9531BM19Q0014 – Questions

1. On page 8 of the Solicitation the Line item CLINS have different Period of Performance addresses over the years. Should they not all be Ashburn?

NTSB Response: Yes; the Addresses in Section F have been updated so that all CLINs show Ashburn as the place of performance.

2. During the site survey it was mentioned that the audio isn’t really working at all currently and we weren’t able to hear any of the audio as a real time example. Has the NTSB considered hiring a consultant do a full survey and analysis of the current audio system to define exactly what does need to be replaced? It is very difficult to really assess what the issue is without running through the current configuration more thoroughly. The system could range in requirements from something as simple as a new amp and/or a couple speakers to a complete system redesign. These options will vary dramatically in cost but I would recommend a full system review to help define requirements and help with the budget.

NTSB Response: The requirement is to replace all current audio equipment.

3. Is the existing wiring reusable and in good working order?

NTSB Response: The requirement is to replace all current audio equipment, including any required wiring.

4. Are there adequate cable pathways, raceways, conduits, etc available to each location?

NTSB Response: Yes, there is a cable pathway to each location.

5. Are there current Audio/Video wiring diagrams available as the system is built to date?

NTSB Response: No, we do not have wiring diagrams for the current systems.

6. Is the current AV Crestron control code available?

NTSB Response: Yes, the NTSB has the Crestron control code for the video system and will provide to the new contractor after award.

7. Are there building layouts/floor plans available of all the spaces?

NTSB Response: Yes, a floor plan has been provided as Attachment 1.

8. Is the overflow audio only applicable in classrooms 1 & 2 (204 & 205) and all the rest are completely independent systems? If so, of classrooms 1 & 2 which is the “Master” when combined?

NTSB Response: Yes, overflow audio is only applicable in classrooms 1 and 2, and the master should be the one on the right side when walking into the room (room 205).

9. A list of equipment was provided on the solicitation of the existing AV equipment but does not include the audio equipment. Is the list of current audio equipment/material available?

NTSB Response: No, there is no list of the current audio equipment.

10. There’s a small surface mounted speaker outside of the 204/205 classrooms. Is that also included in the system and if so are there any other similar speakers to be used in common areas?

NTSB Response: These speakers are for the PA system for the building and are not part of this requirement.

11. Is there a way to get a scissor lift in the spaces (if necessary)?

NTSB Response: Yes, if it is small enough to fit in the elevator and through the standard office door.

12. Is there replacement ceiling tiles and touch up paint available and would the AV vendor or building facilities team be responsible for cosmetic touch ups if necessary?

NTSB Response: There are no replacement ceiling tiles or paint available. The vendor will be responsible for any touch up that may be required from the installation. We do have the paint codes if needed.

13. Is reprogramming of the current control system part of the scope?

NTSB Response: If it is required as needed for the installations of the audio equipment, then yes.

14. Are Crestron uncompiled SIMPL and VTP files available?

NTSB Response: See response to #6.

15. Is Audio/Visual as-built documentation available?

NTSB Response: No.

16. Are building and elevation drawings available?

NTSB Response: See response to question #7, no elevation drawing available.

17. What type & quantity of microphones are considered for each room (for example: 1 lavalier, 2 wireless handheld, etc)?

NTSB Response: Each room (podiums) require 1 each lavalier and 1 wireless handheld microphone. In addition each podium requires 1 wired microphone.

18. Is there a need to tie audio from conference rooms together for overflow?

NTSB Response: See response to question #8.

19. What capabilities does each conference AV system have? Audio Conferencing (for example: the AV system can do phone conference call through audio processor), Presentation, Web conference or Video

Conference? If multiple, provide all applicable per room.

NTSB Response: none of the classroom have conference capabilities.

20. May we get a copy of the site visit attendees?

NTSB Response: the following vendors attended the site visit (names of individuals will not be released):

- Washington Professional Systems

- Decisive Analytics

- The Karcher Group

- Onyx AV

- Casaplex

- Collaborative A/V

- Singhal & Company

21. May we get a copy of the current Crestron code to confirm that we can edit the existing code for upgrades?

NTSB Response: See response to question #6.

22. Do you have as-built drawings for the current video upgrade and original audio system? May we get a copy of the drawings to understand the current wiring of the system?

NTSB Response: See answer to question #15.

23. How are the speakers being used in the Auditorium?

NTSB Response: The larger black wall mounted speaker at the front of the room are used to broadcast audio from presentations (from the computer). The ceiling mounted speakers are used by the microphones.

24. Is the equipment behind the glass in the Auditorium currently being utilized? It was not on during the site visit.

NTSB Response: No, it is old equipment that has been abandoned in place.

25. Are there additional needs that the current system is not currently capable of?

NTSB Response: No.

26. Do you want to add any more wireless devices?

NTSB Response: Each classroom shall have 1 Lavalier, 1 Wireless Microphone, and 1 wired Microphone, to be located at each podium.

27. Are “as-built” drawings available now to reference for design recommendations in the solicitation response? If so, can they be provided in a digital download format or hard copy?

NTSB Response: See response to question #15.

28. Will the current Crestron code be provided to the new contractor?

NTSB Response: See response to question #6.

29. Can we get a copy of the latest drawings of the current AV system?

NTSB Response: See response to question #15.

30. Do you have a copy of the current code on the system and can we look at it?

NTSB Response: See response to question #6.

31. Will you be using any of the existing wall plates in the room for AV functionality? (connecting laptop or tablet to display video or play audio) if so do you want them upgraded?

NTSB Response: No, the wall plates are not in use.

32. What is the purpose of the wall mounted front speakers? Tis could be determined if we had a copy of the AV drawings. All rooms currently have enough ceiling speakers, do the wall mounted speakers serve a different purpose and will they be required in all rooms?

NTSB Response: See response to question #23.

33. Do you want to upgrade to ceiling microphones or continue to use handheld SM58’s?

NTSB Response: No, we do not require ceiling microphones.

34. Will you have a need for a wired microphone option?

NTSB Response: Yes, see response to question #17.

35. Can we get a scissor lift upstairs to the rooms?

NTSB Response: See response to question #11.

36. Do you plan on integrating the audio upgrade with the existing video control system?

NTSB Response: Yes, as stated in the SOW the contractor shall be responsible for providing maintenance to the integrated audio/visual system.

37. You are asking for just an audio upgrade. Do you plan on upgrading the video too? If so when? The video switching is old and outdated. Will the AV switching get upgraded too? Note: Doing both now will save you money. It will also increase the overall functionality of your system. Thus upgrading everything to a HD digital format now.

NTSB Response: The video system was upgraded in late 2016, so there are no plans to upgrade the video system at this time.

38. RM 204 and RM 205 you want this room to be one large room when combined or two separate rooms that will function independently? Does this include audio and video?

NTSB Response: See answer to question #8.

39. Do you want all the cables cleaned up in all the racks and in all the training rooms? Do you want them to be hidden and out of the way or more organized?

NTSB Response: Any wiring that is installed for this requirement shall be hidden and out of the way.

There is no requirement to clean up any existing video cables that are not impacted by this installation.
