Statement of Work

Specifications for Road Striping Zion National Park

This is a Request for Quote for road striping to be performed at Zion National Park in Utah.

LOCATION: Zion National Park is located in southern Utah, Washington County. Work will be performed on all roads and areas in Zion National Park as indicated in Section 2, SCOPE.

SCOPE: Work consists of striping traffic control pavement markings per UDOT Specifications Section 02765. Striping includes approximately thirty-six (36) road miles of restriping double yellow solid and broken center lines and restriping or new striping of fog lines on all roads. All lines are 4-inches wide; center lines will be spaced 4 inches apart.

Restriping shall follow the same path as existing weathered striping. New striping of fog lines shall extend and connect to existing fog lines or be placed as new segments on roads having no fog lines. Striping work is identified in miles. All distances provided by the government are approximations. It is the contractor’s responsibility to verify all start/stop locations, distances and types of lines. All work will be performed under a single contract.

The following road sections are to be painted:

Road Segment 1: South Park Boundary to Canyon Junction Center Line Mileage: 2 mi

Road Segment 2: Canyon Junction to Temple of Sinawava Center Line Mileage: 6.2 mi

Road Segment 3: Canyon Junction to East Park Boundary Center Line Mileage: 13 mi

Road Segment 4: Kolob Terrace Road approximately 6.5 to 10.5 miles from State Route 9

Center Line Mileage: 4 miles

Road Segment 5: Kolob Terrace Road approximately 12.5 to 18.3 miles from State Route 9

Center Line Mileage: 5.8 miles

Road Segment 6: E Kolob Canyons Road, Park Entrance to Trailhead Parking Center Line Mileage: 5.3 miles

OPERATING TIMES: All work will be performed during periods of low traffic or as determined by the Contracting Officer’s Representative (COR) and Subject Matter Expert (SME). Weather conditions will be a determining factor in deciding where and when work will occur on any given workday. Striping hours 7:00 AM to 8:00 PM Monday through Thursday

. No work will be performed on Fridays, holidays or weekends without written permission of the COR .

4. GENERAL CONDITIONS:

A. Contractor is required to clean road sections being painted prior to striping.

Contractor shall obtain COR approval to paint cleaned sections prior to applying paint. Sections being striped shall be free from all dirt, grease, oil, and other materials that inhibit paint application and retention. Air blowing alone will not adequately prepare surface for paint application and retention in all sections. Contractor must provide additional means of cleaning sections not adequately cleaned with compressed air alone. COR will inspect all sections for cleanliness prior to Contractor applying paint or approve the cleaning process in advance.

B. The striping machine shall be capable of accurately superimposing succeeding coats of traffic paint upon the first coat and upon existing stripes at a speed of at least 5 miles per hour, regardless of road grade and conditions. Additional striping machine required capabilities are identified in Section 8.

5. CONTRACTOR’S USE AND CARE OF PREMISES:

A. Construction Camp: Establishment of a camp within the park is not permitted.

Utilizing campgrounds within the park during contract performance is not permitted.

B. Contractor will conduct operations safely and minimize inconvenience to public.

Road closures must be coordinated no less than 7 business days in advance and approved in writing by the COR.

C. Preservation of Natural Features: Confine all operations within the work area of the project. Exercise special care to maintain natural surroundings undamaged. If damage occurs, Contractor will immediately notify COR before creating further damage.

Contractor will restore damaged areas at no cost to Government.

D. Spill prevention shall be addressed in the safety plan provided by Contractor.

Contractor will immediately address any spills on roadways, parking areas, sidewalks and staging areas. COR will be immediately notified of any spills or leaks and Contractor will mitigate any damage to park resources and clean up the spill at no additional cost to Government.

6. PRODUCTS:

A. Materials Packaging: Paint and reflective media shall be in sealed containers that plainly show the designated name, formula or specification number, batch number, color, date of manufacture, manufacturer's name and directions of use, all of which

Specifications for Road Striping Zion National Park shall be plainly legible at the time of use. Any package not marked accordingly or in compliance with these specifications will not be accepted for use.

B. Acrylic water-based pavement marking paint per UDOT specifications section 02765, Pavement Marking Paint

C. Glass Beads: AASHTO M247-81, Type 1 per UDOT specifications section 02765, Pavement Marking Paint

D. Submittals: Documentation of the manufacturer and production batch identification for the paint and beads used.

7. APPLICATION: The following specifications will also be used as performance evaluation criteria and government acceptability criteria. Deviations from these criteria may result in full or partial government non-acceptance and non-payment.

A. Drying time:

1. Dry to no pickup, ASTM D 711, 10 minutes max.

2. Dry to no track, 0.7 kg/L type 1, 90 seconds max.

B. Thickness:

1. Traffic Paint shall be applied at wet film thicknesses of 20-25 mils for all longitudinal lines, per UDOT Specifications Section 02765.

2. Waterproof glass beads, 0.38 +0.03-mm, wet film thickness at 54 degrees C

C. Width:

1. Line widths shall be 4 inches, +/- 1/8th inch

2. Gap between double lines shall be 4 inches, +/- 1/8th inch

D. Flexibility: FSS TT-P-1952B No cracking or flaking

E. Technique:

1. Traffic stripes and pavement markings shall be applied only on dry surfaces and only during periods of favorable weather. Painting shall not be performed when the atmospheric temperature is below 50 degrees F, per UDOT Specifications Section 02765.

2. On existing surfacing, traffic stripes shall be applied in one coat. Each coat of paint for any traffic stripe, including glass beads where required, shall be applied in one pass of the striping machine, regardless of the number, widths and patterns of individual stripes involved.

