STATEMENT OF WORK

BLM Nevada Las Vegas Interagency Communication Center

Security System center

Bureau of Land Management Southern Nevada District

1.0 Project Introduction

Project Name: Installation of Security Camera System at BLM Nevada

1.1 Location and Facilities

This project is located at:

a. Las Vegas Interagency Communication Center ( LVICC) 2980 N. Rancho Drive Las Vegas, NV 89130

1.2 Short Project Description

The project consists of installing a Security system at LVICC to secure the building through an armed system that is Monitoring Doors, Windows, motion sensors, facility entry points, 24 hour security system monitoring and the primary system is to be ran Internet based with a backup contingency plan.

2.0 PROJECT Requirements

2.1 Scope of Work and Project Summary/Requirements

The work of this project consists of supplying and installing a security system that monitors the dispatch center. Security Center will contact Emergency Services and the Dispatch Centers Point of Contact.

2.2 Minimize Installation Impacts

During installation, the doors and windows will not be left open and unsecured during this process. Security Company Personnel will have access to the building during business hours with LVICC staff.

2.3 Staging Areas

Staging is limited to in/near the working area. All staging areas shall be returned to pre-installation conditions once project is complete.

2.4 Installation Coordination at all sites.

The Contracting Officer (CO) will provide all necessary written notification and/or direction to the contractor.

2.5 Quality Control

The quality of all work shall be the responsibility of the Contractor.

2.6 Working Hour Restrictions

All work and deliveries shall be limited to the weekday hours of 8:30 am to 3:30 pm unless otherwise approved by the Contracting Officer. No work shall occur on Federal holidays or weekends without prior approval.

2.7 Hazard Control

Take all necessary precautions to prevent fire during installation. Do not store flammable or combustible liquids in existing structures. Provide adequate ventilation during use of volatile or noxious substances.

2.8 Smoking

Smoking within buildings or temporary storage sheds is prohibited at all locations.

3.0 PERFORMANCE REQUIREMENTS

3.1 Protection

Protect any areas adjacent to the project site from installation debris. Keep dust and dirt to a minimum. Use suitable methods to limit dust and dirt from rising and scattering in air to lowest practical level. Comply with governing regulations pertaining to environmental protection. Ensure safety of persons in the work area. Provide temporary barricades as required to protect personnel and general public from injury due to installation work. Provide adequate fire protection. Keep area clear of hazardous substances and debris. Project site will be cleaned and secured on a daily basis to ensure the safety of the general public and personnel. All project debris will be cleaned up/removed at the end of the workday.

Project areas will be flagged/cordoned off to ensure the safety of the general public and personnel.

3.2 Contractor Support

Contractor will provide training and troubleshooting prior to project completion.

4.0 PROJECT DESCRIPTION

4.1 Existing Building and Site Description

At 2980 North Rancho Building. There are two programs that reside here.

Total Square Footage= 4,940 Square footage

1) Las Vegas Interagency Communication Center that is year-round, during the summer hours of operation are 24 hours and folks will be in the facility on a 24 hour staffing pattern.

The Federal Government employs 9 full time employees, during the summer months the staffing could be up to 15 dispatchers per shift.

2) Las Vegas Helitack program has between 8-12 Helicopter Crew members that are employed by the Federal Government.

This program will have personnel rotating in and out of the Helitack side of the building when rotating staffing. ( Outlined on the facility map)

It is important to have these two programs separated on the security system lay out. This way each program will be able to arm and disarm the security system as needed.

The zones will be reflected on the map as 1) LVICC 2) Helitack

Map below lines out the area the boundary areas and doors /windows that need to have security equipment installed.

4.2 Existing Project Condition

The existing project sites are located in an interior area of a building which is a climate-controlled environment.

4.3 Detailed Project Description

4.3.1 Specific Work Tasks:

The Contractor shall provide Security Equipment that will monitor entry points to the building, control panels that will arm and disarm the system.

The Contractor shall provide personnel that monitor the facility 24 hours a day on a year round basis and aware of when the alarm is activated/triggered. The contractor shall contact the person of contact (POC) and the appropriate emergency services at the facility when there are emergencies at the facility.

If software is approved by the BLM. The Ability for BLM employees to monitor the system from remote software or an APP when not at the facility to arm or disarm the monitoring system.

All of the Systems equipment will be maintained by the security provider under the scope of this contract.

Motion detectors at entry points in the building.

Control panel is controlled by wireless internet., 2 Keypad control systems ( 1 in dispatch, 1 in Helitack), audible sirens. Will need to have the option to arm and disarm specific zones within the building and have a “stay” mode when arming.

4.3.2 Installation:

Preferred the Security system to utilize wireless equipment in the facility whenever feasible.

4.3.3 Warranty:

Provide and onsite product and replacement warranty. This does not include abuse, mishandling, or acts of nature.

4.4 Inspection and Acceptance

The Government shall inspect and approve all work prior to final completion and acceptance and completion of the Contract responsibilities.

The Government reserves the right to reject any work based on defects with respect to completeness, correctness and consistencies. In the event of a rejection of any task, the Contracting Officer shall notify the Contractor in writing within a reasonable time of any deficiencies to be corrected. The Contractor shall have five (5) business days after receipt to correct noted deficiencies or respond with corrective action plan accordingly.
