Amendment 0003 – Questions and Answers

1. Regarding the new request under 2.2. Data Format: “vendor shall provide separate pricing for online tools for accessing and analyzing the data, if available.”

• Does the data being rendered need to be available at the loan-level or can it be aggregated from loan-level data?

- The online tool needs to be able to analyze the loan-level data.

2. Regarding the updated number of loans under 2.3 Data Set/Data Coverage.

• Do the requirements for 100 million Total Loans and 25 million Active Loans need to be met at the loan-level or can they be met at the aggregate level?

• For the segments listed (“Loans sold to Fannie Mae and Freddie Mac” through “VA loans”), these total 83 million loans. Is this 83 million based on overall original loans (i.e., active and paid-off loans)?

- The counts are of course total counts aggregated from loan level data.

- The specifications stated “cover the following segments with the following minimum total loan counts in each segment”. That includes both active and paid-off loans, in the timeframe, for the minimum requirements.

- The specifications state “the solicitation shall include the counts of total (within the timeframe) and active loans (as of most recent) for each segment”. Total counts is to verify meeting the minimum requirements. Active loan counts is for additional information.

3. Please confirm that there would be no need for upload of data to RAP. Black Knight intends to programmatically prevent any client data from upload to RAP. Presuming no client data will be in RAP may we exclude the “CYBERSECURITY / INFORMATION SECURITY (JANUARY 2022) section? If this may not be excluded, will the information system be required to be FISMA certified and reevaluated annually? Please provide a list of approved CFPB authentication applications needed to access RAP in lieu of a PIV card. Please share a comprehensive list of the “CFPB cybersecurity requirements”.

- There would be no upload of data to RAP. However, the cybersecurity clause will not be removed. The vendor needs to ensure that CPFB data is secured and meets NIST 800-53 or 800-171 per the contract clause.

4. Would the “Online User Interface for Mortgage Performance Data” be utilized in the Base Period?

We only noticed a CLIN for this solution in Option Year 1 and 2. How best to present this in the context of our price proposal?

- No. This would only be used in Option Year 1 and 2 since there is no funding for the base period.

5. Would any additional data be needed in addition to the currently licensed data? For example would any Forbearance, Property or Credit Bureau additional/optional data be needed as detailed in the attached document? Would it be suitable/appropriate to provide pricing for these modules? We would be happy to overview these additional products as needed.

- No additional data would be needed than the currently licensed data.
