1. On the WD, should we use: 15095 - Technical Instructor/Course Developer @ $19.17/hr in our planning?

Government Response: On the wage determination you should use Occupational Code: 15090, Title: Technical Instructor, Rate: $15.48

2. Is POV mileage allowable to the place of duty from a home of record in the San Juan area or is this to be wrapped into our rate?

Government Response: POV mileage is not allowable to the place of duty from a home of record in the San Juan area.

3. After evaluating the register of Wage determination, I could not find the position that is being requested. What is the process to establish the minimum wage to be paid to this type of resource?

Government Response: See Response for Pre-proposal Question No. 1

4. Is the contractor required to read, write or speak any language other than English?

Government Response: The contractor is required to read, write, and speak Spanish.

5. Will the government provide all material including PowerPoints, videos and related training resources outlined in the SOW?

Government Response: Contractor will conduct assessments of public training needs and then identify and coordinate training sessions. This person will not be offering training.

6. Does the Combined Synopsis/Solicitation posted as solicitation number 933982 on FBO contain requirements similar to an existing contract or will this be a new requirement?

Government Response: This will be a new requirement.

7. We have a question on Classification code and the wage determination. In the document provided, which is the occupation code for the position.

Government Response: See Response for Pre-proposal Question No. 1

8. Is it the government’s desire that the contractor place personnel on-site the International Institute of Tropical Forestry facility, to remain on site throughout the term of the assignment to accomplish the work scope; or, can the contractor personnel travel to and from Puerto Rico or the Virgin Islands as needed with the ability to perform some of the work remotely from its offices in the U.S.?

Government Response: Office space is available to contractor to work out of IITF when required by SPF Program Manager.

9. Is the contractor staff required to work from the same location as the SPF Program Manager throughout the contract engagement?

Government Response: Office space is available to contractor to work out of IITF when required by SPF Program Manager.

10. Is the reference to the PTE in regards to the contractor’s staff and if so, is the government restricting the total hours for the bid to 2,580?

Government Response: The Government is restricting/not to exceed (NTE) total hours of 2,580 hours under this effort.

11. Attachment 3 – The Quote Template Sheet, provides a single labor category with quantity listed of 1,290 hours. The Solicitation refers to 2,580 hours. Can you please explain why these numbers are different?

Government Response: The 2,580 hours reflects the total hours available under this effort over the 2-year performance period (i.e. One (1) 12-month Base Period & One (1) 12 month Option Period). The 1,290 hours reflects the number of hours per performance period available under this effort.

12. Attachment 3 – The Quote Template Sheet, provides a single labor category. Is the government expecting only one labor category to be bid for this effort or, can the contractor bid more than 1 labor category type?

Government Response: The Government is expecting only one labor category to be bid for this effort.

13. Please explain what is meant by “restricted to local businesses of Puerto Rico and the US

Virgin Islands”. Are you seeking contractors with established business operations in Puerto Rico and/or the Virgin Islands?

Government Response: The Training Specialist performing the effort has to be a resident of Puerto Rico and/or the USVI in an effort to help promote the local economy of the areas affected by the hurricanes.
