Conference Services Performance-Based Statement of Work
Date: December 17, 2008
1.0 General.
1.1. Organizations to be supported:
U.S. Department of Defense Special Operations Command, Pacific (SOCPAC) Bldg 700 H.M. Smith Honolulu, HI 96861-4046
Work is to be accomplished for the Special Operations Command, Pacific, (SOCPAC) Hawaii.
The Contractor shall be responsible for complying with all applicable Federal Acquisition Regulations (FAR), Defense Acquisition Regulations (DFARS) and General Services Administration Acquisition Manual (GSAM).
1.2 Background and Scope:
The Special Operations Command, Pacific’s mission is to host the Pacific Area Special Operations Conference, which serves as an annual forum for discussions of special operation issues; and bring together senior military leaders and international distinguished visitors of Pacific Area nations. The purposes of these conferences are to exchange ideas; build lasting relationships; promote effective civilian-military management in international humanitarian assistance, disaster response; and peacekeeping through education, training, research and information programs.
This is for a Firm Fixed Price Task Order. This task order includes all resources necessary to accomplish the general requirements described in this Performance Based Statement of Work (PBSOW).
The Contractor shall provide assistance for hosting the Pacific Area Special Operations Conference, which includes the deliverables for SOCPAC, in accordance with the requirements in paragraph 3 of this PBSOW.
1.2.2 Security Clearance:
Security Clearance is not required for the performance of these services. However, all Contractor personnel working on this task order must be U.S. Citizens. In addition, Contractor personnel working on this task order shall be fluent in the English language.
2.0 Work Requirement.
The Contractor Services shall include coordinating and making all necessary arrangement for obtaining the required conference rooms, set-up, staging and coordination of scheduled events in the proper setting and with adequate audio visual aids; lodging accommodation facilities, equipment support, morning and noon time “light” refreshments (not meals), which are historically complimentary to the conferences held. Anticipate for (3) arrival days prior to the conference, Friday, Saturday and Sunday; (5) calendar days for conference events, i.e, Monday, Tues, Wednesday, etc.., and (1) day departure on a Sunday.
Contractor personnel are expected coordinate working hours for all on-site work with the Contracting Officer’s Technical Representative.
2.1 Period of Performance:
The conference runs for five (5) calendar days from Monday 30 March 2009 and ends on Friday, 3 April 2009. It is anticipated that the attendees may arrive as early as Friday 27 March 2009 and departing as late as Sunday 5 April 2009.
2.2 Location of Conference and Equipment Serviced:
The A/V equipment to be provided and serviced (if necessary) will be determined when contract is awarded to the selected vendor for conference to be held in Honolulu, Hawaii.
3.0 Specific Tasks and Deliverables.
This order will support all specific tasks and deliverables for this requirement as follows:
• Conference Center Rooms, lodging facilities accommodations and Equipment Support
• Audio and Visual (A/V) Equipment Support
• Automation Support
• VTC Support
3.1 Room Requirements:
Individual meeting rooms may be separated by wall panels (except where annotated).
Although A/V and Automation Support requirements are listed in multiple sections below, SOCPAC reserves the right to provide its own equipment or contract through a third party to reduce overall costs. This includes, but is not limited to: microphones, speakers, projectors, screens, VCRs, fax machines, copiers, and computers. The final room configurations will be coordinated between the Conference Center Event Coordinator and the SOCPAC Lead Planner and/or Logistics Lead Planner.
The following items are required for the Special Operations Command, Pacific’s 2009 Conference execution:
3.1.1 Main Conference Room (MCR):
This room will be used as the primary meeting area.
Room Requirements:
• Minimum room size is 6,500 square feet to accommodate approximately 300 people.
• The room must be in close proximity to the Conference Support Center (CSC), U.S.-only Communications Center (UCC), and Media Room (MR).
• Exclusive use is required from 12:00 p.m. Saturday 28 March 2009 through Saturday, 4 April 2009 6:00p.m., on a 24-hour basis.
• The height of the room will allow adequate vertical space for two (2) to three (3) screens of medium size (identified in the “A/V” and Automation Requirements” section below of this paragraph).
• The view from the seating areas will not be compromised or altered by structural support columns or partial walls
• Light intensity and climate controls must be adjustable from inside the room
• Provide a raised stage (approx 16’x 12’) with podium and one (1) 3’ x 8’ table plus 4 chairs.
• Seating will be arranged to accommodate approximately 200 attendees at tables with the remaining 100 in theater style seating. Additional seating may be required.
