RFQ 9523ZY20Q0043
AMENDMENT 0001
I. RFQ 9523ZY20Q0043 Questions & Answers
1. Is there an incumbent contractor currently performing these services, if similar services have been performed in the past, or is this is a new requirement?
a. Government Response: This is a new requirement, there is no incumbent contractor.
2. If this is a follow-on requirement, could you please provide the previous contract or task order number?
a. Government Response: This is a new requirement, there is no incumbent contract.
3. Reference Part I Requirements Description - (CFTC RFQ 9523ZY20Q0043 – Page 3). Besides the CFTC need for a public location where it can store, publish and share data with the public to meet the Government Open Data Act. Is there a need for an internal data sharing within the organization?
a. Government Response: There is no need to store internal Commission data within this Open Data environment. The Open Data publication tool shall keep metadata about the usage of the stored data and the environment itself, and this data will be available to the Commission environment administrators only. The RFQ is amended to reflect this response. Please see section II below.
4. Reference Part I Requirements Description – Implementation Requirements (CFTC RFQ
9523ZY20Q0043 – Page 5) In regards to the legacy data, what is the source location and format of the data?
a. Government Response: The Commission will feed the legacy data to the environment. The data will come from the Commission’s internal network environment and we can provide it in CSV or XML for consumption by the Open Data environment.
5. Reference Part I Requirements Description – Site Functionality, “The product shall provide the functionality to allow the user to manage the look and feel of their user page on the site.” Can you elaborate on this requirement especially in regards to the look and feel, user page and site?
a. Government Response: The Commission expects to be able to customize the look of the website of the Open Data Tool (for example, managing the style sheets, the fonts, and the art displayed there.) The Open Data Tool shall allow individual users who set up accounts to have and customize their own landing page. The RFQ is amended to reflect this response. Please see section II below.
6. Can CFTC please provide a copy of the “Computer Incident Response Guide”?
a. Government Response: Attached to this amendment.
7. Which are the top 3 reports currently utilized by report viewers?
a. Government Response: The primary report of public data that will be utilized in this environment is the Commitments of Traders report. The Cotton On-Call and the Bank Participation report will need to be supported next.
8. Is all source data currently housed in a relational database? If not, please describe the data sources used for reporting.
a. Government Response: The Commission will feed the Open Data environment with the public data. The public data is generated by CFTC internal applications from data stored in a relational database. The Commission will feed the Open Data environment with the public data once it has been appropriately aggregated and anonymized for publication.
9. Do individual reports features data spanning across multiple data sources?
a. Government Response: The public data is generated by CFTC internal applications from data stored in a relational database. The Commission will feed the Open Data environment with the public data once it has been appropriately aggregated and anonymized for publication. While the data will come from multiple data sources within the Commission, the data fed to the Open Data environment will come from one source for each report that the Commission publishes.
10. Could the Commission please describe the level of report development expected to be performed by the vendor?
a. Government Response: The Open Data publication tool shall allow Commission staff to build their own visualizations (reports) from the Open Data that the Commission publishes in the Open Data environment, just as any user would be able to. CFTC is not seeking a vendor to build these reports for the Commission or for the public users.
11. Which is the earliest year of historical data expected to be hosted using the tool?
a. Government Response: While most of the Commission’s public reports date to the last couple of years, we will want to publish all of the historic data for all of these reports. For the Commitments of Traders report, we would want to feed the Open Data environment with data from 1986 to the current day and beyond as we generate each week’s report.
12. Will all data hosted by the platform be publicly accessible, or are there any security controls that must be applied to data or data sets?
a. Government Response: All data published to the Open Data environment shall be public data and will not need security controls applied to them. The Open Data publication tool shall keep metadata about the usage of the stored data and the environment itself, and this data will be available to the Commission environment administrators only.
13. Does the CFTC have a preference over hosting the landing page versus the vendor hosting the landing page, or would the CFTC consider either option?
a. Government Response: The vendor shall host all pages for this Open Data environment. The RFQ is amended to reflect this response. Please see section II below.
14. Does CFTC require a development environment for multi-user report development? If so, about how many users would need access?
a. Government Response: The Commission estimates that it will have 6-10
Commission developers building reports in the Open Data environment. Whether these users are working in a “Development Environment” or if they are working in the “Production Environment” with the report they are working unavailable to the general public because it is “private” does not matter, as long as one of these options is available to us. The RFQ is amended to reflect this response. Please see section II below.
15. Are the Corporate Experience References (up to three, 1-page submissions) mentioned in Volume II Section IV Corporate Experience included in the 15-page Technical Solution page limit or counted separately from that page limit?
a. Government Response: The Corporate Experience references do not count against the “Technical Solution” volume page limit.
16. Section 3.4 Volume (ii) Technical (iv) Corporate Experience: In addition to federal, state, and local US government entities, will CFTC consider references in the public sector space, e.g.
multilateral organizations or nonprofit organizations relevant to data and financial services industries?
a. Government Response: CFTC will consider any reference submitted. Per RFQ Part III, Section 5: “To be evaluated as acceptable, the information provided in the quotation and obtained through the references or other means must indicate a likelihood of successful performance.” Additionally, the RFQ will be amended to remove the language stating that “an important factor indicating similarity to this project will be whether the cited projects involved providing the proposed open data tool to Federal agencies or other US based Government entities (e.g. states or localities).” (See below, Reference Part III, Section (2)(iv)).
17. Section II Background: Does CFTC currently have part-time or full-time team members dedicated to the existing publication of reports such as monthly and weekly reports as described?
If yes, how many internal team members are typically involved? How many estimated CFTC team members will be involved for the Open Data Publication Tool?
a. Government Response: The publication of the reports is managed by a number of people from around the Commission. Members of the Division of Market Oversight generate the report. Members of the Office of Data and Technology manage the publication of the reports. CFTC expects to have 6-10 staff members working on the Open Data Publication Tool.
18. III Requirements, 2. Data Functionality Requirements: How does CFTC anticipate the number of datasets, storage, and processing size to change? To grow or decrease from the initial estimate of at least ten datasets, 1 GB per dataset? In the next five years?
a. Government Response: The dataset will grow slowly as CFTC adds data into the Open Data environment, but will not grow beyond 1GB per dataset in the next 5 years.
19. What analysis did CFTC use to estimate at least 500 concurrent users noted in Section III page 4 of the RFQ?
a. Government Response: Approximately 500 users review the reports on CFTC.gov each week.
20. What timeline does CFTC foresee in terms of getting to the 500 or more concurrent user environment? Is that expected at the start of the contract, or over a certain time period during program execution?
a. Government Response: The Commission does not know how quickly users will migrate their data review processes to the new Open Data environment. The Open Data publication tool shall be capable of handling 500 concurrent users as soon as the implementation process is completed.
21. Does CFTC have a preferred cloud service provider?
a. Government Response: No.
22. Are there any specific compliance requirements for proposed cloud hosting environments, e.g.
FedRAMP?
a. Government Response: Since this is the Commission’s public data, there are no specific compliance requirements.
23. What is the anticipated contract award date?
a. Government Response: The anticipated contract award date is by September 30, 2020.
