This acquisition is to provide an Instron 68T-M Extra Height Universal Test System with Temperature Chamber for the 582 Missile Maintenance Squadron (582 MMXS) Propellant Test Laboratory at Hill Air Force Base (HAFB), Utah.

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW FAR 16.505(b)(2)(i)(B) and AFMAN 64-302 paragraph 6.8, “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.”

Instron is the original Equipment Manufacturer (OEM) and sole supplier of the Model 68TM-5 Extra Height Universal Test System with Temperature Chamber. Instron only sells directly to customers in the United States and does not sell through any authorized distributors or resellers.

The 582nd Missile Maintenance Squadron (582 MMXS) Propellant Test Lab is replacing an existing Instron 5567 test machine which is approximately thrity (30) years old as the physical components on the Inston 5567 test machine are no longer in serviceable condition. Additionally, the operating system on the Instron 5567 test machine is outdated and no longer supportable by the OEM.

In replacing the Instron 5567 test machine, it is critical to the 582 MMXS Propellant Test Laboratory to acquire a test machine which will produce consistent specimen tests and results with the test machines currently utilized in the lab. In order to ensure this consistency, the new test machine must be similar in specifications and features to the machines currently utilized in the lab. The Model 68TM-5 Extra Height Universal Test System with Temperature Chamber is similar in specifications and features to the machines currently used in the lab. The Model 68TM-5 Extra Height Universal Test System with Temperature Chamber runs the same operating system currently used in the lab, and is capable of applying the same test plans and technical data utilized in the lab, thus minimizing operator learning curve on the new test machine.

Section D: Efforts to Obtain Competition

An extensive internet search was conducted, and it was determined the required Model 68TM-5 Extra Height Universal Test System with Temperature Chamber is only available via the original equipment manufacturer (OEM) Instron.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

It is anticipated that future purchases will still require a sole source justification; however, the Government will continue to look at other viable product options. The Air Force will continue to search the commercial market on the latest new and emerging products that could satisfy the Government's requirements on future purchases.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
