Nature/Description of Action, Supplies, and Services [FAR 6.303-2(b)(2] and (3):
Display Acq Plan Statement of Need 3-Day Change Management Certification training up to 16 students per class (3 classes, with option for 3 additional classes) to be offered on-site at government facility.
This procurement is to acquire several training courses referred as the Prosci, Inc.’s 3-Day Change Management Certification Course. The Change Management Certificate Course is Prosci’s official Change Management Certification Program which provides the knowledge, skills and tools to drive successful change initiatives. This three-day experiential learning program teaches how to apply a holistic change management methodology and toolset, including the Prosci’s Awareness, Desire, Knowledge, Ability, and Reinforcement (ADKAR) Model, to a real project. One will leave with a change management plan that leverages research-based best practices to effectively manage change and enhance project results.

Market research was conducted looking at various companies that offered a 3-Day Change Management Certification program. There are a number of companies that provide change management courses, but Prosci is approved by the Association of Change Management Professionals (ACMP) that will be issuing the industry and globally recognized Certified in Change Management Professional (CCMP) program. Courses taken with Prosci will be eligible as credits towards completion of the CCMP.
Over the last several years, the Bureau has widely used the Awareness, Desire, Knowledge, Ability, and Reinforcement (ADKAR) model for change management.
Many Bureau employees and some T&I employees have been certified in ADKAR to support other enterprise initiatives (workforce of the future and MOSAIC).
T&I has adopted ADKAR to follow the broader Bureau, and needs to certify its employees in ADKAR to support transformative IT Modernization initiatives impacting the entire Bureau. Having T&I using the same methodology and speaking with the same language (ADKAR) around change management is a necessity to ensure the transformation is clearly understood and adopted by Bureau employees. Continuing with this vendor will be cost effective because it supports alignment of methodology utilized by staff in administering change management practices within the Bureau. The training is needed to develop better communication and collaboration skills and facilitate close interaction with comprehensive change. The knowledge gained will support CFPB strategic goals.
The Association of Change Management Professionals (ACMP), the change management industry trade association, currently identifies nine (9) U.S. based companies that are qualified education providers, and Prosci is an ACMP Qualified Education Provider (QEP). In order to be a QEP, ACMP requires that the vendor meet a rigorous application/approval process to ensure that the vendor incorporates the ACMP’s Standard for Change Management and adult education best practices. The Standard is the foundation of the future industry recognized CCMP.
Prosci's 3-Day Change Management Certification Program is an internationally-recognized certification in the field of change management, which uses its proprietary, research-based change management methodology and toolkit to drive successful outcomes by focusing on the people side of change. Participants become certified in the Prosci methodology, which builds the individual competency to implement Change Management for their own organizations. No other firm can provide the Prosci certification. Prosci is the creator and sole provider of the ADKAR® model, which is a holistic approach that brings together the collection of change management work into a simple, results oriented model. This model ties together all aspects of change management including readiness assessments, sponsorship, communications, coaching, training, and resistance management. All of these activities are placed into a framework that is oriented on the required phases for realizing change with individuals and the organization.
Given that the price per student is a commercially available rate and when compared to historical prices paid for this training by the Bureau, the price charged is lower, which the Contracting Officer has determined this to be fair and reasonable.
Prosci, Inc. holds the intellectual property of the ADKAR change management process and has not licensed others to provide a certification course on this process.
CFPB will continue to monitor the Change Management space to seek relevant Change Management Certification programs that are compatible with CFPB’s needs.

Per CFPB review policy, Sole Source Justifications for actions exceeding the Simplified Acquisition Threshold (currently $250,000) must be reviewed by Legal and the Competition Advocate. However, the rest of the acquisition documentation does not require review for acquisitions under $500,000.
