FOR LIMITED SOURCES UNDER THE FEDERAL SUPPLY SCHEDULE PROGRAM
This Limited Source Justification has been prepared in accordance with Federal Acquisition Regulation (FAR) 8.405-6, Limited Sources, and CFPB-COO-Proc-02-2017, Contract and Legal Reviews, Policy and Procedures.

Nature/Description of Action: This action is being conducted under the authority of the Multiple-Award Schedule Program (41 U.S.C. 251, et seq. and 40 U.S.C. 501). This is a limited source action proposed for award.

Description of Supplies/Services:
Display Acq Plan Statement of Need The Bureau is in need of a new data catalog that will support Federal open data initiatives, per the Evidence Based Policymaking Act of 2018. This requirement will advance the Bureau's Enterprise Data Strategy (approved i) 2022), supporting Campaign 2 - Build a Modern Data Platform and Campaign 4 - Increase Awareness and Knowledge about Data.
This is tied to Director's priority initiative for data intake and publication, currently supported by an outdated data catalog with limited support. The Bureau is statutorily required to comply with the Evidence Act Title 2 to publish open data assets. The OCDO directly supports that statutory requirement.

Description of Market Research and Results:
Display Acq Plan Market Research The Bureau conducted market research through a variety of different channels, including Gartner Magic Quadrant research, technical publications, data management educational sources ,and through working groups and councils across the Federal government and other FIRREA agencies. The Bureau reviewed the following criteria in the Gartner Quadrant:
master data management solutions, metadata management solutions, data and analytics governance platforms, information stewardship and data governance and compliance. The Bureau compared reviews across vendors in each of those categories of criteria. The Bureau researched technical forums and ratings for key criteria: Data Literacy, Data Tagging and Classification, Data Stewardship and Governance, Data Lineage, Integration with Existing Software, Metadata Scanning, Data Access Capabilities, Data Discovery and Searching and Data Quality. Bureau personnel attended several demos and webinars hosted by Dataversity and other forums as well as interviewed our Federal Office of the Chief Data Officer (OCDO) partners.This research led us to narrowing our review down to four (4) vendors for demos. The Bureau engaged with Informatica, Alation, Collibra and data.world to conduct demos. The audience in the demos consisted of stakeholders in the small working groups, the Data Policy and Governance advisory bodies (e.g., DIG, DRG, DGB). After review data.world provided the capabilities required to meet the Bureau's needs. Data.world provided all of the requirements and professional services needed to provide a total solution for the Bureau's needs. Features unique to data.world: Federation capabilities. Data.world is the only tool on the market offering built-in federation capabilities. Only one other tool offers federation, at an additional and significant cost. Data.world offers the ability to read both metadata and live data from any source or platform. Data can also be joined across heterogeneous platforms in one single query, which is the only tool offering this. Cloud-native SaaS. Data.world is the only tool offered as a cloud-native Software-as-a-service software. Data.world was developed on their AWS platform and all software resides in their cloud-hosted environment. Low administration overhead/real-time updates. Data.world offers the lowest administration support needed due to the cloud-native SaaS. Data.world is the only tool that pushes real-time software updates, which means software is always current with patches addressed as needed, there is 0% downtime (no other software offers this) and there is minimal system administration support required to maintain this software. Simplicity of the tool. Data.World is the only tool offering a google-like interface with built-in intuitive AI features. The design is user centric. The platform was developed after 3 years spent in R&D doing extensive user studies to understand how the end-user wants to navigate a data catalog, search and use features. Most CFPB users are non-technical. The data.world data catalog interface is very user friendly in comparison to competing products and easy to use, requiring no training. Support for multiple ontologies. Data.world is the only tool built on a knowledge graph. As a result, it offers advanced support for ontologies. Data.world is unique in its ability to support this requirement. Knowledge Graph support. Data.world is the only tool built on a knowledge graph. The vendor pioneered this approach for a unique knowledge graph architecture. he catalog itself is built on top of an RDF triplestore, and the metadata model and relationships within the catalog itself are accessible as RDF data. As the only catalog is built natively on a knowledge graph, data.world offers the most flexibility in allowing users to configure multiple metadata models, ensuring that the catalog reflects the language and concepts that are most critical to the Bureau. Semantic searching. Users may only have partial information when searching in a data catalog. Data.world provides google-like semantic searching capability, superior to the other tools. This self-service approach would require little to no training to use. The knowledge graph architecture allows a powerful and advanced searching for the end user with AI features to continually refine. 