• All major items (tables, chairs, wall panels) will be set up by 12:00 p.m., Saturday 28 March 2009. Configuration will be determined based on room design and attendee count.
• Provide one (1) 3’x 3’ table in front of each of the screens to support a projector with power outlets located in proximity or provide extension cord(s).
• The Center can assume control of the room after 8:00 a.m., Sunday 29 March through Saturday 4 April 2009 6:00 p.m.
A/V and Automation Requirements:
• (3) Projectors and (3) projection screens to include; (2) Front Fabric Screens, 9’x
12’; and (1) Front Fabric Screen, 7.5’x 10’ (sizes are approximate and can be negotiated).
• (1) Computer with MS Office suite; (1) wireless mouse controller with range extender (if required); and (1) laser presentation pointer.
• (1) 1-in-4-out VGA amplifier; (1) 12-channel mixer console; (1) audio patch to house PA system; (6) wireless handheld VHF microphones, (6) microphone stands (4 table and 2 floor stands); and (1) wireless lapel microphone.
• (1) Table sufficient to accommodate all A/V equipment listed above. Power outlets should be in close proximity or provide extension cords as required.
3.1.2 U.S.-Only Communications Center (UCC):
This room will be used by SOCPAC and U.S. members for official business communications.
SOCPAC will provide equipment required for secure connectivity.
• This room must be stand-alone (no wall panel partition) and in close proximity to the MCR and CSC. If possible, a single point of entry and no windows are preferred.
• The minimum room size is 250 square feet.
• Exclusive use is required from 12:00p.m., Saturday 28 March 2009 through
Saturday 4 April 2009, 6:00p.m., on a 24-hour basis.
• The Center will have all major items (tables, chairs, extension cords) set up by
Thursday, 26 March 2009 6:00p.m., in accordance with the final configuration.
• Provide one (1) 3’x 8’table, one (1) 3’x 3’ table, and 4 chairs
• Provide four (4) phone lines with phones: (2) long distance with overseas access,
(2) with local access only.
• Power outlets to service (3) computers, (1) printer, (1) fax machine, and (1) scanner.
• Provide DSL connectivity for up to (3) laptop computers.
• The Center can assume control of the room after Saturday, 4 April 2009
6:00p.m.
Automation Requirements:
• Provide (3) laptop computers with MS Office suite; (1) 600 dpi or better scanner with cables and software.
• Provide (1) LAN-capable printer with connectivity to the 3 laptops above.
• Provide (1) facsimile machine.
3.1.3 Business Service Center (BSC):
This room will be used by all attendees for internet access.
• The minimum room size is 250 square feet
• The room must be close to the MCR, UCC, and CSC
• Exclusive use is required from 12:00p.m., Saturday 28 March 2009 through
Sunday 5 April 2009 12:00p.m., on a 24-hour basis.
• The Center will have all major items (tables, chairs, wall panels) set up by
6:00p.m., Saturday 28 March 2009, in accordance with the final configuration.
• Provide (6) 3’x 3’ tables (or equivalent overall size) with (12) chairs.
• Provide (6) phones with local access capability.
• Provide (3) high-speed DSL lines.
• Provide sufficient power outlets for (6) computers and (2) printers in proximity to the tables or provide extension cords as required.
• The Center can assume control of the room after 4:00p.m., on Sunday 5 April
2009.
Automation Requirements:
• Provide (6) computers with MS Office and Internet software suites.
• Provide (3) routers for the laptops and DSL lines above.
• Provide (2) LAN-capable printers with connectivity to computers above
(configuration can be discussed with SOCPAC network technician if required).
3.1.4 Conference Support Center (CSC):
This room will be used to in- and out-process attendees as well as perform other administrative functions.
• The minimum room size is 700 square feet.
• The room must be close to the MCR and UCC.
• Exclusive use is required from 12:00 p.m., Saturday 28 March 2009 through
Saturday 4 April 2009 6:00 p.m., on a 24-hour basis.
• The Center will have all major items (tables, chairs, wall panels) set up by 12:00 p.m., Friday, 27 March 2009 in accordance with final configurations.
• The room should include a separate storage area (approximately 10’x10’) for administrative supplies.
• Provide (12) cushioned chairs as guest seating. Configuration details will be worked with CSC representative, Lead Planners, and hotel staff.
• Provide (6) 3’x8’ tables with (16) chairs.
• Provide (1) two-drawer safe.
