I. In SECTION B - SUPPLIES OR SERVICES AND PRICE/COSTS, B.3 SCHEDULE OF
SERVICES AND PAYMENT, Labor Rates chart, delete “9 months” in for the third column base year and replace with “12 months).
II. In SECTION M - EVALUATION FACTORS FOR AWARD, M.2 EVALUATION FACTORS
AND SUBFACTORS:
a. delete “Factor 2: Organizational Past Performance” and replace with “Factor 2: Past Performance”;
b. add “Quoters who will submit a past performance information for this RFQ will be evaluated according to the adjectival rating table in Section M.3. Quoters who will not submit past performance will receive a neutral rating.”
III. In SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO CONTRACTORS, L. 5
QUOTE PREPARATION & INSTRUCTIONS:
a. Delete “Volume II: Organizational Past Performance (max 16 pages)” and replace with “Volume II: Past Performance (max 16 pages)”;
b. Add to the Narrative Summary (max 8 pages) “c) examples of past performance information for the contractor’s predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of this requirement when such information is relevant to the SOW’s requirements.”
IV. In Section L - Instructions, Conditions and Notices to Offerors, L.6 Quote Submission Instructions, add “No phone calls will be responded to for this RFQ, please submit your questions in writing.”
Questions and answers
1. Please confirm that the subject Unrestricted RFQ does not limit bidders to the NAICS 541611 size standard of $15M.
A - The RFQ is open for all companies to submit quotes.
2. Can the government clarify if there is an incumbent contractor for this work? If there is, can the government please provide the name of the incumbent contractor?
A - This is a new requirement.
3. Can the government please clarify what is meant by “some variation” in the following statement about the LOE on page 9 of the solicitation? The quantity of tasks and amount of work described in
Section C.3 Scope of Work would seem to require a substantially higher level of effort than the hours provided in the “Estimated LOE Hours” matrix on page 9.
“The contractor should propose well-functioning team to successfully implement the SOW. The LOE hours in the table above are illustrative. The contractor may provide some variation in the LOE hours to achieve a better team composition and performance.”
A – this is a technical assistance T&M RFQ. The total number of LOE hours in Section B.3 are illustrative for each position listed. In case a contractor will make a decision that their proposed team composition will better fulfill the SOW requirements with the more hours dedicated to mid-level geospatial specialist instead of the senior geospatial specialist, the contractor may propose a change and indicate in the budget submission why the LOE hours are different. However the total LOE for each year should remain unchanged.
4. Can the government provide additional information about the quantity and locations of MCC employees & contractors, and MCA employees and contractors who will need to access the geospatial tools, data, etc., described in Section C.3, Part A, Item 1.c? And do these staff & contractors have similar access to up-to-date technologies, high-speed internet, cloud-based data storage – or does their access & capabilities vary greatly?
A – The primary beneficiaries of this contract will be staff in MCC’s Infrastructure, Environment and Private Sector group based in Washington, DC. They will have similar access to up-to-date technologies, high-speed internet, cloud-based data storage. That said, MCC collaborates with developing country partners across the globe that have varying access to these technologies.
5. Can the government provide additional information about existing access to licenses for data, imagery, and other remote sensing information that will be made available to the contractor? Or should bidders assume that any/all such data, imagery, and remote sensing information will be obtained solely by the contractor?
A – MCC does have access to some geospatial data. But bidders may assume that for a given task order under this award, they may need to acquire data, imagery, or other remotely sensed information if needed to complete the task.
6. On page 9 (Top of Page third Column heading) it indicates that the base year is 9 months. In all other places in the RFQ the base is listed as 12 months. Please confirm that the Base Period is 12 months.
A – The base period is 12 months.
7. The RFQ calls for Excel breakdown of Unloaded Rates Fringe, Overhead, Fee etc, please confirm that we can also include an inflation factor each year.
A – Yes, if applicable.
8. Under Evaluation Factor 1 Technical Capacity and Personnel, please indicate whether individual past performance of proposed key personnel on similar assignments should be emphasized, as distinct from
Factor 2 Organizational Past Performance.
A –Both are considered important, so yes, bidders may wish to note where work done by individuals they propose addresses challenges or opportunities similar to those facing MCC for Factor 1 Technical
Capacity and PersonnelFor Factor 2 Organizational past performance, MCC will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of this requirement when such information is relevant to the SOW’s requirements in this RFQ.
9. The Illustrative Level of Effort Hour Chart in section B only includes the Base, OP1 and OP2. (No hours for OP3 and OP4). Please confirm that we should propose rates for OP3 and OP4 but not include these periods in the illustrative hours breakdown chart. (ie, just spread the 2400 hours among labor categories and periods listed.)
