ATTACHMENT 8 – QUESTIONS AND ANSWERS
Section Two – Performance Work Statement
1. Paragraph B. Purpose: Question – Does CFPB require employees to utilize their accumulated sick-leave before receiving STD benefits? If so, is it possible to obtain a census with accumulated sick-leave?
Answer: CFPB does not require employees to utilize accumulated sick-leave before receiving STD benefits, therefore a census with accumulated sick-leave will not be provided.
2. 3.0.A.d. – Administrative and Enrollment Services Requirements
Is CFPB currently providing electronic eligibility to the incumbent carrier for the STD and LTD programs? If yes, can you please confirm the record layout and frequency provided?
Answer: No, CFPB is not currently sending an electronic eligibility file for the STD and LTD programs to the incumbent carrier.
3. 3.0.B.b. – Claims Processing, Customer Service, and Reporting Requirements
Does CFPB intend to that STD approvals and benefits paid align with CFPB’s bi-weekly payroll schedule?
Answer: No, STD approvals and benefits will be paid on a monthly basis in accordance with Section II - 3.0 Administrative Requirements – B – Claims
Processing, Customer Service, and Reporting Requirements.
4. 4.0 – Additional Terms and Conditions - Will rate information be provided to the carriers?
Answer: Please see Attachment 6 for rate information in the LTD Claims History and the STD Claims History tabs.
Section Three – Terms and Conditions
5. May an agent or broker of an insurance carrier that meets the requirements in 6 D be the prime contractor?
Answer: As specified in the RFP at Section Two, 4.0, D, Minimum Insurer Financial
Rating/Premium Size: “The Prime Contractor shall maintain at least one of the
2 CONSUMER FINANCIAL PROTECTION BUREAU (CFPB), 1700 G STREET, NW, WASHINGTON, DC 20552 following minimum insurer financial ratings during the life of this contract: A.M. Best:
A–; Standard & Poor’s or Fitch: BBB; or Moody’s: Baa2. If the Contractor is rated by more than one of these rating organizations, each rating shall at least meet the above minimums. In lieu of being rated by one or more of these financial rating agencies, the
Contractor must have an annual premium volume of $1 billion or more as documented in the Contractor annual report.” A Prime Contractor that meets these criteria can qualify for consideration under this solicitation, assuming other requirements are met.
6. May a small business who has an approved mentor protégé agreement with an insurance carrier that meets the requirements in 6 D submit a proposal as a HUBZone joint venture?
Answer: Please see the answer to Question #5 above. To qualify for consideration for award, the proposal submission must include a Prime Contractor (i.e., in privity of contract with CFPB and fully responsible for contract completion under the specified terms), which Prime Contractor meets the requirements specified in Section Two, 4.0, D., Minimum Insurer Financial Rating/Premium Size.
7. 21.0 – Security Requirements - “Finger print based background Checks”. Is this required of an insurance carrier providing insurance coverage?
Answer: Personnel/representatives/subcontractors of the awardee under this solicitation, including an insurance carrier awardee, are subject to the security requirements and contractor personnel security requirements specified at Section
Three, para. 21.0, and 21.1.1- 21.1.7 of the solicitation. As specified, this may include finger printing.

8. Will the CFPB be providing a full census including Date of Birth, Social Security
Number, Salary Information, Benefit Amounts, Gender, Occupation?
Answer: Attachment 7 includes current census data for CFPB employees. Note, for protection of employee privacy, only those fields included (Salary w/ locality, title, age, CFPB start date, number of years in service, gender, and status (full or part time)). No additional information will be provided at the time.
Furthermore, Attachment 6 outlines historical claims data, which shows how much has been outlaid for STD and LTD benefits for CFPB employees.
9. Will the CFPB be providing at least 36 months of experience for the Short Term and
Long Term Disability or an open claims report?
Answer: Please see Attachment 6 for claims information.

10. Can the claim listing be updated to include claimant date of birth, date disabled, gender, gross benefit, net benefit, an indicator if SS was approved, carve outs, total benefits paid, reserves, and ICD9 code or diagnosis?
Answer: No, an ICD9 code and diagnosis will not be added to Attachment 6.
11. Can the claim detail be updated to provide full 2017 calendar year activity?
Answer: No, this information will not be provided at this time, as there is sufficient claims data included in Attachment 6.

12. Can the analysis be updated to provide full 2017 calendar year experience?
Answer: Please see the response to Question #11.
13. Can average lives for each time period be provided?
Answer: No, this information will not be provided at this time.

14. Are all rates monthly rates or are bi-weekly?
Answer: Monthly.
15. Are Paid Claims on an incurred or paid basis?
Answer: Both incurred and paid claims are provided in Attachment #6.

17. Can you please provide the most recent 5 years of Paid and Incurred experience ( a standard industry repost)for LTD with paid premiums, constant premiums, average lives, paid claims and date of each closed claim?
Answer: Please see the answer to Question #9.
18. Will you please consider cancelling this requirement on FBO and doing a sources sought?
Answer: No, CFPB will not cancel the requirement and perform a Sources Sought notice. Market research was performed to inform the current acquisition strategy.
19. Why is the CFPB marketing their Short Term and Long Term Disability?
Answer: CFPB is soliciting for the award of a contract to provide Short Term and Long
Term Disability benefits because the current contract for these services is expiring.
20. Please confirm the effective date of your other benefits (medical, dental, life and vision)
Do those also renew 6/1?
Answer: This information will not be released.
21. Will the CFPB be requiring carriers to present their proposal in person following the initial submission?
Answer: No.
22. When will the CFPB be making any decisions around the contract decision?
Answer: CFPB does not have an estimated date of contract award.
23. Will you please consider cancelling this requirement on FBO and doing a sources sought for market research to see if this requirement could be met by a small business?
Answer: Please see the response to Question #18.
24. What is the total awarded amount for the existing policy provider divided by annual billing?
Answer: The existing contract is TFSACFP15C00001. Information on this contract including the total contract value can be found on the Federal Procurement Data
System (FPDS) as well as USASpending.gov.