• Provide (5) phones: (1) with international long distance, (3) with local and U.S.-only long distance, and (1) with local access only.
• Provide power outlets to service (7) computers, (2) printers, (1) high-speed/large capacity copier, and (1) fax machine.
• Provide (3) high-speed DSL lines with routers for computers listed below.
• The Center can assume control of the room after 4:00 p.m., on Saturday 4 April
• Provide (7) computers with MS Office and Internet software suites loaded Computers must be connected via LAN (wired or wireless) to share files and folders.
• Provide (2) LAN-capable color printers with connectivity to computers above.
• Provide (1) high-speed/large capacity copier with 2,500 copies inclusive.
• Provide (1) facsimile machine.
• Provide (1) flat screen television (min 27” / max 42” screen size).
• Provide (2) floor standing easels appropriate for displaying large posters.
3.1.5 Small Group Meeting Rooms:
These rooms will be used for small group discussions.
• Center will provide (5) rooms, each measuring 400 square feet.
• The rooms should be close to the MCR and within proximity to each other.
• Exclusive use is required from 12:00 p.m., Sunday 29 March 2009 through 4:00 p.m., Saturday 4 April 2009, on a 24-hour basis.
• The Center will have all major items (tables, chairs, A/V, etc.) set up by 12:00 p.m., Sunday 29 March 2009, in accordance with the final configuration design.
• Each room will require (20) chairs and enough 3’ x 8’ tables to accommodate comfortable seating arrangement.
• The Center can assume control of the rooms after 4:00 p.m., Saturday 4 April
• Provide (1) computer with MS Office software suite per room (5 total).
• Provide (1) front projector with cables for the computer above and (1) projection screen (minimum size of 6’) per room (5 total rooms).
• Provide (1) standing floor easel and note paper (approximate size 3’x5’) per room.
• Provide (1) 4’ x 8’ rolling white board / smart board per room (5 totals).
3.1.6 Hospitality Suite:
This room will be used as a guest staging area before scheduled meetings as well as other venues.
• The minimum room size is 500 square feet
• Room must be on the same floor as the upgraded / suite rooms (see 6.0–
Attendee Center Rooms)
• Exclusive use is required from 8:00 a.m., Friday 27 March 2009 through Sunday
5 April 2009 12:00 p.m., on a 24-hour basis.
• The Center will have all major items (tables, chairs, sofa, etc.) set up by 6:00 p.m., Saturday 28 March 2009, in accordance with the final configuration design.
• Room will provide an area for breaks.
• Provide (2) living room style sofas, (4) living room style chairs, and a coffee table in the main area.
• The Center may assume control of the room after 12:00 p.m. on Sunday 5 April
3.1.7 Military Working Dog Rooms:
These rooms will be used to house the Military Working Dogs and their handlers. Security watches will be stood 24/7 during the event.
• Center will provide (2) standard accommodation rooms.
• Rooms should be located in close proximity to conference rooms and at a minimum, in the same tower/building as majority of guests (if applicable).
• Exclusive use is required from 8:00 a.m., Thursday 26 March 2009 through
Sunday 5 April 2009 12:00 p.m., on a 24-hour basis.
• Rooms should be standard configuration; (2) double or queen-size beds.
• Military Working Dogs will be staying in each of these rooms.
3.1.8 Escort Officer Rooms:
These rooms will be used as changing, break and sleeping rooms for SOCPAC personnel serving as Escort Officers or other duties as assigned.
• Center will provide (5) standard accommodation rooms.
• Rooms should be in close proximity to one another; at a minimum on the same floor as one another and the Duty Driver Rooms noted below.
• Exclusive use is required from 8:00 a.m., Thursday 26 March 2009 through
Sunday 5 April 2009 12:00 p.m., on a 24-hour basis.
3.1.9 Duty Driver Rooms:
These rooms will be used as a changing, break and sleeping area for duty drivers.
• Center will provide (2) standard accommodation rooms.
• Rooms should be in close proximity to one another; at a minimum on the same floor as one another and the Escort Officer Rooms noted above.
• Exclusive use is required from 12:00 p.m., Thursday 26 March 2009 through
Monday 6 April 2009 12:00 p.m., on a 24-hour basis.
3.1.10 Security OIC/NCOIC Room:
Room will be used to billet the Security Officer or Noncommissioned Officer in Charge during 24/7 security operations for the conference.
Room Requirement:
• Center will provide (1) standard accommodation room.
• Room should be in close proximity to the Escort Officer Rooms noted above.
