About this file

This is Addendum 1 to Request for Proposal 99-JD25018 issued by Guilford Technical Community College (GTCC), a state agency in North Carolina, for vocational training services. The addendum provides clarifications to vendor questions regarding the delivery of 14 professional development courses through an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the 2026-2027 fiscal year. Instruction may be delivered on-site at client businesses, at GTCC facilities, or through hybrid and virtual formats, with typical class sizes ranging from 6 to 30 participants. GTCC will coordinate scheduling with client businesses, typically providing vendors 5-10 business days of lead time before scheduled courses. Vendors are responsible for both developing and delivering training materials and instruction, with flexibility to customize content while maintaining alignment with HRDQ and DiSC curriculum frameworks. The estimated frequency is approximately 18 sessions per course annually, though actual volume varies by industry partner, funding, and market demand. Vendors may bid on specific courses or all 14 courses offered, with the preference for a single award though multiple vendors may be considered based on submitted bids. Performance evaluation will be based on participant feedback from both trainees and industry partners, alongside surveys, attendance rosters, and post-training reporting requirements including registrations and student milestone verification forms.

Vendors are responsible for sourcing and licensing HRDQ and DiSC materials, as well as providing all printed training materials in formats determined by individual industry partners (bound, spiral, or loose-leaf). GTCC payment follows Net 30 terms upon service acceptance, with no guaranteed minimum volume under the IDIQ structure. Training may occur at multiple locations across Guilford County during any shift (first, second, or third) and any day of the week, depending on industry partner requirements, with no on-site IT support provided. The previous contract (RFP 99-JD23020) identified no significant performance challenges, though improved post-training paperwork processing was requested. HUB (Historically Underutilized Business) certification is encouraged but not mandated, with NC HUB certified vendors eligible to claim certification through designated forms. Vendors must provide three customer references, comply with background check requirements upon request, and maintain E-Verify compliance. The addendum also corrects broken links to Attachment D (HUB Supplemental Vendor Information) and Attachment F (Location of Workers Utilized by Vendor) with updated URLs to the North Carolina Department of Administration resources.