A – The period of performance is base year of 12 months plus two one year periods. For LOE please follow the labor chart in Section B.3.
10. To elaborate, the statement under the Labor Hour Chart states “the contractor should propose well-functioning team to successfully implement the SOW. The LOE hours in the table above are illustrative”.
The contractor may provide some variation in the LOE hours to achieve a better team composition and performance”. Please clarify: for comparative purposes, should we stick with the total provided, spread over Base, OP1 and OP2 years only but can adjust the maximum line item subtotal hours per position to equal 2400 hours? Also, that we should spread hours only for the labor categories listed?
A – please see the response to question 3.
11. The proposed key labor categories call for Senior Mid and Junior GIS Specialists. The scope of work includes support for technical activities that may require expertise in a range of software and application platforms (ArcGIS Desktop, ArcGIS Online, ArcGIS Collector, Survey123 and ENVI or IDRISI.
Experience with open-source software and applications is also helpful (e.g. QGIS, R, mobile mapping and survey apps and open data sources (FAO GeoNetwork, NASA, USGS, OpenStreetMap, etc.). Elsewhere, the RFQ requests that the contractor propose a well-functioning team to successfully implement the SOW including the major tasks:
--Advise IEPS Management on key opportunities, constraints and recommended courses of action for using geospatial data and technology in the development and oversight of investments.
--Contribute to IEPS planning and coordination related to the use of geospatial information for due diligence and oversight.
--Help IEPS develop technical guidelines, standards, contract templates and other guidance essential for effective due diligence and oversight.
--Support IEPS coordination with relevant MCC offices.
--Other related duties.
Please confirm that the contractor will be able to propose additional labor categories/families in consultation with MCC upon award of future work and are not expected to propose additional categories at this time.
A – Yes, the contractor may propose additional labor categories as needed, in addition to those listed.
However, please stay within total LOE hours for each year – base 1000, OY1 800 and OY2 600, total
LOE is 2400.
12. Please confirm that the technical and cost proposals for the RFQ should be submitted as separate attachments/documents in the same email.
A – contractors can submit technical and costs proposals in one or several emails depending upon the size of the files.
13. The RFQ is unrestricted, full and open competition. Please indicate whether there is any evaluation factor, for small business utilization.
A – the RFQ is open for all companies to submit quotes, there is no small business set aside in this solicitation.
14. Would the conflict of interest restrictions pertain only to MCC procurements, or would they also apply to procurements by current or future MCAs?
A – MCC’s conflict of interest clauses, C.7 and H.6 in the RFQ applies only to MCC’s procurements.
Although conflicts of interest may also occur on implementing work that is procured by the MCAs as well.
15. Would the conflict pertain only to the contract awardees and direct subs or would it also apply to distributors and partners of the awardees who might be the more appropriate ones to bid on future procurement's?
A - MCC’s conflict of interest clauses, C.7 and H.6 in the RFQ apply only to the prime contractors and first tier subcontractors.
16. Do restrictions in the conflict of interest clauses, C.7 and H.6 apply only to consulting services exclusively or do they also apply to the sale of commercial off-the-shelf software such as ArcGIS
(mentioned in the RFQ description). For example, if a contractor was involved in the prime contract as a consulting partner would contractor’s software sold by our distributor in an MCA country be subject to the conflict of interest concerns?
A- No. See a response above.
17. Page 15 C.7. Conflict of Interest states “Contractor shall be ineligible to furnish, as a prime or subcontractor or otherwise, implementation services which result in response(s) to findings, proposals, or recommendations written. The Contractor and its subcontractors would be precluded from bidding on work and services to be procured by the local Accountable Entity or using funds advanced under a
Compact in the relevant country, unless the contractor submits a mitigation plan sufficient to ameliorate any conflict of interest pursuant to the rules applicable to the procurement process.” Contractor requests a determination as to the applicability of Subpart 9.5 to this Solicitation. Should the agency head or designee determine this Subpart 9.5 applies to this Solicitation, may Contractor request a waiver to this section C.7, as provided in Subpart 9.503? Contractor believes it would be in the Government’s best interest to allow Contractor to offer its services for future work related to this solicitation.
A – For future MCC or MCA that includes implementation projects or activities that follow the work under this contract it may be determined that a conflict of interest exists at that time. If a conflict of interest is identified a contractor may be waived of the conflict of interest upon providing a mitigation plan from impacted contractors/subcontractors. The purpose of the clause in C.7 is to notify contractors that they should think of such mitigation efforts now if they are interested in future implementation work.
