Summary of Changes Introduction:
There are two (2) parts to this Amendment:
(1). the 1st part provides the thirty-five (35) Questions received & Answers (Q&A); and:
(2). the 2nd part itemizes the three (3) changes made to the Solicitation.
Part 1:
Q1. Is this a brand new contract or is there an incumbent?
A1. Contract # 953324-19-C-0001 was issued to:
ENVIRONMENTAL RESOURCES MANAGEMENT, INC. who is located at: 75 VALLEY STREAM PKWY STE 200, Malvern, Pennsylvania, 19355-1480, United States.
Q2. Do you have an estimated approximate value of the contract?
A2. Generally, the Government would not provide an estimated value for this type of contract effort. The Government requested fully burdened commercial labor rates, for specified labor categories. Labor rates are set and established by the competitive, commercial labor marketplace itself. The summation of the vendors quoted commercial labor rates, multiplied by the vendors quoted/allocated labor hours plus the requested Other Direct Costs, would yield the approximate value of the contract effort.
Q3. Given the current inflation rates, do you have any guidance on the annual labor rate escalation percentages such as an indicative percentage or cap?
A3. Vendors ought to consider Consumer-Wage Push Inflation and or Producer-Price Pull Inflation concepts/considerations, relative to their unique business entity's cost/price structure & then quote prices accordingly;
the Government does not make recommendations on direct and or indirect cost/price loader factors.
Q4. Instructions state that each volume shall be submitted separately; yet the instructions only call for a cover page as part of the first of four volumes. It would be customary to provide a cover page and table of contents for each Volume?
A4. Government concurs; See paragraph (1). Under Part 2 below.
Q5. Will the government confirm and/or clarify that: Subfactor 1 Technical Approach has a limit of 15 pages dedicated to itself; the resumes for the four key and non-key personnel listed in the RFQ, each with a max of four pages each, has a total page limit of 16 pages (separate from the 15 page limit for Subfactor 1); and that the personnel matrix has no page limit and is also to be included as an appendices to Volume I in conjunction with the resumes?
A5. Government confirms, as requested.
Q6. Is it the Government's intention that all Quoters, quote against only the four labor categories listed or are Quoters allowed to Quote additional labor categories (and supply additional resumes accordingly)?
A6. Labor categories specified are mandatory; Quoters may quote additional labor categories, with justification provided. Quoters should note: the Government's overall level of effort number of labor hours, remains fixed and unchanged, additional resumes may be Quoted accordingly.
Q7. Are Quoters allowed to add additional labor categories to tables 1 - 6 in the pricing volume (all anticipated labor categories), but only allocate a total number of hours that equals 1,640 hours per division (EIPS and Sector Ops)?
A7. Quoters can add additional labor into Table 1, which feeds into Table 3 and quoters can add additional labor into Table 4 which would feed into Table 6; no labor may be added into Tables 2 and 5; there are two (2) divisions being supported by the contract; each division is expected to have a labor hour burn rate of 1,640 hours per year as shown in Tables 1 and 4; this per annum figure of 1,640 hours is fixed and certain and is not expected to change, regardless of how quoters choose to allocate these hours across the mandatory and any potentially added labor categories. See A6 above.
Q8. Are the 1,640 hours per year are fixed and unable to be modified by Quoters (unable to increase or decrease the 1,640)? If the answer is no, can the government please explain how Quoters are supposed to determine a different level of effort subtotal, based on a very general, demand-driven, time and material scope of work?
A8. The Government's requirements are specified in the RFQ; the Government unilaterally sets & establishes the level of effort labors hours; quoters are not to determine a different level.
Q9. Can the Government confirm and/or clarify that all quotes provided for tables 1 and 4, regardless of allocation/distribution of hours across the various labor categories, must total 1,640 hours per year?
A9. Government confirms, as requested. See A7 above.
Q10. Could you please clarify if the "Environmental and Social Performance (ESP) Funded Work" referred to in Table 1 (and subsequent tables) refers to work to be procured by the "Department of Compact Operations (DCO) - Infrastructure, Environment and Private Sector Division (IEPS)"?"
A10. Government confirms, as requested.
Q11. Are you be open to quoters quoting a Program Manager, separate from the Senior SpecialistIII/Geospatial Advisor?
A11. See A6 and A7. above.
Q12. Do you have a preferred resume template?
A12. There is no resume template provided.
Q13. Do you have an estimate of the anticipated number of call orders per year?
A13. Call / Task Orders will not be issued, since this is not an Indefinite Delivery Contract type vehicle. All funding for the base year, will be obligated on the contract award document, at the time of contract award and work will subsequently be performed under Technical Directives.
Q14. Does the Government anticipate data collection or survey work under this mechanism, or just geospatial analysis of data collected through other means?
