Scope of Work FY21 Quarters One Boiler Replacement

Springfield Armory National Historic Site (SPAR) Springfield, MA

01/26/2021

1.0 BACKGROUND:

First created as a military storage depot by the fledgling U.S. Army in 1777, Springfield Armory was authorized by Congress and President Washington to manufacture small arms for the nation’s defense in 1794. During its 174-year operation, Springfield Armory profoundly affected the lives of soldiers and civilians alike. Armory arms influenced battlefield tactics and wartime strategy in all major conflicts throughout U.S. history. Armory inventions and industrial processes revolutionized American manufacturing and helped launch the Industrial Revolution.

Springfield Armory National Historic Site (NHS) was established in 1974 to commemorate the critical role Springfield Armory played in the nation’s military and industrial history. The site is home to one of the world’s largest historic firearm collections which, along with historic structures and landscapes, form the core of the cultural and natural resources preserved and interpreted by the National Park Service (NPS) for public benefit.

2.0 OBJECTIVE:

The current Weil McLain Model 80 boiler in need of replacement was last replaced or installed beyond 20 years ago. It has a cracked hot water tube within and therefore is rendered non-functional. It needs to be replaced with like-in-kind parts and components for standardization of equipment and parts warehousing. The site currently as 5 of the same units for ease of maintenance and standardizing parts and repair practices.

This project will be to remove and dispose of one of the two existing 521,000 BTUH Natural Gas Fired, Steam boilers in the basement of the Commandant’s House (Quarters One) at Springfield Armory National Historic Site, then supply and replace with new like in kind of same or equal model. This contract will also include the installation of one new 5-inch cast iron service valve that is positioned atop of the boiler for isolation purposes. It will also include the disassembly of, the cleaning of, and the replacement of three circulator pumps for water circulation of the water. Two pumps are on site. One motor will need to be purchased to replace another. Contractor will also provide one additional pump for shelf stock. Contract also requires disassembly, cleaning, and replacement of gaskets where necessary, for steam condensate sumps.

There are three total condensate sumps with float controls within that need cleaning, flushing, and re-installation of gaskets and covers. There are also three motor control relays that need to be replaced.

3.0 SCOPE:

In accordance with the terms and conditions of the contract, contractor shall perform the work as described herein. All services performed under this contract shall be performed in accordance with applicable codes and accepted NPS standards.

4.0 PERFORMANCE PERIOD:

The project shall be completed as soon as the contract is awarded.

5.0 TASKS:

1. Removal and disposal of existing boiler. Existing boiler to be placed in Non-NPS dumpster or removed off site for disposal.

Contractor shall provide NPS with a copy of solid waste refuse weight tickets for records all jobsite waste and/or recycling. Contractor shall clean job-site of any unneeded or unused material that is related to the tasks of this project.

2. The contractor will then supply and install new Massachusetts approved Weil McLain Model 80 boiler of same model or compatible with all new controls, burner assembly, pressure gauges, cut-in/ cut-out switches, low water cut-off switches, and new piping where necessary. This will include re-piping to the new boiler, wire the new boiler using existing service, re-insulating affected insulation, and reconnecting flue to exiting stack.

3. The new boiler will then be started, tested, and synced to the other boiler to make sure it works correctly and is staged as designed.

4. Replace two existing circulator pumps with gaskets with two new circulator pumps that are on site. Provide appropriate gaskets or gasket material when replacing. Purchase for shelf stock one additional circulator pump of this same model.

5. Purchase and install one circulator pump of slightly different frame model to replace one that is currently no functional. All pumps to be replaced will be designated by NPS staff.

6. Disassemble, clean float and float rod assembly, replace gaskets and/or gasket material in three condensate chambers. Ensure that there are no leaks from the condensate chambers when completed.

7. Replace three electrical motor contact switch relays. Ensure that all electrical contacts are making connection and that all new and existing circulator motors are working properly.

SAFETY:

1. The contractor is responsible for following all NPS site protocols and policy relating to

COVID-19.

2. The contractor will be responsible for the proper safety in accordance with all local, state, and national codes as they pertain to boiler work and installation.

3. The contractor will follow all of the most up-to-date guidelines and protocols within the Commonwealth of Massachusetts, CDC, and National Park Service, with regards to COVID-19, best standards and practices for contractors working on construction sites and within close-proximity spaces for construction workers.

4. The contractors are to have self-certification processes in place relating to employees’ well-being and prevention against COVID-19.

6.0 QUALITY CONTROL:

The contractor is responsible for Quality Control, which includes ensuring accuracy, completeness, and correctness of the work to be performed and details, including coordination of all disciplines with the prime contractor’s subcontractors.

7.0 WORK HOURS

The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 3:30pm, Monday through Friday, except for Federal Holidays and/ or Weather-related delays declared by Springfield Technical Community College Campus.. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, official ceremonies, and government holidays, a written request must be submitted to the Contracting Officer 48 hours in advance to allow sufficient time to review the request for acceptability and, if accepted by the Contracting Officer, to allow satisfactory arrangements to be made by the Government for access to the work site and inspection. The request shall include number of personnel, expected work hours, and nature of work to be conducted.

5.0 TASKS:
