Mesa Verde National Park
Fire Protection, Security, Smoke Detection Inspections, Testing, Maintenance and Repair
STATEMENT OF WORK
1.0 DESCRIPTION
The work under this contract includes performing annual testing and inspections on security alarm, smoke alarm, and fire suppression systems (including 5-year inspection) at specific buildings within Mesa Verde National Park. The work also includes providing reports documenting the inspections, replacing all backup batteries, and performing repairs as described under Tasks. All work shall be performed by qualified personnel and in compliance with applicable codes.
2.0 LOCATION
Thirty-one (31) buildings in six main areas of the park are included in this contract. The six main areas are the park Entrance, Headquarters, CCC Loop, Morefield, Utility, and Farview areas. All buildings have fire alarm systems, 19 have fire suppression systems, and 13 have security alarm systems. Attachment A provides a list of all buildings and the systems included in this contract, and Attachment B is a park map with the six areas indicated.
3.0 REFERENCES
Code requirements to be referenced for this contract include:
3.1 Fire Protection: National Fire Protection Association (NFPA) and International Fire Code (IFC)
• NFPA 25 – Water-based fire protection systems, 2019 edition
• NFPA 72 – National Fire Alarm Code, 2019 edition
• International Fire Code (IFC), 2021 Edition
The Authority Having Jurisdiction for this work is the National Park Service Intermountain Region Fire Code Official (FCO).
4.0 CERTIFICATIONS AND QUALIFICATIONS
The Contractor shall have available at all times a sufficient number of capable and qualified employees to enable the Contractor to properly, adequately, and safely perform all work required under the terms of this contract.
Automatic Sprinkler System technicians performing work under this contract shall hold at minimum a NICET Level II Inspection and Testing of Water-based Systems certification. Fire Alarm System technicians performing work under this contract shall hold at minimum a NICET Level II Inspection and Testing of Fire Alarm Systems certification. The technician(s) must additionally have five years of
MEVE 270131 Page 2 of 6 experience performing fire sprinkler and fire alarm system testing, repair, maintenance, installation, and related activities in buildings and with equipment comparable to those included in this contract.
Contractor and subcontractor personnel engaged in the activities specified by this contract shall also have all training, licenses, and permits required by the state, county, and local jurisdictions and be able to provide evidence of such. The Contractor must ensure that all certificates of training, licenses, permits and bonds are current and valid. All offers must include documentation/proof of the required certifications and qualifications for each employee anticipated to perform work under this contract.
Should additional personnel be added after award, the Contractor shall provide evidence of such qualifications no later than seven (7) days prior to that person beginning work under the contract.
5.0 TASKS
Work under this contract consists of the tasks described below.
5.1 Fire Suppression System Inspection, Testing, and Preventative Maintenance
Perform the annual and 5-year inspections and basic maintenance on all fire suppression systems included under this contract per NFPA 25. At a minimum work conducted during the inspection shall include, but is not limited to:
1. Visual inspection of the general occupancy conditions, environment, and operations related to fire protection.
2. Check for any changes in occupancy status that may affect the performance or reliability of the fire suppression systems.
3. Inspect general storage and stock arrangements in relation to fire sprinkler system effectiveness.
4. Inspect all sprinkler valves for proper position, general condition, accessibility, and protection.
5. Inspect control valves. Test control valves as required to ensure satisfactory operation. Seal and tag all control valves and clean and lubricate control valve components as required.
6. Inspect priming levels and air pressure on all dry pipe valves. Check and adjust as necessary.
7. Drain and blow out all dry system low points equipped with valve arrangements.
8. Inspect all accelerators and accessories to determine if they are in satisfactory condition.
9. Inspect sprinkler control valve identification signs and security arrangements.
10. Check condition of drain valves, check valve, gauges, and related components.
At a minimum, work conducted during the alarm flow test shall include but is not limited to:
1. Inspect and test operation of alarm valves, flow indicators, retards, and accessories for proper operation.
2. Inspect glycerin-based antifreeze. If required for proper freeze protection, remove, and replace with listed antifreeze in accordance with NFPA standards.. If mixing will not resolve antifreeze problems, contact the CO as indicated in the last paragraph of this section.
3. Inspect and test all alarm system components for satisfactory operation. Clean and lubricate as necessary.

Preventative maintenance shall be performed by the Contractor as a part of this contract to keep the system equipment operational. At a minimum, preventative maintenance shall include, but is not limited to:
1. Inspect and determine if all portions of the fire sprinkler systems are in service and in satisfactory condition.
2. Inspect all changes or modifications to fire suppression systems to ensure the changes or modifications meet current code requirements.
3. Check the general condition of sprinkler heads. Visually check the heads for any obstructions or coatings that may hinder satisfactory activation and that there is adequate clearance around the heads to allow proper water distribution.
4. Check the general condition of the sprinkler system piping, hangers, and related equipment.
5. Inspect fire department connection couplings, caps, threads, clappers, check valves, and drain.
Lubricate as required.
6. Check the reserve supply of sprinkler heads for proper assortment.
7. Ensure proper fire alarm signaling (supervisory and alarm conditions).
8. Conduct a trip test of all dry valves as described below:
a. Note location, device number, system, and area controlled.
b. Check for normal air and water pressure prior to test.
c. Flow test each system prior to trip to remove obstructive materials from supply piping.
d. Fully trip and flood each system by utilizing proper test connections.
e. Check trip point pressure and times to determine satisfactory results.
f. Check and document the time to flood system and discharge water from proper test outlets.
g. Inspect the performance of each valve.
h. Inspect the valve interior, moving parts, rubber facings, seats, and other related components.
i. Clean and reset dry valve, replacing necessary gaskets as required.
j. Check alarm activation at trip test point.
k. Drain and dry all low points.
l. Restore the system back in service.
m. Check and determine satisfactory operation of accelerators.
n. Clean, reset, and return accelerators to service.
o. Record the time necessary to re-pressurize the system with air and report any related deficiencies.
If the inspections reveal any deficiencies that will not be remedied by the repair work included in this contract, contact the Contracting Officer (CO). No deviations from the Statement of Work or extra work shall be performed without written authorization from the CO. For repairs related to corrective maintenance, including but not limited to replacing corroded or painted sprinklers, correcting obstructions to sprinkler spray patterns, repairing pipe leaks, replacing missing or loose pipe hangers, cleaning clogged fire pump impellers, and replacing valve seats and gaskets, the Contractor shall provide a cost proposal to the CO and COR. The proposal shall include a list of components and materials to make the repair, the labor hours required, and the anticipated schedule for making the repair. If the