A14. The Government does not anticipate extensive data collection or survey work under this mechanism, however Section C.3 states "The consultants may be called on to perform other related duties."
Q15. Will sectoral experts be required, or just geospatial specialists?
A15. Sectoral experts are not required.
Q16.What is the number of years of experience envisioned for the Admin Assistant II labor category?
A16. Section H of the RFQ intentionally does not specify a specific number of years.
Q17. Would the Government consider extending the quote deadline to July 22, 2023?
A17. See paragraph (2). under Part 2 below.
Q18. Are there any applicable small business subcontracting requirements?
A18. The Government does not mandate that Contractor(s) issue/award Subcontract(s) for this acquisition;
subcontract(s) are permitted, to the nature, degree & extent, as specified in the terms and conditions of the RFQ; If Contractor(s) issue subcontract(s), then all applicable subcontracting requirement(s) are already specified in the terms and conditions of the RFQ.
Q19. If proposing as a team, will the government allow subcontactors to submit their detailed pricing information directly to the government, given the sensitive nature of the detailed breakdown required by the solicitation requirements?
A19. Yes; subcontractors can submit Price Quotes directly to the Government.
Q20. Will quoters be able to add subcontractors at the call order stage based on the specific call order requirements?
A20. Contractor(s) can change subcontract(s) at their own business discretion; the Government does not have contract privy between the Prime and any Subcontractor(s). The Prime contract between the Government and the Prime Vendor(s), will not change or be altered as a result of a Prime's decision to make subcontract(s) change(s); In addition; see A13 above.
Q21. Can the government elaborate on the "agency-approved cloud based applications (such as ESRI's ArcGIS Online, …)"? For example, which cloud platform is being used? Is a single platform being used to support all DCO initiatives or do the various divisions and/or projects have their own? Requesting a better understanding of the current MCC/DCO enterprise GIS architecture.
A21. As stated in the scope of work, the consultant will assist MCC in assessing and selecting the appropriate technology and related software/IT platform(s) to be used for a given geospatial information objective. This will include recommending an appropriate mix of agency-approved cloud based and desktop applications. Currently the most widely used software licensed and used by MCC is ESRI's ArcGIS Online.
Q22. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform the tasks as defined in Section C of the Statement of Work; Does this include in country and HQ host hardware and associated software licenses across the MCC organization including overseas?
Or is the Contractor expected to acquire these items and charge via the ODC CLINs?
A22. Imagery, software licenses and hardware equipment, etc. are considered ODCs and will be Contractor acquired, Government Owned covered /billable towards the ODC CLINs.
Q23. Table 1, Level of Effort quoted labor hours sub-total hours for the base and each of the four Option Years is pre-filled with 1,640 hours per year for the ESP DCO supported work. The corresponding Table 4 (for SEC DCO) includes an additional 1,640 hours per year. Question: Is this the total estimated Level of Effort (LOE) available for each year under this contract? Will MCC consider increasing this amount at any time? This is also discussed in section B.6 Limitation of Funds – Incrementally Funded Contracts section of the document.
A23. The total estimated level of effort labor hours available for each year of the contract is the 1,640 labor hours funded by Environmental and Social Performance, plus an additional 1,640 labor hours funded by Sector Operations, which totals: 3,280 labor hours per year, or 16,400 labor hours over the entire life of the contract effort; quoters are to assume that this will not be increased. The incremental funding clause in Section B.6 permits the Government to not fully fund the 3,280 labor hours per year upfront at the beginning of year, but rather to fund work partially/incrementally, as funds are appropriated/ available.
Q24. Table 1 and Table 4, labor/CLIN (bottom) portion – Question: What numbers are supposed to be entered into this portion of table. Our assumption is that the top two sections of the Tables are identical (Rates and the total Level of Effort (proposed labor hours)) for both tables; the bottom section should be specific to either the ESP CDO-funded portion of the work (CLINs 0001, 1001, 2001, etc.) or the SEC CDO-funded portion of the time (CLINs 0002, 1002, 2002, etc.) for Tables 1 and 4, respectively?
A24. No data is to be entered into the last bottom rows in gray of Tables 1 and 4; the only differences between the two
(2) sets of tables {Tables 1 through 3 and Tables 4 through 6} is that there are two (2) different funding sources, which is why Tables 1 through 3 correspond to different CLIN #s relative to Tables 4 through 6, which correspond to a different set of CLIN #s.
Q25. Table 2 Other Direct Costs – These figures are provided by MCC and are to be unchanged by the contractor.
ODCs can be marked up with General and Administrative Costs and Material Handling Cost loaders if applicable.
Question: Should contractors assume that they will bear the expense of providing hardware and software to support technical assistance or will these items be furnished by MCC? Given that Table 4 asks for similar information, are we to assume that each funding entity (ESP DCO and SEC DCO) will fund their respective CLINs and the total for hardware and software will be the same? Can we assume that hardware and software funded by one MCC organization (e.g., ESP DCO) can be used by the other (e.g., SEC DCO)? This also applies to Tables 4 and 6.
