Amendment 0001

The purpose of Amendment 0001 is as follows:

a) Provide answers to comments and questions received regarding the Vision Insurance Services RFP.

a) The answers to the RFP comments and questions are hereby provided as follows:

1. The requested plan design states “Scratch Resistant plus one other lens option” Does this refer to a specific option, or do employees choose which option is covered?

Currently, specific options would be progressive lenses and UV protectant.

2. The Technical Proposal is limited to 25 pages. Does that include the pages for the GeoAccess Report??

No, the GeoAccess report will not count toward the page limit.

3. Invoices are typically sent monthly, rather than bi-weekly – will that be acceptable to CFPB?

An invoice schedule should be done bi-weekly per CFPB billing requirements.

4. What alternatives to submitting invoices through the Invoice Processing Platform (IPP) will be acceptable??

IPP is the only acceptable method to submit invoices to the Bureau.

5. Can you please a census.

Census and Experience Data will be provided to individual Offerors upon request and after receipt of a signed Non-Disclosure Agreement, which can be found at the end of the RFP.

6. For the additional lens options. Do we choose any lens option for this?

Yes, Offerors may choose any lens option.

7. Why are you going out to bid?

The Bureau is required to competitively bid its plans every 5 years.

Are you happy with your current vendor?

CFPB has had no substantive issues with the service provided by MetLife.

8. The benefit summary states $200.00 frame allowance and up to $100.00 wholesale allowance. The wholesale allowance on $200.00 frames is $76.00.

Can you clarify that you want a $200.00 frame allowance as it matches your current benefits?

The Bureau would like to maintain its benefits as: $100 wholesale / $200 retail on eyeglass frame.

9. Who is your current vision vendor?

The Bureau’s current vison vendor is the Metropolitan Life Insurance Company.

10. Do you have a diabetes management program in place? For example, Livongo or Omada?

No, the Bureau does not have a diabetes management program in place.

11. Would you have the current carrier and rates for the existing vision plan?

Current rates are proprietary and will not be provided.

12. Section 3 – B. Evaluation of Proposals for Award, 3.b Network Coverage – Minimum coverage standards (pages 20 – 21). Can you please clarify if the mileage methodology requirement for the requested GeoAccess match is based on driving distance or straight-line distance? We typically would respond using driving distance.

The mileage methodology is based on driving distance.

13. Section 3 – A. Proposal Instructions to Offerors, E.1. Volume II – Technical (Page 18). Will exhibits attached to our Volume II – Technical response count against the stated 25 page response limit?

No, exhibits will not count toward the page limit.
