About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by the Town of Abita Springs, Louisiana for Project No. 2026-PM-01, dated July 6, 2026. The addendum clarifies proposer questions and corrects a discrepancy between the RFQ document and the Louisiana procurement website regarding submission deadlines. The Town seeks qualified firms to provide project management, grant administration, and administrative support services for federally and state-funded programs including FEMA Public Assistance, Hazard Mitigation Assistance, BRIC, FHWA, GOHSEP, HUD, and CDBG/CDBG-DR programs. Services encompass grant compliance support, documentation management, reimbursement tracking, and administrative coordination for disaster recovery and infrastructure initiatives. The official RFQ response deadline and opening date is July 9, 2026 at 3:00 p.m., correcting the August 9, 2026 date initially displayed on the Louisiana procurement website. The selected firm will operate under a Professional Services Agreement with an initial three-year term and options to renew for up to two additional one-year periods, subject to funding availability and performance.

The addendum confirms that the Town will accept proposal submissions via courier or overnight delivery services such as FedEx, with or without signature confirmation, provided materials arrive by the deadline. Proposers bear full responsibility for timely delivery and receipt of proposal materials. Respondents must submit four hard copies and one digital copy on a USB flash drive containing a Statement of Qualifications that includes firm background, key personnel resumes, relevant grant program experience, service approach descriptions, client references with contract values and manhour analysis, fee schedules, and proposed subcontractor information. Evaluation criteria include specialized experience with federally funded grant programs (20 points), past performance on similar projects (15 points), municipal or governmental entity experience in Louisiana (10 points), understanding of required services and compliance methodology (20 points), firm capacity and staffing qualifications (15 points), cost proposal reasonableness (15 points), and participation efforts with small, minority, women, and veteran-owned businesses (5 points). No minimum work or compensation is guaranteed; all work authorization must be provided through written Task Orders or Notices to Proceed. The Town reserves the right to determine a competitive range, conduct interviews, request clarifications, and negotiate final scope, pricing, staffing, and contract terms with the highest-ranked respondent.

ADDENDUM NO. 1

REQUEST FOR QUALIFICATIONS (RFQ)

Project No. 2026-PM-01

Date Issued: July 6, 2026

This Addendum No. 1 is issued to provide clarification in response to proposer questions received regarding the above-referenced Request for Qualifications (RFQ) and to address the discrepancy identified between the RFQ document and the Louisiana procurement website.

At the time the questions below were received, no addenda had been issued for RFQ Project No. 2026-PM-01. This Addendum No. 1 constitutes the first addendum issued for this RFQ and shall be considered part of the RFQ solicitation documents.

All provisions of the RFQ remain unchanged except as specifically addressed herein.

QUESTION 1:

Can you please indicate if courier or overnight mail (FedEx) delivery of all proposal materials is acceptable (with or without signature)?

RESPONSE:

Yes. The Town will accept proposal submissions delivered by courier or overnight delivery service, including FedEx.

Proposal materials may be delivered with or without signature confirmation. Proposers are responsible for ensuring that the complete proposal package is received by the Town by the required RFQ submission deadline. The proposer assumes all responsibility for timely delivery and receipt of proposal materials.

QUESTION 2:

Can you please confirm that no addenda have been issued to date and advise if you expect the Town to issue addenda? No addenda issued is reflected on the State procurement site at this time.

RESPONSE:

At the time this question was received, no addenda had been issued for RFQ Project No.

2026-PM-01.

The Town is issuing this Addendum No. 1 to provide responses to proposer questions and to clarify information contained within the RFQ. This Addendum No. 1 is the first addendum issued for this RFQ and will be posted on the Louisiana procurement website and distributed to known prospective respondents.

QUESTION 3:

We are planning to submit a response to the above-mentioned solicitation. We have the original RFQ document; however, we have not been able to confirm if there have been any addenda issued. Can you please advise if any addenda have been issued and, if so, provide a copy? Additionally, we noticed on the State procurement website that the Bid Open Date/Time is listed as 08/09/2026. The RFQ indicates responses are due on 07/09/2026. We intend to submit by the 07/09/2026 date unless an addendum has been issued to the contrary.

RESPONSE:

At the time this question was received, no addenda had been issued for RFQ Project No.

2026-PM-01.

The Town is issuing this Addendum No. 1 to provide clarification and to address the discrepancy identified between the RFQ document and the Louisiana procurement website.

The RFQ document identifies the response deadline/opening date as:

July 9, 2026

The Louisiana procurement website displayed the date within the standard “Bid Open Date/Time” field as:

August 9, 2026

Because the Louisiana procurement website utilizes the standard “Bid Open Date/Time” field for solicitation postings, the date displayed in that field should be interpreted as the RFQ response deadline/opening date for this solicitation.

The Louisiana procurement website has been corrected to reflect the proper date. The official RFQ response deadline/opening date is:

July 9, 2026

All prospective respondents shall rely on this Addendum No. 1 and the corrected information posted on the Louisiana procurement website.

All other terms, conditions, requirements, and specifications contained within the RFQ remain unchanged.

ACKNOWLEDGMENT OF RECEIPT OF ADDENDUM NO. 1

The proposer acknowledges receipt of Addendum No. 1 for RFQ Project No. 2026-PM-01.
