are long-distance historic routes that shaped the Euro-American settlement and, thus the development, of the United States of America. The trail segments, trail traces, and adjacent historic sites that remain today provide visitors with opportunities to experience these defining places of U.S.

history and the diverse human stories they hold.

NHTs are a difficult concept for the public to grasp because they are expansive, and though there are national parks sites near the trails, there is not a specific visitor center to obtain information about all the NHTs. Through web and social media sites, NTIR provides information about the cultural and natural history of the trail and surrounding land; shares trip planning resources; and introduces non-profit partners who offer key support to the NPS efforts of educating the public about the importance of protecting the trails. Learning resources for youth is limited to the current online Junior Ranger program and NTIR would like to expand the basic online resources available to help youth learn about the trail stories. In 2021, NTIR will be in receipt of research results and recommendations for creating a digital junior ranger program and will be working towards implementation of that program in the next few years. But basic background information about the trails is missing for youth and through the development of Story Maps and other simple materials NTIR hopes to fill that gap.

PURPOSE

The purpose for this Request for Quote (RFQ) is for the development of Story Maps and a printable PDF-kid-friendly version of the existing trail map for a minimum of two NHTs, and up to nine NHTs. The purpose for these products is to make it easier for youth to learn about the

NHTs.

SCOPE OF WORK

General Requirements

The contractor shall provide all services, including labor, materials, equipment, facilities, fees, research, licensing, and travel necessary to provide digital media planning services and delivery of the interactive youth media content.

The contractor shall produce the following:

The interactive digital media materials (Story Maps) must interface with the National Park

Service’s Content Management website system. The contents of these materials are to meet 3rd –

5th grade learning levels; be inclusive of diverse voices and stories, appeal to different learning styles; be accessible to all, and dovetail with the primary themes of NTIR. A portion of these materials must be downloadable into a printable PDF, which can stand alone in accomplishing the purpose of this project.

Core Line Item Tasks:

1. Select, in coordination with NPS core team, two NHTs to focus core line item tasks on;

additional NHTs can be added as option items, see Deliverables section below.

2. A documented review of primary themes for two NHTs and the digital Junior Ranger research documents.

3. Media development plan for two trails, chosen in collaboration with NPS core team, which includes the framework of recommended stories to be told using a diversity of voices that reflect youth connections to each unique NHT.

4. Incorporate diverse voices into the Story Map and PDF document, allowing time for NPS tribal conference where needed.

5. Field test these concepts with youth and provide feedback to NPS and adjust product.

6. Create distinct Story Maps of youth-appropriate trail stories for two NHTs, using an NPS-approved/ESRI Story Map platform

7. Create, for a minimum of two NHTs, youth-centric and youth-appropriate printable and accessible PDF document that highlights the basic NHT story, including images and minimal text.

MEETINGS

The contractor shall provide a report to the Contracting Officers Representative outlining the results of all meetings, including minutes of the meetings, and highlighting significant decisions.

Post-award Conference Calls:

The contractor shall participate in a post-award conference call with the Contracting Officer and

Contracting Officers Representative (COR) to review the contract and prepare for the project.

This conference call shall last no more than one hour.

NHT Orientation Meeting:

The contractor’s project manager and staff will participate in a virtual daylong meeting for the purpose of introducing the national historic trails administration, the NPS core team, the project, and the digital Junior Ranger research.

Other meetings may be needed as determined by NTIR as contract progresses

DELIVERABLES

The contractor shall submit to COR by email for review the following items:

1. Reports from post-award conference call and the NHT orientation meetings

i. One PDF copy

2. Digital media development plan at 50% and 90% for minimum of two trails

i. One PDF copy of draft

ii. One PDF copy of final package

3. Story Maps for minimum of two trails at 30%, 60%, 90% and final stages

4. Printable, accessible PDF document at the 50% and 90% stages

i. One PDF copy of draft

ii. One PDF copy of final package

5. Executive summary of the final media plan

i. One PDF copy of draft

ii. One print-ready PDF of final summary

iii. One 508-Accessible version for posting online

6. Return of:

i. All Government furnished equipment

Contract options:

• Develop Core Line Item tasks, including a Story Map and accessible, printable PDF of that

Story Map for one additional trail.

• Develop Core Line Item tasks, including a Story Map and accessible, printable PDF of that

Story Map for two additional trails.

• Develop Core Line Item tasks, including a Story Map and accessible, printable PDF of that

Story Map for three additional trails.

• Develop Core Line Item tasks, including a Story Map and accessible, printable PDF of that

Story Map for four additional trails.

• Develop Core Line Item tasks, including a Story Map and accessible, printable PDF of that

Story Map for five additional trails.

• Develop Core Line Item tasks, including a Story Map and accessible, printable PDF of that

Story Map for six additional trails.

• Develop Core Line Item tasks, including a Story Map and accessible, printable PDF of that

Story Map for seven additional trails.

Return of government- furnished items or any hard-copy materials should be sent attention to the above individuals at:

PROVIDED SERVICES AND MATERIALS

As part of the project the NPS staff will lead the core team, who will plan to provide the following materials or services for the project:

• Content and interpretive experts for review of all content for interpretive approach, historical accuracy, and archeological sensitivity

• Core team comments and feedback will be consolidated by NPS and provided to the contractor in one voice.

SUBMITTAL REQUIREMENTS

Quotes shall and the below information shall be sent to Stacy_Vallie@nps.gov to include a letter of transmittal and the information organized in the same order as requested herein are required.

• Name, address, and brief description of the firm

• Resumes of the firm’s key personnel and personnel to be assigned to this project

• Statement of the firm’s abilities and qualifications to perform the services requested

• Description of the proposed method to be used by the firm to complete each line item of the core scope of work and option items

• Timeline for completion for the required scope of work, which will include minimum three-week review and approval period by the core team

• Proposed cost of providing each line item in scope of work, including option items and referencing deliverables

• Description of applicable other projects, complete with references, in evidence that the firm has provided similar services

• A maximum of five (5) pages of other information not included above, which may be useful and applicable to providing the requested services

SELECTION CRITERIA

The following selection criteria will be used:

Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation of offerors.

This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).

1. Price.

2. The firm’s history and resources demonstrating capacity and ability to perform the required services.

3. Key personnel and of personnel assigned to this project.

4. Ability to relate to project requirements and NHT unique situations.

5. Ability to perform the services in a timely manner.

6. Prior experiences: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing three examples of their firm’s most recent projects within the past five years of similar size and scope.
