Statement of Work (SOW)

Project: Training Specialist Support Services

GENERAL INFORMATION

1.0 Scope of Work: Contractor will report to and be supervised by the SPF Program

Manager. All training materials and workshops shall be designed to support Forest

Hurricane Recovery Efforts in Puerto Rico and the US Virgin Islands.

2.0 Background: The contractor will provide training coordination assistance to the

International Institute of Tropical Forestry program area of State and Private

Forestry (SPF) and collaborate with other Institute Programmatic Areas. Hurricanes

Irma and Maria and all recovery work related to damage abatement comes with an urgent need to train and improve technical capacity among State and Private

Forestry staff and partners. SPF determined a Training Specialist is justifiable as a specific person responsible to assess needs and coordinate specialized trainings and workshops. Training Specialist will collaborate with designated program partners throughout Puerto Rico and the U.S. Virgin Islands and all travel will be coordinated and approved by the State and Private Forestry Program Manager.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Contractor will be responsible for the following:

1. Assess training needs among State and Private Forestry staff, State Forestry

Agencies, partners, and collaborators. This will include projects and special initiatives related to hurricane recovery and to the following programs: Forest

Health and Protection, Urban and Community Forestry, Forest Stewardship, Forest

Legacy, Community Forest, State Fire Assistance, Volunteer Fire Assistance, and

Conservation Education.

2. Assess training methods appropriate to fit audience’s needs.

3. List and prioritize training needs, identify technical gaps, and determine training and workshops topics.

4. Design and develop training schedules, identify and select audiences for each training topic, outreach and promote trainings among targeted audience.

5. Identify training providers and coordinate procurement of services with SPF

Program Support Assistance and IITF Procurement Office.

6. Coordinate training sessions including location, registration, audiovisual equipment, translation services, materials and supplies, training evaluation forms, etc.

7. Post training assessment to determine training effectiveness and determine impact to targeted audiences, evaluate and tally training evaluation forms. Submit results to SPF Program Manager.

8. Administrative duties including but not limited to meetings, emails, calls, faxing, and photocopying.

9. Assist with organization, promotion, and implementation of IITF-SPF technical events/activities.

10. Develop, manage and provide content information for social media platforms

(IITF Webpage, Facebook, Instagram, Twitter, etc.) to SPF Media Specialist.

11. Support SPF Media Specialist to disseminate project information to cooperators and partners.

12. Coordinate with SPF Media Specialist digital video, photographic and voice documentation of training activities, interviews and projects as required by the task objectives.

13. Articles and products related to Hurricane Recovery Efforts are a priority as this position is funded by Hurricane Supplemental Funds. Strict reporting protocol has to be in place for the accountability and justification of use of supplemental funds.

4.0 Travel: State and Private Forestry Program area includes all of Puerto Rico and the U.S. Virgin Islands, occasional travel will be required to visit designated partners and collaborators. SPF will provide a travel plan with contacts within 10 business days of contract award. All travel shall be pre-approved by the SPF program manager, and will be reimbursed in accordance with Federal and USDA

Forest Service travel regulations.

5.0 Contractor’s Key Personnel: The contractor personnel supporting this SOW should have experience working in training services aforementioned. The desired levels of experience presented per position(s) are provided below. The contactor’s

6.0 Security Requirements: All contract personnel are required to have a non-sensitive, level 1, Low Risk background check including fingerprints. They will need to complete the CIO Security Training classes on an annual basis to maintain access. There will also be a Job Hazard Analysis document completed and signed for all the contract tasks to be conducted.

7.0 Data Rights: The International Institute of Tropical Forestry retains ownership of all materials developed under this contract and will be credited on all materials produced and presented under this contract including and not limited to publications, fact sheets, written material, videos, photographs, and other related products.