• Exclusive use is required from 12:00 p.m., Thursday 26 March 2009 through Monday 12:00 p.m., 6 April 2009, on a 24-hour basis.
• Room should be standard configuration; (2) double or queen-size beds.
3.1.11 Media Room:
This room will be used by Public Affairs and visiting media personnel.
• The minimum room size is 500 square feet.
• Room should be in proximity to the MCR.
• Exclusive use is required from 6:00 a.m., Sunday 29 March 2009 through
Saturday 4 April 2009 4:00 p.m., on a 24-hour basis.
• The Center will have all major items (tables, chairs, A/V, etc.) set up by
Saturday, 28 March 2009 12:00 p.m., in accordance with the final configuration design.
• Provide (3) 3’ x 8’ tables with (16) chairs, (1) round table that seats 8-10, (1) mobile A/V unit/cart to support equipment (TV and VHS/DVD player/recorders).
• Provide (1) living room style sofa and (2) matching arm chairs.
• Provide (4) phones: (2) with international long distance and (2) with local access only.
• Provide (2) high-speed DSL lines.
• Provide power outlets to support (4) laptop computers, (1) printer, (1) facsimile machine, (1) television and (1) each VHS/DVD player/recorder.
• Provide cable television service to (1) outlet (at a minimum, channels should include local news stations as well as CNN, CNN International and Fox News).
• The Center may assume control of the room after 4:00 p.m. on Saturday 4 April 2009.
• Provide (4) laptop computers with MS Office and Internet software suites.
• Provide (1) LAN-capable printer with connectivity to computers above.
• Provide (1) facsimile machine.
• Provide (1) VHS/DVD player / recorder.
• Provide (1) flat screen television (min 32” / max 42” screen size).
3.1.12 Video Conference Service:
• Center will provide (1) room capable of supporting video-teleconference sessions (can be the same room as the Center’s normal Business Center, if applicable).
• Provide dedicated 2-hour time slot each day (approx 3:30-5:30 pm) beginning Sunday 29 March 2009 and ending on Saturday 4 April 2009.
• VTC provider will agree to initial charge for (2) hours and then by the quarter hour thereafter.
• Provide VTC taping service for each event (VHS or DVD is acceptable).
3.1.13 Break Room:
This room will be used during conference breaks, the Ship’s Store and SOF Heritage Wall.
This room may not be required if ample covered space is available outside the MCR.
• The minimum room size is 700 square feet.
• Room must be in proximity to the MCR and CSC.
• Exclusive use is required from 7:00 a.m., Sunday 29 March 2009 through
Saturday 4 April 2009 2:00 p.m., on a 24-hour basis.
• The Center will have all major items (tables, chairs, etc.) set up by 6:00 p.m., Saturday 28 March 2009, in accordance with the final configuration design.
• Provide sufficient tables to accommodate requirements identified in sections below.
• The Center may assume control of the room after 4:00 p.m. on Saturday 4
April 2009.
3.2 Security Requirements:
Due to the nature of the conference and diversity of the attendees, security concerns are paramount. A breach in security would cause not only embarrassment for SOCPAC, but could possibly evolve into an international incident embarrassing to the U.S.A.
Center Security System:
• The Center shall have an internal and external camera system that is continuously monitored on site by a dedicated security guard.
• The Center shall have its own unarmed security guards that perform roving checks of all facilities, 24 hours a day during the entire contract period.
• The Center security guards (including roving guards) will have a communication system back to the guard room, who will in turn have a means of contacting Police / Fire / Medical assistance.
• The parking garage will have a dedicated guard from 6:00 a.m. to 3:00 p.m., Sunday 29 March 2009 through Saturday 4 April 2009. On the day of the Icebreaker, Saturday 28 March 2009, and Friday 3 April 2009, parking garage security will be provided until (1) hour after conclusion of event (approximately 8:00 p.m.).
• The Center will change fire escape door locks on Distinguished Visitor floors to allow exit only operation during the conference [locks will be changed prior to 12:00 p.m., Friday 27 March 2009 and may be removed after 4:00 p.m., Sunday 5 April 2009.
• There will be no off duty Police Officers from the Honolulu Police Department.
3.2.1 Additional Security Personnel:
If required, these personnel will be hired to augment normal Center security personnel to provide the level of coverage identified below.
• Center will provide sufficient security personnel for both fixed and roaming posts during conference execution (normally 7:00 a.m. to 5:00 p.m. daily).
