The following solicitation is competed IAW FARPART 13, Simplified Acquisition Procedures, Set-Aside Requirement
This solicitation is set aside 100% for Small Business. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
NAICS CODE
Vendor must be register with NAICS Code 334516 Analytical Manufacturing. The Offeror shall be actively registered with that NAICS or a similar NAICS with the appropriate size standard prior to Award to be considered for any resulting contract. Failure to be properly registered under the appropriate size standard during evaluation and/or at the time of award deems the offer ineligible for award. M100SX Vapor Phase Hydrogen Peroxide (VHP) mobile skid with dehumidifier and VHP sterilant Biodecontamination open-Loop System with electronic controls. This is a flexible, safe, environmentally friendly method for continuous decontamination of larger spaces such as biological safety (BSL-2, BSL-3, BSL-4) labs, and chambers. The system is designed for a single pass hydrogen peroxide injection and airflow. This system can be integrated with a facility via ports and hose connections to existing infrastructure, secured with clamps. An operator-friendly touch screen PLC control will provide fast and easy operation as well as cycle data logging.
The VHP system will be mounted on a mobile cart with a dehumidifier. The skid requires a 230 VAC, 30 AMP circuit for maximum output

VHP® Victory™ Biodecontamination Unit – 120 V The Victory Biodecontamination Unit is designed for the mobile Vapor Phase Hydrogen Peroxide (VHP) decontamination of clean, dry, sealed enclosures with volumes from 1,000 to 20,000 cubic feet (28 – 566 cubic meters). The high output unit features the vendor’s software package which automatically runs one of four factory programmed cycles. The unite operates inside an enclosure and can operate as a standalone unit or be networked with other units via Ethernet to up to 10 additional units. Utilization of AR1200 Aerator and TS1000 Tri-Scale Sensors boost cycle efficiency and optimize cycle times. The unit can be wheeled into a sealed, cleaned room to decontaminate the space.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