360-View of Metadata. Data.world was the only tool to demonstrate a 360-degree view of metadata (i.e., data definitions, data types, data storage, data revisions, sizing of datasets, data owners/stewards, etc.), inclusion of knowledge graphs and allowance for the initiation of data access requests within a single frameTagging. Data.world has a powerful, yet simple, tagging feature to enrich metadata searching by providing contexts.Data Governance. The data.world tool facilitated agile data governance and allowed for strong user participation with controlled verticals.Implementation. Data.World was the only vendor to provide a clear implementation roadmap showing the project from initiation, to implementation, to post-implementation support. Peer reviews echoed this very organized approach, with one FIRREA singing praises of data.world after recently completing an implementatoin this FY.Cybersecurity. Data.World is FedRAMP ready, with plans to be FedRAMP certified in 2024. The FDIC was able to issue an ATO based on the readiness of this product in 3 months. Only one of the final four products was FedRAMP certified.
Most products in the modern data catalog niche have not completed their FedRAMP certifications as the products are still new. Market Ratings and Comparisons. Data.World won ratings in Gartner magic quadrant and Forrester.
Determination of Best Value: GSA has already determined the prices of the schedule contracts are fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing.
The data.world platform is the only tool currently on the market that fulfills all of CFPB’s technical requirements and support services for implementing a Data Catalog and offers advanced features like an open data community network that help support the CFPB’s Enterprise Data Strategy and Open Data mission.
Data.world is the only cloud-based Data Catalog tool with built-in knowledge graph technology, federation capabilities, and data virtualization on the market.
Other alternatives offer a number of the same basic features as data.world, however, the additional required or advanced features are not available or only available at a premium cost. Deploying the technically required capabilities from any other source(s) would require the Bureau to increase project budget and may require the procurement and integration of several products which may impose a high administrative overhead for CFPB. Pursuing other alternatives would increase cost, increase risk of project failure, and would prevent CFPB from achieving required program timelines.
Specifically, data.world is the only data catalog solution that meets all of the following criteria:
• Built-in federation capabilities at no additional charge.
• Cloud-native SaaS.
• Real-time push of software patches and updates, minimizing administrative burden and overhead to bureau staff.
• Built-in knowledge graph support.
• Actively working with a Federal sponsor towards FedRAMP certification.
• Supports user searches with advanced intuitive Artificial Intelligence features and state of the art semantic searching technologies like knowledge graph.
• Supports multiple ontologies.
• Enable data literacy by supporting creation of a Bureau-wide Business glossary, providing a repository for data definitions/dictionaries/terms, and facilitating links and uploads of supporting files and documentation.
• Data tagging and data classification features that allow users to perform data tagging to classify and identify data based on specific tags.
• Supports CFPB data stewards and data governance features for workflows and managing metadata, data requests, messaging, and communications.
• Enable advanced data lineage features, like data virtualization.
• Supports integration with existing CFPB software and business intelligence tools to enable reporting and monitoring.
• Advanced and automated metadata scanning capabilities like federation capabilities that allow for metadata and data scanning.
• Ease of implementation with cloud-based implementation, short or nonexistent software maintenance windows, and low administrative overhead.
• Supports advance data access controls that allow for easy use, management, and tracking of data access and usage.
• Supports data quality efforts with built in tools to allow for data rating and alerts for abnormalities as well as the ability to integrate with other data quality tools.
No other product can meet all of these requirements in a single platform.