• Guards will be posted at fixed sites near the entry to each major venue (MCR, CSC, BSC, Small Working Group Area, Event rooms, Ice Breaker, etc.).
• Additional Guards, if unable to augment from the existing Center Security Staff, will be sourced from an established and bonded security company.
• Additional bonded guards, if required, will have served at least (1) 8 hour familiarization watch with the Center Security Staff before Thursday 26 March 2009.
• SOCPAC requests that additional bonded guards be provided similar clothing as that of the permanent security staff. Dependent on cost, this requirement may be negotiated by the Lead Planner and Lead Security Officer with the Center’s Security Manager. However, at a minimum, all additional guards will be required to present a professional image and wear the same clothing as that of their bonded company.
• Additional Guards will have the same communications equipment and be on the same communications network as regular Center security personnel.
3.2.2 Parking Requirements:
• Center will provide parking passes to accommodate (7) escort and (4) command vehicles to allow unimpeded 24-hour entry and exit from the parking garage and/or valet areas (whichever is designated for parking of the vehicles while not in use) [Cost will be charged to the contract for (10) days of access beginning on Thursday 26 March 2009 for the seven escort vehicles and Friday 27 March 2009 for the (4) command vehicles. All passes will expire on Sunday 5 April 2009.
• Provide parking / waiting areas for (2) VIP/CSC vehicles situated in proximity to the Center / facility entrance.
• Provide validated parking discounts for the remainder of attendees. Daily fees, if any, may not exceed the normally charged rate, and will not exceed $10 per 24-hour period.
• Center will provide a parking validation machine to the lead transportation control officer. This machine will be used to validate parking passes for SOCPAC members performing official duty at the conference site. The transportation officer will keep an accurate count of tickets validated and provide these numbers to the Center on a daily basis.
3.3 Photo Shoot:
There will be a photo shoot on the first day of the conference for approximately 50 people.
The primary location is to be outside with an inclement weather area dedicated as a secondary location. The photo shoot is scheduled for Monday 30 March 2009 from 11 am to 12 am.
• Area specifications: Outdoor location (poolside, garden, terrace, etc.) with inclement weather back-up that provides similar indoor setting
• Provide up to (15) chairs for first row of VIPs.
• Provide a raised platform for second and third rows (approximately 12” higher than row in front).
3.4 Attendee Room Lodging Accommodation:
Room charges will be borne by the personnel attending the conference, with the one exception of those countries on invitational orders funded by the United States. The total number of rooms required for invitational orders will be provided to the Center Event Manager by the SOCPAC Lead Planner. The nightly charge for these rooms will be paid with special funding through SOCPAC, and will therefore require a separate billing statement / account. Each attendee will place either a $75 deposit or secure their expenses with a major credit card.
The following items identify lodging requirements in support of the PASOC conference:
• The nightly room rate may not exceed the current per diem rate established by the Department of State for the geographic region (Honolulu, Hawaii)
• A minimum of 200 rooms will be blocked for individual attendees to make reservations on 15 March 2009, (14) days prior to the conference, the Center may reduce our block to 40 “unbooked” rooms. On 22 March 2009, (7) days prior to the conference, the Center may reduce our block to 20 “unbooked” rooms. On 27 March 2009, (2) days prior to the conference, the Center may release all remaining rooms to the general public.
• At least 20 rooms will be upgraded and/or suites. Names of individuals to be booked in these rooms will provided by the SOCPAC Lead Planner, and will not be charged at higher than the Government per diem rate.
• SOCPAC requires exclusive use of the top (2) floors where upgraded / suite rooms are located.
• Arrivals will start Thursday 26 March 2009 with departures ending on Monday 6 April
• Estimated Arrival Flow: 10% on Thursday 26 March 2009, 55% on Friday 27 March
2009, and the remaining 35% on Saturday 28 March 2009.
3.5 AV Support Requirements for Social and Working events:
The order supports all costs for the A/V and Automation requirements specified below.
The Center must be prepared to support the following events with appropriately sized rooms.
3.5.1. Opening Event:
Approximately 200 attendees. No host evening social on Sunday 29 March 2009 6:00 pm.
Opening event may be held outside in courtyard or poolside with alternate site for inclement weather. A final headcount will be provided to the Center Event Manager 24 hours before event.
• Provide speakers, sound system, and microphone
3.5.2 Keynote Address Event:
Approximately 250 attendees. Keynote Address Event will be held on Tuesday 31 March 2009 from 1130 am to 1:00 pm. The room to host this event will be in proximity to the Main Conference Room. A final headcount will be provided to the Center Event Manager 24 hours before event.