3. Paint shall be applied in one coat at a rate of 190-240 ft/gal for 4-inch solid and 760-960 ft/gal for 4-inch broken lines, per UDOT Specifications Section 02765.

4. Glass beads shall be uniformly incorporated in all coats of paint concurrently with the application of the paint. Beads shall be embedded in the coat of traffic paint being applied to a depth of one-half their diameters.

5. Glass beads shall be applied at a rate of at least 8 pounds per gallon of paint, the full length and width of lines, per UDOT Specifications Section 02765.

8. APPLICATION EQUIPMENT:

A. Application equipment is specified to ensure safe and effective operations based on historical evidence indicating the need to define salient characteristics.

B. Mechanical means shall be used to paint traffic stripes and pavement markings and to apply the glass beads for traffic stripes.

C. Equipment used must be capable of applying stripes for a minimum of one mile before resupplying paint into paint reservoir.

D. Equipment used in the application of traffic stripes and pavement markings shall produce stripes and pavement markings of uniform quality that conform to the specified requirements.

E. Auxiliary equipment for unloading and loading of materials used for suitable surface preparation equipment, forklifts, brooms, rollers, traffic control equipment, hand tools and any other support and safety equipment shall be provided by the contractor as necessary to perform the work and provide traffic control services.

F. Stencils and hand spray equipment shall be used to paint pavement markings.

G. Striping Machine:

1. Striping machine shall be capable of accurately superimposing succeeding coats of traffic paint upon the first coat and upon existing stripes at a speed of at least 5 miles per hour.

2. The striping machine shall consist of a double-axle rubber-tired vehicle that is maneuverable to the extent that straight lines can be followed and normal curves can be made in true arcs. It shall be capable of applying traffic paints and glass beads at the rates specified. It shall be capable of maintaining at least 5 miles per hour during applications, regardless of road terrain or grade.

a. A double-axle line striper is required. Park roadways are narrow and turns cannot be safely negotiated by triple-axle vehicles. Grades are such that non-street licensed stripe application equipment overcome roadway grades and meet application requirements. This restriction is necessary to ensure work can be accomplished safely and accurately and to reduce damage to Government and personal property.

3. The striping machine shall be equipped with the following:

a. Pointer or sighting device not less than 5 feet long and extending from the front of the machine

b. Pointer or sighting device extending from the side of the machine to gauge the distance from the centerline for painting shoulder stripes

c. Positive acting cutoff device to prevent depositing paint in gaps of broken stripes

d. Shields or an adjustable air curtain for line control

e. Pressure regulators and gauges (if pneumatically operated) that are in full view of the operator

f. Paint strainer in the paint supply line

g. Paint storage tank with a mechanical agitator that operates continuously during painting operations

h. Glass bead dispenser located behind the paint applicator nozzle and which is controlled simultaneously with the paint applicator nozzle

i. Calibrated rods for measuring the volumes of paint and glass beads in the paint and glass bead tanks

9. TRAFFIC CONTROL:

A. Contractor shall provide dedicated (only one job role/function) traffic control personnel as required by OSHA and UDOT.

B. Contractor shall install and maintain temporary traffic control devices adjacent to and within the project as required by OSHA and UDOT.

C. Furnish and install traffic control devices before the start of construction operations.

D. Install only those traffic control devices needed for each stage or phase.

E. Relocate temporary traffic control devices as necessary.

F. Remove devices that no longer apply to the existing conditions.

G. Immediately replace any device that is lost, stolen, destroyed, or inoperative.

H. Keep temporary traffic control devices clean.

I. Repair or remove and replace “marginal” devices within 24 hours.

J. Repair or remove and replace devices immediately that are deemed unacceptable by the COR.

K. Remove all temporary traffic control devices upon contract completion or when approved by COR.

10. MEASUREMENT:

A. Government provided distances are approximations. Contractor is responsible for developing their estimate based on their measurements. Any difference between government and contractor distances shall be resolved as part of contract negotiation prior to award.

B. Painting traffic stripes will be measured by the linear foot along the line of the traffic stripes, without deductions for gaps in broken traffic stripes. A double traffic stripe, consisting of two 4-inch wide yellow stripes separated by a 4-inch wide space, will be measured as one traffic stripe. Painted pavement markings will be measured by the square foot for the actual area painted.

11. ROAD RESTRICTIONS IN PARK:

A. Hauling Materials on Public Roads: Load restrictions on Park roads are identical to State load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on Park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve the Contractor of liability for damage, which may result from moving equipment. Contractor shall notify COR of intent to mobilize any oversize, over length or over width loads (includes vehicles, trailers, equipment or supplies and materials) at least forty eight hours in advance of arrival at the Park boundary.

B. Travel Restrictions in the Park: Contractor vehicles exceeding restrictions must have a pilot vehicle. Contractor pilot vehicle must have a sign on the front indicating “Oversized load Follows”. Contractor must notify COR of intent to utilize a pilot vehicle 48 hours prior to entering Park. All costs for pilot vehicles will be borne by the Contractor.

12. CONTRACTOR AND GOVERNMENT FURNISHED ITEMS:

A. Contractor shall furnish all materials and equipment for this project.

B. Government shall furnish no materials or equipment for this project.

13. PAYMENT: Payment will be made on a lump sum basis. Payment and invoice (to include a vendor’s copy of the invoice as a PDF attachment) will be submitted through Internet Payment Platform (IPP) at this address: https://www.ipp.gov