A25. See A22 above; the same software and hardware can support both departments.
Q26. The principal place of performance for this contract will be Washington DC. The Contractor is authorized to work in MCC countries. While performing services in country, the Contractor shall be responsible for arranging temporary office. Question: Can these spaces be provided by the Government, assuming the need for this space is reasonable?
If the contractor must provide this temporary office space, will the associated costs be billable to the Government? Will this temporary office space be solely for the use of the contractor?
A26. MCC does not anticipate contractors routinely needing to set up office space overseas. But were there an agreement that the contractor needed to rent space temporarily, it would be billable as a direct expense under the contract. Alternatively, in some cases, temporary spaces can be provided by the Government but it is not guaranteed.
If the space is Government provided it will likely not be solely for the use of the contractor.
Q27. Performance of the work under this commercial services contract, shall be subject to the technical direction of the Contracting Officer's Representative (COR) / Project Manager (PM). Question: Will the CLINs associated with the ESP DCO and the SEC DCO have separate CORs and/or PMs? If either role is filled by separate individuals, how does the Government propose to address any conflicting guidance or directions from these individuals? Will each CLIN have separate but similar work products and deliverables?
A27. There will be one COR and one PM for the entire contract; both members are on the same integrated product team and will not issue conflicting technical directives/guidance to the awardee.
Q28. Providing technical assistance. Areas include (but are not limited to): an appropriate mix of agency-approved cloud based applications (such as ESRI's ArcGIS Online, Collector, and Survey123 for ArcGIS and associated hardware, such as smartphones and Global Positioning System (GPS)-enabled tablets) and desktop applications (such as ArcGIS). Question: Will MCC provide access to these services or are they the responsibility of the contractor to provide?
A28. It is the responsibility of the contractor to provide.
Q29. During the course of this assignment, the Consultant may generate, obtain or manage geospatial data with Personally Identifiable Information (PII) or other sensitive data. Question: Does the concept of "Sensitive Information" or "Personally Identifiable Information (PII)" apply to information obtained and maintained from Foreign Nationals?
A29. These concepts apply to all information/data that is generated as a result from performing this contract effort.
Q30. 52.242-70 MCC 52.242-70 CONTRACTOR PERFORMANCE ASSESSMENT RATING SYSTEM (CPARS) REGISTRATION (NOV 2019) (Page 27 of 68) – The email address is WEBPTSMH@NAVY.MIL and the telephone number is (207) 438-1690. Question: Is the email address for the CPARS Help Desk correct? Why is a .mil address provided?
A30. The Government will verify the local clause's contents & accuracy before award.
Q31. Senior Specialist III / Geospatial Advisor Education (1). A Bachelor's degree (Masters preferred) in GIS, Geography, Earth Science, Engineering, Computer Science or a related field from an accredited college or university.
Question – Can a PhD in a suitable field offset some of the required 15 years of experience? Does this also apply to Non-Key positions such as the Mid-Career Geospatial Specialist II and Junior Geospatial Specialist(s) II positions?
A31. A PhD in a suitable field can offset some of the required years of experience for each position if the number of years of the requested offset is specifically noted.
Q32. A copy of POAM PALT SCHEDULE was not included in this documentation. Question: Was this document supposed to be included in the items released with the other documents?
A32. The POAM PALT SCHEDULE is internal to the Government only; quoters can disregard; it is not an attachment to the RFQ. See paragraph (3). In Part 2 below.
Q33. Quoter shall describe their ability to and its previous experience: ii. Performing data collection/generation, compilation and analyses in support of geospatial activities and excel in program and oversight… Question: What does the term "excel" in this requirement mean? Does it refer to the Microsoft Excel software package or does the question request that the respondent discuss how their reference indicates a superior level of program management and oversight?
A33. "excel" is not referring to the Microsoft excel software.
Q34. Subfactor 2 Staffing & Personnel Requirements: Quoters shall provide the following: (a). Resumes of proposed personnel which may be included in an appendix to the technical quote shall be a maximum of four (4) pages each and be in chronological order. Question: Is the four (4) page limit per resume? Is there any limit on the number of resumes that can be submitted (at up to a maximum of 4 pages in length each)? Does "chronological order" mean by seniority (most to least)?
A34. There is a four (4) page limit per resume; there is no limit on the number of resumes that can be submitted;
chronological order would mean, that education, accomplishments/achievements and all other different sections of each resume, would begin with the most recent data point and end with oldest data point.
Q35. L.2.4 Volume III Factor 3 Price / Business Quote Budget Narrative; Question: Is there a page constraint on the Budget Narrative Word document?
A35. No.