• Provide a 3’x3’ table to accommodate A/V equipment.
• Provide (1) front projection device with cables for laptop connection.
• Provide (1) large projection screen (8’x10’) on raised stage (12” to 16” high).
• Provide (1) podium with wireless microphone (tied to room PA system if available).
• Provide (1) laptop computer with MS Office presentation software.
• Provide wireless mouse controller and (1) laser pointer device.
• Provide power outlet connections to all equipment or extension cords as required.
• Provide (2) easels at entrance for display of seating charts.
• Provide (1) 3’x6’ table at entrance with 3 chairs.
3.5.3 Evening Event:
Approximately 250 attendees. Evening Event will be held on Thursday 2 April 2009 beginning at approximately 5:30 pm to 9:30 pm. A final headcount will be provided to the Center Event Manager 24 hours before event.
• Provide a 3’x 3’ table to accommodate A/V equipment.
• Provide (1) front projection device with cables for laptop connection.
• Provide (1) large projection screen (8’ x 10’) on raised stage (12” to 16” high).
• Provide (1) podium with wireless microphone (tied to room PA system if available).
• Provide (1) laptop computer with MS Office presentation software.
• Provide wireless mouse controller and (1) laser pointer device.
• Provide power outlet connections to all equipment or extension cords as required.
• Provide (2) easels at entrance for display of seating charts.
• Provide (1) 3’ x 6’ table at entrance with 3 chairs.
3.6 Status Reports:
The Contractor shall provide timely submissions of verbal and electronic Status Reports as required to SOCPAC representatives, as requested. Due to the daily on-going change in operational activity in the site, it may be necessary for status reports via verbal and electronic means that cannot wait until the traditional “monthly” status reports. The Contractor shall still provide a monthly status report for invoicing and acceptance records of completed service.
The Contractor should use the GSA IT Solutions Shop webpage for the administration of this task order. This web-based system (http://itsolutions.gsa.gov) shall be used by the Contractor for Monthly Status Reports MSR(s) and Invoices. MSR(s) must be submitted to the Government Representative via ITSS no later than the 5th workday of every month. The GSA IT Solutions Shop webpage shall be used in the administration of this task order. This web-based system (http://itsolutions.gsa.gov) shall be used by the Contractor for Monthly Status Reports MSR(s) and / or Invoices.

MSR(s) and / or invoices must be submitted to the Government Representative via ITSS no later than the 5th workday of every month. The Government Representative shall review these reports and either accept or reject Contractor services and/or deliverables via ITSS, which is the basis for payment to the Contractor. Invoices should be posted in ITSS and also sent hardcopy to the following address:

Once match verification is complete between the ITSS database and the GSA finance database is complete, payment will be made within 30 days of verification. Failure to follow these procedures may result in the delay or non-payment for services and / or deliverables rendered.
4.0 Government Furnished Items and Services.
4.1 Facilities, Supplies and Services:
The Government will not be providing any items or services for the Contractor. SOCPAC will only provide equipment required for secure connectivity, as listed in above paragraph 3.1.2 for (UCC).
Additionally, to officially account for the attendees, the Government will conduct all the necessary steps to include; obtaining all attendees contact information for registration, preparing and issuing ID badges and assigning an escort where necessary, etc..
5.0 Contractor Furnished Items and Services.
5.1 Facilities, Supplies and Services:
The Contractor shall provide all services and facilities listed in section 3.0 above, labor, services support as needed to support the requirements of the task order. The Contractor shall include all costs in their initial FFP proposal.

7.0 Special Consideration. None
7.1 Personal Service
The Client has determined that use of the GSA contracts to satisfy this requirement is in the best interest of the Government, economic and other factors considered, and this task order is not being used to procure personal services prohibited by the Federal Acquisition Regulation (FAR) Part 37.104 titled “Personal Services Contract”.
7.2 Anti-Deficiency Clause
In accordance with Federal Acquisition Regulation (FAR 32-702) regarding the Government Policy on contract funding and 31 USC 1341 Anti-Deficiency Act: should the Contractor work at risk without an official notification from the ITM to continue, the Contractor may not be compensated for the value of work performed while funding had been exceeded.
7.3 Violations
The work proposed in the PBSOW does not violate FAR Part 7.503.
7.4 Intelligence/Interrogation/Prison.
The work proposed in the PBSOW is not for intelligence gathering, interrogation, or prison guard services.