Contractor determines that immediate correction of a deficiency is required to maintain safety, report this condition immediately to the CO and COR.
5.2 Fire Suppression System Repairs
Previous inspections identified necessary repairs to multiple systems, which are listed by building in Attachment C. The contractor shall perform all repairs listed for each building, supplying all materials, equipment, and labor.
5.3 Fire, Smoke, and Security Alarm Testing
Perform inspections, testing, and maintenance on all automatic fire alarm systems, smoke detection systems, and security (intrusion) alarm systems, including notification systems, under this contract per NFPA 72 and (insert standard for security systems). This includes all equipment and components, including but not limited to manual alarm devices, main fire alarm panel and components, voice alarm system, speakers and horns and other audible and visible devices, wiring circuits and junctions, all other alarm, detection and control and ancillary devices, and emergency power operations. At a minimum work conducted during the inspection shall include, but is not limited to:
• Identify how each device reports to the fire alarm control panel
• Ensure reporting is accurate for the device tested
• Verify that supervisory and trouble alarms are reporting accurately
• Identify if each device or battery backup passed or failed testing and inspection
• For locations that report to a monitoring service, verify that zones and/or addresses report accurately
• Verify that the NPS fire alarm system specifications within this contract are correct, and note all deficiencies clearly by code violation and system
• Notify the monitoring agency of the beginning and completion of each test
If the inspections reveal any deficiencies that will not be remedied by the repair work included in this contract and for which the cost of supplies plus labor to complete the work would exceed $100 per repair, contact the Contracting Officer (CO). No deviations from the Statement of Work or extra work shall be performed without written authorization from the CO. For repairs related to corrective maintenance, the Contractor shall provide a cost proposal to the CO and COR. The proposal shall include a list of components and materials to make the repair, the labor hours required, and the anticipated schedule for making the repair. If the Contractor determines that immediate correction of a deficiency is required to maintain safety, report this condition immediately to the CO and COR.
5.4 Fire, Smoke, and Security Alarm Repairs
Replace all backup batteries in all fire, smoke, and security alarm systems regardless of age. Replace damaged horn/strobe in building #310 as identified in Attachment C. Perform any repairs noted as necessary during the inspections conducted under this contract for which supplies plus the labor necessary to correct the deficiency is less than $100 per individual repair. Provie documentation to the government of all repairs.

6.0 PERFORMANCE REQUIREMENTS
Contact the Contracting Officer’s Representative (COR) a minimum of one week prior to the desired arrival date to schedule testing. All visits will be supervised by the COR or designated park employee.
Testing, maintenance, and repair can be performed during normal business hours (8:00 – 5:00) when it does not interfere with building operations. When such activities would interfere with normal operations, they shall be performed outside of business hours.
The contractor shall ensure that all fire suppression, fire/smoke alarm, and security alarm systems remain functional at all times except when being tested or repaired.
Before testing is conducted, the Contractor shall notify all persons and facilities that receive alarm, supervisory or trouble signals. This includes the COR, the park Facility Manager, the central station, and fire department. The Contractor shall coordinate with the COR to ensure that all building occupants are notified. At the conclusion of testing, the Contractor shall notify all parties above that testing is complete.
Before maintenance or repairs are conducted, the Contractor must coordinate a non-emergency shutdown of the fire suppression or alarm systems for the specific building on which repairs will be performed with the COR. Backup fire suppression during the time the sprinkler system is out of service will be fire extinguishers already in place in the buildings. The affected and/or repaired portion of the system shall be tested in accordance with NFPA 25 to ensure protection has been restored. The Contractor must provide the CO with written certification that the repairs are complete, including the names and titles of witnesses to the test. The Contractor shall plan repairs so that each system is taken out of service once.
The contractor shall provide all tools and supplies necessary to properly perform inspections and tests in accordance with NFPA standards.
The Contractor shall leave all areas where work is performed in a neat, clean, and orderly fashion at the end of each day.
7.0 DELIVERABLES
7.1 Inspection and Testing Deliverables
The Contractor shall provide electronic copies and one hard copy each of following documents at the conclusion of inspection and testing:
1. Written certification that the equipment has been inspected and testing by a NICET Level 2 technician.
2. Written certification that the equipment is in proper working order.
3. Completed Record of Inspection and Testing form for each system as outlined in NFPA 25 or 72, depending on the system.
4. Report documenting any deficiencies and recommended corrective action to be taken according to recognized care and maintenance standards.
7.0 PERIOD OF PERFORMANCE
The work covered by this contract shall be performed between Sept. 1, 2022 and Dec. 31, 2022.
