Statement of Work: Murphy Trailhead Paving

Work Location: Canyonlands National Park, Island in the Sky District

May 2023

PROJECT SPECIFICATIONS

PART 1GENERAL
PART 1GENERAL

1.1 DESCRIPTION

A. Synopsis. Supply and install hot mix asphalt pavement for the Murphy Point parking area located at the Island in the Sky District of Canyonlands National Park. The required pavement installation includes the associated regrading and compaction of the base coarse material. A three-inch finished layer of asphalt pavement is to be installed in the areas designated in the Attachment A - plan sheet C2. The Contractor’s pavement installation is to seamlessly match the existing pavement finished grade at all asphalt cuts and to ensure the stormwater drainage slopes as indicated in the plan sheet. The Murphy Trailhead parking lot will be closed to the public for one week in order for the grading and pavement installation work to be completed in total. The road closure is a significant impact to the Park; therefore, it is imperative that the Contractor meet the scheduling requirements agreed upon.

B. Location. The Island in the Sky District is located in Canyonlands National Park by traveling 10 miles North of Moab, Utah on U.S. Highway 191, then by traveling 22 miles south along State Highway 211. The Murphy Point parking lot is accessed by traveling south an additional 9 miles along the Grand View Point Drive from the Visitor Center.

C. Period of Performance: The period of performance for this project is a one week window from 8/14/2023 to 9/22/2023, excluding the Labor Day weekend. Arrange the performance dates with COR approval.

D. Warranty: The Contractor shall warranty the materials and workmanship for one year and shall replace or repair any defective work. Defective work that is the result of the Park’s roadway bench, such as inadequate compaction or improper drainage, is not covered under this warranty.

E. Site Visit. The Park encourages potential Contractors to visit the site to determine the extent of the pavement installation in the roadways that are included in the statement of work.

F. Submittals. Provide electronic cut sheets (in PDF format) that document the hot asphalt mix salient features, and provide the trade name, name and address of the manufacturer, recommended application temperature and methods. If more than one product type is listed on the cut sheet, the product to be supplied must be noted on the cut sheet or called out on a separate sheet. This information must be included with the quote, even if an approved product is being supplied.

1. Provide cut sheets for the hot mix asphalt

2. Provide a temporary traffic control plan (TTC) for review by the Park safety officer. The traffic control plan is to be developed in accordance with Part 6, Temporary Controls of the FHWA Manual on Uniform Traffic Control Devices (MUTCD).

3. Provide a safety plan that addresses the following:

a) Name of responsible on-site supervisor to carry out the safety program.

b) Emergency Equipment. Provide a list of Contractor first aid kit locations. At a minimum the Contractor shall have at least one first aid kit on site. Provide a list of Contractor fire extinguisher locations and type. At a minimum the Contractor shall have at least one 20 pound class C fire extinguisher on site.

c) Hazardous work phases and materials. Briefly outline each phase of the work, and identify any hazardous materials, associated hazards, and the methods proposed to ensure protection of property and safety of the public, Park personnel, and the Contractor's employees.

d) Personal Protective Equipment (PPE). Provide a list of required PPE and a statement requiring PPE be worn by employees.

e) Address site and job specific safety hazards (i.e., traffic control, hot asphalt hazards, etc.).
