Scope of Work/ Procurement Replace compact Excavator with New compact Excavator June 17, 2024 Introduction Mesa Verde National Park, Facilities Maintenance Department, Fleet and Equipment management unit seeks to replace a (1) Unit, Excavator with a new Compact Excavator.
The requirement will be to furnish and deliver all the specified equipment in ready to use condition to Mesa Verde National Park according to specifications outlined in this Statement of Work (SOW).
Background
Mesa Verde National Park welcomes over 550,000 visitors a year. These visitors depend on fully functioning roadways and properly maintained utility systems to ensure a safe and enjoyable experience.
The Park Facilities Maintenance department is responsible for maintaining and repairing numerous complex components in the water and wastewater systems and relies very heavily on its equipment to get the job done in a quick, safe, and effective manner.
Requirements
1. Furnish all Labor (Assembly), Parts, and Equipment associated with the specified piece of equipment. Delivery of Equipment will be required if vendor is more than 50 miles from Mesa Verde National Park. Proposals Must include delivery cost if farther than 50 miles from Mesa Verde National Park. For Exact Delivery details see Place of Performance, Listed in this Document.
2. As an example, the equipment proposed should possess specifications that are comparable to those of the Kubota KX040-4R3A. This includes, but is not limited to, performance, functionality, and dimensions. Equipment must meet the requirements listed below.
3. Equipment shall include options listed below, No exceptions.
a. Rubber Tracks
b. Fully Enclosed Cab shall have Heat/AC
c. Hydraulic Angle Dozer Blade 4 way (Up/Down/Left/Right)
d. Hydraulic Thumb Kit
e. Work Lights
f. Mechanical Or Pinned Quick Coupler for attachments.
g. 12” Excavator Bucket W/teeth
h. 16” Excavator Bucket W/teeth
i. 36” Grading Bucket
j. 36” Grading bucket cutting edge
4. Equipment’s Specifications/ Characteristics
a. Equipment specifications Required for any proposal shall be with in listed specifications ranges.
b. Any Equipment outside of specified ranges will be considered Not technically acceptable. All Proposals must include the listed options in this scope.
c. Required Specification Ranges
i. Equipment Horsepower output @ 2200 Rpm shall be from minimum of 38hp & maximum 48hp.
ii. Equipment Operating Weight W/ Rubber tracks shall be from 9400Lbs – 10,100lbs.
iii. Equipment must have Additional auxiliary hydraulic connections for operations of attachments such as but not limited Hydraulic Hammers, Drills, Augers, mowers, grinders, and rakes.
Deliverable Requirements Delivery to Mesa Verde National Park is required if vendor is beyond 80 miles from the park entrance.
Performance Period / Place of Performance
Delivery of equipment is subject to contract award and equipment availability.

Additional contract Information Technical Direction The COR will provide technical direction on contract performance. Technical direction includes:
Direction to the Contractor which assists in accomplishing the Scope of Work.
Comments on an approval of reports or other deliverables.
Technical direction must be within the contract Scope of Work. The COR does not have the authority to issue technical direction which (1) institutes additional work outside the scope of the contract; (2) constitutes a change as defined in the "Changes" clause; (3) causes an increase or decrease in the estimated costs of the contract; (4) alters the period of performance; or (5) changes any of the other express terms or conditions of the contract.
Technical direction will be issued in writing by the COR or confirmed by him in writing five calendar days after verbal issuance.
Government POCs. The Contracting Officer is the duly appointed government representative, subject to their individual warranting levels, authorized to execute and administer this contract. Certain duties are delegable. Those duties will be identified in writing to the contractor prior to start of the contract, and as changes are made. The primary delegation made will be to a “COR” or Contracting Officer’s Representative. Other authorities will be communicated prior to start of performance.
